France and NATO never paid Iran anything. It was a strictly USA/Obama affair and Obama negotiated release of Iranian monies in part which they had on hold. It was essentially Iranian money so USA spent no penny of theirs to maintain peace with Iran unlike Trump who has already spent about $70m dollars on the drone alone that killed Soleimani and also several millions more on deployment of troops to Kuwait and other regions after he claimed he would withdraw troops and now doing the exact opposite

But they are not missile defense systems. And they are active far quicker than a missile defense systems would detect.
