Issues like this fall into two jurisdictions.
1. A criminal matter.
She has no say in whether or not he is prosecuted. His offense is repulsive to society and there appear to be a breach of law. His victim may forgive him but cannot shield him from law.

2. A civil matter.
The victim has choice to sue him for damages or to drop the case and settle out of court.

It sounds like barakat is exercising her choice under 2. Thats fine.

She has no say on 1. The criminal prosecution of the accused must proceed.

Infact, she must be careful, she could be charged for obstructing law if it looks like she is working to stop his criminal prosecution.

Useless ritualistic politicians.... money has definitely exchanged hands, that parent should be charged alongside side for obstruction of justics.

If only the father knows the commissioner's intention was not just sexual harassment but actually for ritual he would have collect bribe to kill the case.

The image depicts a man baffled at the discombobulation of those involved in the case knowing the gravity of the offense and accusation and how it is been deliberated to be prosecuted or not.... And besides it's evident the case has died before it began....

That's how a professional police department should act, the police are meant to keep and preserv the law. Every offense committed against any citizen is committed against the law and the police are meant to uphold the law no matter the choice of the victim or who the defaulter is
