You punish them as they know and according to their knowing. Which is why we teach them saying "do you know this thing you did is not good? If i do it to you, would you like it? Then do it again you hear. REMEMBER (the knowledge) if someone does this same thing to you, you will not like it and be crying.

A good parent does not punish them for things you know that they do not know and that they are not capable of knowing.

It is always about the things you know, that they know or have known or are capable of knowing ((mens rea), that is what a good just and fair parent does.

You're wrong, circumcision is of the heart, while it's important for every Christian to circumcise their male children, but an uncircumcised Muslim who just encountered Jesus is free not to circumcise. The circimsision of the heart is what is important in the new birth.
