Op try and understand how serious her relationship with him has been. No offense I don't see any big deal here. Most ladies still keep a guy till there wedding day after which they let go. They are just complicated like that. If she doesn't love you why will she marry you? Make I no vex oh, Marry that girl. It could be that the other guy was in serious difficulty and the lady wanted to help and finally disengage.
It could also be that she was being blackmailed.

The man needs to talk with her lady to find out why she wired the money to her ex. I don't believe she won't make a good wife because of this.
