So he requested 16% of your first basic annual salary as agent's fee. What happens if you quit after 1 month? You should be glad he didn't request upfront payment like other monsters. That's the sacrifice you have to make. Imagine what other benefits he would demanded if you were a lady.

lol why you dy fear? unless the money would be sent directly to his account, sign that agreement and then do not give him anything!! Let him sue you to court then he would come and explain to court how he wants to enforce an illegal contract. A contract that is repugnant to natural justice, equity and good conscience.

are you 100% sure you will be getting 40k+ every month for the next 4months?
if yes, bone the offer. if no, go and sign that agreement!
after all, after the 4th month you will start earning the full pay. you are lucky mr Richard is not asking for it upfront.
