If you want them to do better first acknowledge the efforts made thus far, if every state can produce 40K bags of rice this yuletide life will be better. Its okay to say its expensive & inadequate but admit the positives which includes jobs provision amongst others; that is how you ensure incremental development. Even as individual you will pay more attention to someone who is willing to acknowledge your efforts while making suggestions on how to you can do better than someone who castigate you all the time.
