If you really believe that all states in ss and se will vote for PDP or Atiku, then you are telling us how naive you are in politics.

APC has stronghold s in SE and SS even with the badblood existing between some igbos and the president.

Ebonyi and Imo states are already in the pocket of Buhari as the govs of these two igbo states are already working for the re election of the President. You know they've endorsed Buhari for second term?
Also in Abia O.kalu is already campaigning for the president and will even do more as the 2019 elections draw nearer.
With the above facts there is no way PDP will win all SS or SE states. Buhari will win some and Atiku will win some. It will be 40/60.
