This has nothing to do with buhari or nigeria. This policy is applied to all countries seeking repatriation of stolen funds. It is a good policy, if you ask me, because hundreds of millons of dollars were repatriated during Obasanjo and Gej administrations but were never accounted for. Let's also not forget that US do lay claim to all dollars worldwide, because it's their currency.

Those countries, including US, are accomplices in the whole transction by allowing foreign thieves to bring in these funds in the first place.
