The proper words to use in this context is Government and Private, not individual. Private investors do invest in capital assets and resources that create production and help in employment and markets thereby leading to redistribution of wealth. The Indimis do that.

Government is responsible for social growth and alleviation of impediments to capacity building. Education, hospitals, markets, infrastructures....these are all capacities that when available makes a person excel in society and become self-sustaining.

Indimi is not responsible for the second part. No wealthy Nigerian is responsible for that second part. That is government role.
