The cases did not rise when we were not testing. With more tests, you will have more cases. If we increase tests to 10,000 a day, the result will reveal more cases.

Early discovery leads to early treatment and a high chance of survival. So rapid testing and revealing infected ones will cause a reduction in death. It defeats the idea if some imaginary people want to kill the World. It would have been best not to test at all as it is on going in Nigeria.
