I know someone would quote me in this manner.... for those conditions you mentioned,God created no baby dumb, deaf, blind etc. Sometimes, some are caused maybe things like improper pregnancy care etc and if that's not the case, I still believe the devil is the cause of such occurrences.Sometimes God allows some things that we feel why?, but his ways are unsearchable. For things like blindness, God may decide to heal and if he doesn't, he's still God.
