Are u privy to what status quo the court ordered both parties to maintain? I guess no. And neither do I. But in such a scenario,I wud take an intelligent guess, and that will b that both parties shud maintain decorum pending the court's final decision..and if said decorum is not being maintained,I believe the governor is within his right to sanction them.
Moreover,the released statement clearly states that it was a unanimous decision of the state's security council which I believe comprises military,police,dss and other relevant security outfits within d state.
