The subject of this thread is deceptive and false. I urge the Mods to modify it.

Senate did not pass any law which makes the legal age to have sex 11. The law merely sets the punishment of life imprisonment for raping anyone under 11.

Current Criminal Code provides for life imprisonment for any person who has unlawful "carnal knowledge" of a girl under the age of 13.

Note the term "unlawful" in the criminal code. This exempts those who are married to 13yr olds, for example.

Go back and read ya own posts on this thread and all ya talks about "sensationalism" while trying to subtly defend the useless bill. The fact that they made it anything under 11 means: from 11 upwards, you're no longer a minor. Effing savages!

Ugh, I'm starting to get the feeling that you're one of those who talk just for the sake of talking, and your words and reasoning have no substance to them whatsoever. I'll encourage you to go and read the bill, think, and then arrive at your own conclusion

Yes, the topic of this thread is nothing short of sensationalism, it infers that the legal age of consent is now 11, and that is untrue. If you sexually assault a child over the age of 11, you will be persecuted, but a life imprisonment is not guaranteed. As to why age 11 was the cut-off, I do not know as I was not involved in the policy-making process. Why am I narrating a very simple bill to an individual who I presume is educated?

Having ranted the above ^^^^^^my previous post :

It is AMAZING the high level of illiteracy among the average Nigerian youth sha. This article does not make 11yrs the legal age to have sex. Just that any age below 12 is liable to be punishable by life imprisonment. Any age above 12 is still a crime, just not punishable by life imprisonment.

And there we go again.
5minsmadness:

And I will continue lamenting and there is nothing you can do about it.

Whether we like it or not America has a big role to play in the way our youth live their lives over here. Everyone and their mother is trying to be westernized. It shows in the way they dress, the way they talk, the way they take selfies (very annoying... We've been taking selfies for years before it became a fad) and ultimately the way they think. The truth is most youth support homosexuality simply because "america" supports it. Same with atheism, same with feminism, etc. "America" is more often than not used as a standard. Even when chimamanda writes total and absolute rubbish she is immediately hailed by our youth cos she has been 'recognized' by America. Some bimbo was saying the other day that she is the first Nigerian feminist! The day Americans change their stance in these issues you'll see the massive change of opinion in our youth as well.

So Bleep it and yeah I'll keep ranting on the ills of that misguided and misguiding country whenever I spot them for as long as I am able. I'm not going to shut my mouth and ignore them cos their government Is apparently better than mine. I know they have an influence on us and I intend to make sure in my little way that their influence doesn't drive us into the sea and oblivion faster than we are already going!

Viva LA Voce!!!!

And I've to keep questioning if you ever passed through the four walls of a school. This is basically reminiscent of the way you tried woefully, perhaps due to illiteracy to suggest that, "suppression of press" is different from "no press freedom".

Let me give you a quick tutoring and leave ya hypocrisy aside for a moment. I don't care about the whole content of bill, the excerpt on this thread itself is self-explanatory and that's the bill. It clearly stated that any child sexually assaulted at any age under 11 will get life imprisonment. Thus making children over the age 11 adults and sexual assault against them would be treated the same way they treat sexual assault against adults - which means: they wouldn't get the same treatment kids under 11 get, if they are victims of sexual assault. Evidently, it means they would be viewed legally as adults.

If you don't understand legal terms, ask questions. The fact that age 11 was clearly stipulated in the bill, with punishment, is self-explanatory. And it shows what they deem as minor.

Okay, since it seems you keep having problems with basic English language and legal terms, I'll break it down for you in simpler terms, by asking you a few questions.

Based on bill: we know the punishment for sexual assault against anyone under age 11 is life imprisonment. What's the punishment for sexual assault against anyone from age 12-15 for example? Ditto age 18-50? Did the bill stipulate anything about these two age brackets and did it classify them into separate groups?

So, basically, since it never made any clear distinction about any age bracket apart from those under age 11 - it shows anyone over 11 is deemed LEGALLY as an adult, and the punishment for sexual assault against them would be the same across the board. While only those under 11 are deemed as minors. It's just common sense in simple legal terms.

I'm out - hide ya kids! grin

Yeah those two phrases are dissimilar. "No press freedom" will imply that there is absolute interference by the government on published materials, while "suppression of freedom of press" can happen in varying degrees. It could be that the government interferes with most media and published materials, or that some interference is established so that some materials are made public and some are not. I thought we bashed this to death on the last thread; however, if it is still bothering you, there is not a thing I can do, and I'll candidly advice that you move on.

Also like I said previously, the title is misleading. The previous punishment for having carnal knowledge of an underage girl was 5yrs imprisonment. Just 5years! The topic should read:

Senate approves stricter punishment for carnal knowledge of girls below 12.

I guess not.
See Section 357 and 358 of the Criminal Code (Cap “C38”, Laws of the Federation, 2004)

And here:
Per Ngwuta J.S.C AT PAGE 12, Paras D-E said

“ I join my learned brother in expressing disappointment that the appellant was given a lenient term of five years in prison. I think that the severity of punishment for rape, with particular reference to statutory variety, should rank next to capital punishment"

So carnal knowledge of a minor 12-16yrs warrants a sentence of 5yrs(can sometimes be more depending on the circumstances but on average not severe enough).

I have no idea why 12-16 was not included in the life imprisonment bracket. Maybe due to certain... political factors....

The bill was written and introduced by Senator Anyanwu of Imo state long before Buhari came into power, she is a member of the PDP. By the way, it doesn't change the legal age of consent at all. It only stipulates life imprisonment as punishment for having sexual intercourse with a child under 11.

11 years legal age to have sex? this would encourage promiscuity among the youth and with passage of such law, Nigeria is systematically practising sharia law indirectly.

It seems you have a problem with comprehension, context, and semantics. When you say "suppression of press" and "no press freedom" in political terms, they're basically the same thing and interchangeable. However, after you got exposed for being vacuous and, regurgitating the nonsense from MSM, when I cited that if folks are allowed to critique openly like they're being allowed to do, that effectively means there's no suppression of press. That was when you came back with the ridiculous tosh about "varying degrees of press freedom".

You need to go back to the basics and learn basic English language, and stop throwing words you don't understand in any context.

From the International business times...

Nigeria’s Senate passed a bill Wednesday that approved life imprisonment for rapists and those who have sex with children under 11 years-old, a Nigerian newspaper reported. The legislation could help build a stronger law against sexual crimes in the West African country where scores of women and children are subject to rape and sexual violence.

The bill included various sentences and fines for other sexual offenses such as incest, child pornography, sexual tourism, gang rape, sexual harassment, prostitution of mentally disabled persons, lacing drinks with drugs with intent to sexually abuse and deliberately infecting someone with HIV and other diseases. The bill also mandated storing names of sex offenders in a database, Premium Times reported.

“Culprits would never be employed in any institution where they may pose a risk to unsuspecting persons. You can see that the penalties are weighty,” Sen. Chris Anyanwu, the bill’s sponsor, told the Nigerian newspaper Wednesday.

The bill also provides a witness protection program to safeguard victims and witnesses on trial for sexual crimes. The bill’s passage followed a report by Nigeria’s Committee on Judiciary, Human Rights and Legal Matters which called for stricter penalties for sexual offenders, the Premium Times reported.

Rape and underage sex is widespread across Nigeria, and the country has long lacked strict legislation to provide legal backing for prosecuting sexual offenders. In one case, a pastor in Edo state was sentenced to just five years in prison for raping and impregnating a 12-year-old girl in 2013. The western state recorded 96 rape cases between January 2012 and August 2014, but only nine convictions were secured, according to an investigation by Premium Times.

“As the law stands now, there are lots of loopholes for offenders to escape convictions,” Henry Idahagbon, the Attorney-General and Commissioner for Justice in Edo, told the newspaper last year.

The new Sex Offences Bill could change that. The bill is expected to pass in Nigeria’s House of Representatives on Wednesday and then will need President Muhammadu Buhari’s signature to become effective. However, similar legislation fell short after passing in the Senate last year, under former President Goodluck Jonathan’s watch.

Do you even know what context means?

Let me break it down for you in simple English:

In this bill - if you were to commit sexual assault against anyone under age 11, you will be charged for sexual assault against a minor. Hence age 11 was CLEARLY stipulated in the bill. However, if you were to commit sexual assault against anyone older than 11 - that's sexual assault against an adult.

Is that too difficult for you to understand? And can't you see the two age brackets in the bill - under 11 and others? Go back to elementary school!
