Apply from your base, as long as you are a legal resident of Dubai you should apply there a d it will be processed based on the processing time for the UAE

The 5 million will be for what and what? Explain to us what you intend to cover with that amount. Is the sponsor giving you the whole 5 million or what is the plan?
N.B: You can't pay your tuition and living expenses by just showing your lands/properties

You stand a better chance using close family/parent sponsorship, but using a family friend is also possible with lots of convincing and evident facts.

The person paid $1000Cad as part tuition required by the school from his account, to prove commitment. I really don’t understand the living expense part. Please what steps should be taken so as to convince the VO when the time comes. Thanks again.
