Before you pay for a house that comes with both prepared or post paid Meter you should first get a copy of the bill or rechargeable card and verify the status of the meter. Now you paid for a house and started investigation, you are liable to pay the bill or you can move out.

A house that is not a virgin house, someone had lived there and for some reasons bypassed the PPM and connected directly. Thy holiness thought it illegal to enjoy light and went ahead to report to PHCN, even when the PHCN staff overlooked you Over sabi and asked for money to correct the fault, you refused and now you are complaining.

As you be Eze-Ego, go and clear the debts na or better yet.... Go and build your house and leave the man's house for him.

I need nairalanders' advice concerning my present predicament.

I rented an apartment late last year and discovered my power wasn't disconnected despite having not made any recharge on the prepaid after 2 weeks.

I called my landlord brother who let the place out to me, to inform him about my findings, but he insisted that I was enjoying the recharge from the previous tenant.

I tried checking the balance through the small box used for recharging but it wasn't connecting and I believed it was a network issue

After about a month, my curiosity heightened and for the fact that I hate to be involved in anything illegal, I decided to make further inquiries concerning the metre.

My neighbor and chief tenant who has been in the house for about 4 years told me that there's debt on the metre which made the previous occupant connect directly while by passing the prepaid metre..

I called a friend who once worked with Nepa and he made findings saying the debt on the metre is 118,000 naira. I got the number of the landlord and decided to put a call to him last December.

He claimed that the house has been on prepaid metre since the erection of the building. And said I should ask Nepa how the debt was accrued..
I agreed with him so I decided to make more findings concerning how debt got on the metre.

During this period, a nepa official came for inspection, he dropped his phone number as I was not at home. I called him and explained everything to him..

He gave me the summary of the transaction which showed that the house owed a debt while on post paid, which was transfered on the prepaid meter when it was installed.
The nepa official indirectly asked me to bribe him so he would leave the metre not disconnected which I didn't oblige to.

He came last week to disconnect the metre and I have called the landlord who refused to find a solution to the problem.

My landlord claims he hasn't lived in the compound for a day and wouldn't be responsible for it. I suggested that I clear the bill and deduct it from my next rent. He refused.

I have been in darkness for over a week now and running on generator without any solution in sight.

What's the best measure I can take towards resolving this issue?

Bribe NEPA official to connect power while bypassing the meter. Enjoy your light and let the bill accumulate for the landlord and next tenant . This is not cool but is surely the best way to treat a man like your landlord

OP. Don’t listen to the people insulting you for not bribing the PHCN official. You did the right thing. This same thing happened to me last year and my landlord was proving difficult. I just paid the bill and removed it from his rent. From what I gathered, he was aware of the bypass.
Just make sure you get a lawyer to write him and keep the receipts. You have no business paying a debt you didn’t acquire.

wow! it is almost as if i wrote this piece, this is exactly what i experienced in my former house at abule egba, same response from the land lord that he has never lived in the house for a day....i didnt not pay the accumulated bills as nepa suggested, i just moved out....but since u just came ensure a direct connection and do not renew the rent that house is a problematic house

Best measure? Ok, stay in darkness for a while, after that secretly remove the meter and report to NEPA and your landlord that it’s been stolen. After a while, connect back on direct and be religiously paying LOR every month till you leave the house.

DO NOT BRIBE PHCN OFFICIAL. I REPEAT, DO NOT BRIBE. THEY WILL KEEP COMING AND YOU WILL KEEP PAYING. This happened to me too, but to solve this, you need your landlord's cooperation, or else, there might be nothing you can do. PHCN deducts 40% from debts accrued from old meter. Since former occupants were responsible for the debts, your landlord will be paying the 40% Everytime you want to recharge. Unless he writes an official letter to PHCN on how he will be paying back every month, he can pay as low as 2,000naira for a period of 3years. Involve a lawyer and three of you should sit down and reach an agreement. It happened to me too but we did this and my landlady drops 40% of every monthly recharge. The 40% goes to the debts from previous debts. I hope this helps.. do not bribe any NEPA official..they are rogues!!!

1. I am not aware that a debt on an analog meter can be transferred to a digital prepaid meter. (I suspect foul play by the nepa official)
2. You are not liable to pay a debt incurred by another consumer. Since the landlord failed to ensure that the terms of the lease which should include not tampering with the meter are adhered to. Then he is liable.
3. Write a letter to your distribution company detailing everything and copy consumer protection agency.

I believe it's possible to write to the PHC and explain the situation to them then follow it up. Since u are not the person that accrued the bill and the landlord is not forthcoming it's possible to reduce the total bill. They won't agree to cancel it completely but u would be mandated to make a certain amount of payment to have the general total of the bill uplifted.
I can remember my wife had similar problem years back when she moved into a new house. Most of these landlords are heartless. Anyway if memory serves me well the bill was about 90 K and after all said and done we had to only pay about 30 K but we gave the good Samaritan PHCN guy who informed us it was possible and helped us run the stuff about 10 K but only out of gratitude.
Pls inform urself and see if it's still done.

*Pls to update on this story, I just confirmed from my wife that we gave the PHCN guy that helped us only 5 K and not 10 K as I previously wrongly stated.

* Make una no vex, we men fail to remember details of such things but I have no idea how women still remember these things grin grin grin

The problem with some people is that they are yet to come to terms with reality of happenings in Nigeria. Did you just come back to Nigeria or what? We don't follow due process here.

What you should have done was to pretend as if you're not enjoying light until someone comes to knock on your door. While doing that, just prepare your mind to move away from the house once your rent expires.

But nope, you want to form patriotic citizen. Now see where your patriotism has led you?
This is a typical case of "ysnga de sleep, trouble go wake am."

Well, you have three options

1. Move away from the house
2. Continue using your generator
3. Go and clear the debt.

Next time, you'll learn to let the sleeping dog lie.
