The answer is D. Were /have
first anytime we see WHO in a sentence the subject of that sentence will be the word that comes before the word "Who" and that is thieves, making it plural which takes "were"
Also in the second answer HAS can never go with BEEN only HAVE can making the correct answer to be "Were/have" you can check "Invisible teacher" if you have[b/]
