The queen of England is also the head of state of the UK and the commonwealth. Her position is recognized by their constitution...as such, her office is entitled to salary.

Her duties are mostly ceremonial in nature, such as welcoming guests to the country, making public appearances in ceremonies, etc. Meanwhile, they have a head of govt in the prime minister, who is responsible for the day to day running of the country.
