confirm ur usb cable,usb chord are good then check ur computer settings.if all those are proper,you may have to resolder or change ur charging port.it doesn't matter if ur device charges when connected to a charger.

And tho u are under warranty, they might charge u at the innjoo office

Don't format if u used upgrade on sp to flash the rom into ur phone
But if u used download to flash the rom, u can format
