This is actually a lot BS. Regional security arrangements are illegal and sub optimal. At the state level, yes there could be a measure of legality in it. However the context is too complex for states and regional outfits to be relevant.
There is no money to fight this at a sub national level.
We are seeing forced displacementsof Fulanis due to climate change, attacks by farmers all over west africa and pressure by ISWAP/Jihadists.
Neither western nor Eastern Nigeria are capable of containing the sheer numbers of herders militia if the FG opens borders for instance.
If you think Nigeria's regions have the money to contain them you are dreaming. The people we are talking about are not a conventional military force. They are highly adaptable, guerrillas hiding in the forests.
