if you are sure you have a good battery the your phone has a panel problem called boost to charge or boosting.when your battery drains to 0% it doesn’t charge up unless you boost the battery from 0 to 1% then the phone can pick up from there.
get an engineer boost the battery for you then continue to charge but whenever your battery is about 10%,switch off until u can get it charged again.
but if you want to get a permanent fix ,hit me up,the cost is 6k.

probably water damaged,disconnect all connected flex from the board one after the other and see which particular one is causing it to restart,you might have to change the casing too.
