Take it up with Fifa. The top votes are picked exactly the way it is and Ramos was the 2nd highest voted just behind van dijk in the defenders category. If 4 centre backs are the highest voted the team will include all of them. Fifa is not picking an actual eleven with 2cb, a left back and a right back. It's not that hard to grasp

My recommendation would be FIFA setting up a Committee to handle it, say 5-10 persons who have thorough knowledge of the game, subject to change every two years. This current voting process is massively rigged.
