According to Islamic Shari'a when such a thing happened, u don't call it stealing. It is refer to as "taking" becaus so a thing don't amount to stealing in Islam. There is difference between stealing and taking in Islam Stealing is when you take something that what the value of a Nisob amount in Saudi Arabia is about 102k but anything less is refer to as taking and warrant no punishment. But it's Haram to take someone's property in Islam. But in a case like this the government need to evaluate the reason for which the incident happened and if it's as a result of hunger the Government will have to provide food items for the person in question. Though the responsibility of a government in Islam is to ensure no humans and animals under the territory are hungry, coupled with provision of security, good welfarism. They must also ensure no person or animal walk on the road without good roads and if anything hit them on the road, the person in authority will account for it.

Ok,I will remove it. But I'm sure you missed the part of my post where I said crime kinda varies and that a female criminal caught in a crime like robbery or kidnapping doesn't deserve mercy.

My stand is still simple,any body caught in criminal activities should be arrested but sexually abusing petty female tiffs like the one some men put pepper in her private part cos she was accused of stealing magi sometimes ago, should stop.
