in a lot of cases, YES!. But stanford for example will not accept it for their EE PhD program

Yes that could work, but its based on the discretion of the admissions committee, so mail the Grad coordinator/ admissions officers, and ask explicitly.

I am asking this because I have tried but unable to do the unofficial WES evaluation on their site because on the second part of filling the form Ghana isn't on the list. Thanks.

Personally, I don't think you'll require a grade conversion.
But I would advice you confirm from your intended program graduate coordinator.

I'm not even sure magoosh videos would suffice, because I just don't believe in myself right now.
Are there reputable Tutors I can use probably on Saturdays? I'm looking to take the exams in October. Please I would appreciate your opinion on tested and trusted tutors here in Lagos. Thank you.

Few countries have purely research masters, I think I only know of SA and Australia and I figured out that if you were in Australia, you would most likely continue your PhD there.

Interesting! You're very informed Bro #Respect. And yeah ... I'm in SA. Meanwhile, the pure research Msc was a life threatening experience , wouldn't recommend it for my foe.

Rewrite the GRE and score higher. This will make it eligible for you to apply to top schools. All the best
