The Governor of Ekiti State, Ayodele Fayose is currently declaring his presidential ambition in Abuja on the platform of the Peoples Democratic Party (PDP). The event has in attendance the former Governor of Osun state, Oyinlola Omisore, the former Minister of Aviation, Femi Fani-Kayode and Hon. Ladi Adebutu among others. Insiders from the Military High Command have revealed to Vigil360 why the Military hierarchy ordered the deployment of troops for the commencement of Exercise Python Dance II in the South East and parts of the South South, Nigeria. A senior official at the Defence Headquarters, DHQ, who craved anonymity because of the sensitivity of the issue disclosed exclusively to Vigil360 that the exercise was prompted by a highly sensitive and classified Intelligence report that members of Indigenous People of Biafra (IPOB) have secretly imported arms and ammunitions and were awaiting delivery in order to commence range exercises (training) for the newly recruited Biafra Security Service (BSS). The Official said "the intelligence report troubled all security chiefs hence the unanimous decision to move in to frustrate the delivery of the imported weapons and other plans by the group. The decision to include Cross River and River state in the operation was to frustrate possible use of waterways for the transportation of the weapons, and I want to tell you that the Nigerian Navy also made similar deployment in these areas. When Vigil360 sought to know if the weapons intercepted recently in Lagos were meant for IPOB, he said, "I'm yet to get detailed information regarding the investigation." The source fingered Turkey in IPOB agitation and posited that since some officials from Turkish diplomatic circles were being sympathetic to IPOB agitation, one could be safe to draw the inference more so that all weapons recently intercepted in the country reportedly emanated from the Turkey. When asked the reason why Turkey could support such agitation, he said Vigil360 should go and ask Abdulkadir Erkahraman. He said Erkahraman, a Turkish Diplomat took to his Facebook page on Thursday to write unprintable things about President Buhari, claiming that the President was an idiot and would be killed by "Biafran Army soon." The source maintained that the Turkey dimension opens a new vista to the ongoing investigation in its entirety as security agencies are not leaving any stone unturned. According to him, "they are investigating the possibility of Turkey providing military training for IPOB members within or outside the country". He quoted the diplomat as saying “The Army of the Biafrans is coming and they will fight you. The Biafrans are saying they don’t want to fight, they want to negotiate but you are killing them," to validate his position. When Vigil360 expressed reservation about the possibility of IPOB taking arms against the Federal Government, the source said even before IPOB became what it is today, Kanu had approached participants at the 2015 World Igbo Congress held in Los Angeles to request Ndigbo in Diaspora to provide arms and ammunition to enable his group pursue the Biafra struggle. He however said the group blatantly refused to accede to his demand. The Peoples Democratic Party (PDP) has been hit with a fresh crisis, following the controversial conduct of the recent governorship primaries in Anambra state and the adoption of the Ekiti state Deputy Governor, Prof. Kolapo Olusola as the successor of Governor Ayodele Fayose. Governor Dave Umahi, the Chairman of the Anambra Governorship Primary election Committee announced Dr Oseloka Obaze as the winner of the primaries after he polled 672 votes to defeat Alex Obi-Ogbuklu who scored 190 votes and the Chief Executive Officer of Capital Oil and Gas, Dr. Ifeanyi Ubah who polled just 94 votes to come third. Senator Stella Odua and two others boycotted the exercise citing irregularities. Although the exercise was expected to be a family affair, after the Makarfi-led Caretaker Committee sustained the preachment that it had learnt from its mistake and would now observe internal democracy by returning the party to the people, the PDP is yet in the eye of the storm as some aggrieved persons who indicated interest in the primary election are threatening to bring down the party. Moments after Obaze was declared winner, Dr. Ifeanyi Ubah accused Umahi’s Committee of bias and violation of the party's constitution in a bid to favour a particular candidate. He hinted that already his lawyer had filed a suit against the PDP. He alleged that adequate time was not given to the aspirants to campaign to the delegates as the delegate list was given to them two days to the election. He also alleged that the delegate list used for the election was different from the one produced at the delegate election monitored by INEC. Similarly, Sen. Odua has accused the party of repeating the same mistake that led to its defeat in the 2015 general elections. She maintained that due process was not followed in the conduct of the primaries hence her decision to withdraw from the race. She hinted that she had since petitioned the party leadership and was awaiting response. "Mine was very clear. I raised the alert when defects were noted. It will be illegal and unjust to follow it to the end...If the party fails to address these concerns it means the party has not learnt its lessons. I wish the party will revisit and address all concerns because when people are aggrieved and you are not concerned about those grievances, you are saying two things: “go to hell” and “there is nothing you can do about it," she added. Although the party is yet to react officially to the complaints raised by the aggrieved parties, indications have emerged that the Party’s National Caretaker Committee may not do anything. Already, the Ubah and Oduah, have vowed not to support Obaze, indicating that the duo might engage in anti-party activities to frustrate the party's chance of winning the state. Yesterday, over 350 members of the PDP from Ifite Awka defected to the All Progressive Grand Alliance (APGA). Vigil360 gathered that the decampees were supporters of one of the aspirants who lost the primaries to Obaze. They have vowed to work assiduously to facilitate the reelection of Governor Obiano. Meanwhile, other supporters in other Local Governments of the State are reportedly planning to shun the party by moving to the opposition. Apart from Anambra, they are indications that the recent adoption of the Deputy Governor of Ekiti state as the anointed successor of Governor Ayodele Fayose is generating cold war among party faithful in Ekiti state. It has emerged that some of the persons who had expected a level playing ground for them to test their popularity were surprised when the Governor gathered his appointees and anointed his deputy as his successor, claiming that he is the one God has chosen. The cold war between the Attorney General of the Federation (AGF), Abubakar Malami (SAN) and the Acting Chairman of the Economic and Financial Crime Commission (EFCC), Ibrahim Magu is about to consume the latter as the AGF has set in motion a plot that may effectively neutralize the EFCC Chairman and ultimately make him answerable to his office. Malami on Tuesday said plans have been perfected to set up a Centre for Criminal Prosecutions in the country by October. He explained that the body will serve as a coordinating Unit for all Federal Government criminal justice agencies. The Minister who stated this yesterday in Abuja while presenting the Ministry's report for the 2016/2017 legal year said the move became imperative due to apparent lack of effective cooperation and collaboration among the criminal justice and security agencies. Apart from coordinating criminal cases, the body according to the Minister will also enable his office to have first hand information on the status of all cases and investigations in the country. He listed other benefits of the unit to include: • Promote and enhance quick and easy coordination of all federal criminal cases within the Federal Republic of Nigeria. • To enable the Office of the HAGF to checkmate abuse and or proliferation of criminal cases in Nigeria and • To facilitate centralization and easy access to information for a robust and effective criminal justice system in Nigeria. The Minister added that the unit shall also coordinate and form part of every investigation in Nigeria for a robust investigation and successful prosecution of such cases. Recall that recently, the Minister accused Magu of attempting to frustrate the prosecution of high profile suspected corrupt government officials by withholding their investigation files and working against the lifting of Nigerian's suspension by the Egmont Group of Financial Intelligence Units. He claimed that Magu's actions and inactions were responsible for the avoidable loses of corruption cases in court. Although Magu had claimed that there was no disagreement between him and the AGF, on Monday, the Minister of Information and Culture, Lai Mohammed confirmed the clash of interest and assured that the President was investigating the matter. Ostensibly, the Unit when created would compel Magu to submit all investigation reports to the office of the AGF for prosecution. The wife of late Igbo warlord, Bianca Ojukwu has warned the leader of Indigenous People of Biafra (IPOB), Nnamdi Kanu and his supporters to steer clear of Anambra state governorship election or have themselves to blame. The former Nigerian Ambassador to Spain gave the warning yesterday during the inauguration of Akpokuodike Fan Club, in Awka, the Anambra state capital. She insisted that the state will not be used as a testing ground by Kanu and his gang, stressing that those agitating for separation should start from their home states. “Let them begin it in their home states. Why Anambra? The Kuchingoro Primary Health Care Centre (PHC) commissioned by President Muhammadu Buhari in January 2017 as part of his Administration's efforts to revitalize 10, 000 PHCs across the Country has collapsed. The PHC is located on the Airport Road, Abuja Municipal Area Council (AMAC), close to military cemetery, Abuja. The President had on January 10th, commissioned the edifice to provide healthcare services for residents of the area, particularly to reduce cases of child mortality rate. The commissioning ceremony was attended by Aliko Dangote, Ministers of Health and FCT and the Acting Director National Primary Health Care Development Agency NPHCDA, Mr Emmanuel Odu among others. A visit to the facility by Vigil360 revealed that the PHC has practically collapsed, as all the wards and offices have been flooded due to leaking roofs. Also, the water system put in place to service the facility has also collapsed. Currently, patients on admission have been asked to visit the hospital from home, since the place is no longer conducive for them to remain on admission. Similarly, patients receiving medical care from the facility current buy water from "mai ruwa" (water vendors) in the area following the collapse of the water system in the hospital. Meanwhile, residents in the area have raised concern over the high cost of vaccine for immunization of babies. Vigil360 uncovered that some mothers pay as much as N20, 000 for immunization at the hospital. One of the women claimed that those who cannot afford the fee are usually told to return home with their babies. According to her, "Government has to do something about this immunization issue. The last administration made it free. Now we are made to pay as high as N20, 000. Please tell Government to assist us. I watched with utter disgust a recent video where Nnamdi Kanu was seen gallivanting while inspecting a parade and guard of honour mounted by the 'Biafra Security Service (BSS)' in Abia State. What a shame! While reactions have continued to trail the ambiguous show of charlatanry and utter exploitation of Ndigbo by the masquerade called Nnamdi Okwu Kanu, the facts remain that Kanu is a pseudo criminal perpetuating his ideals for personal gains. The whole show of shame completely shatters possible silver lining in the rejuvenated Biafran dream amongst Ndigbo sons and daughters around the world. Kanu’s desperation for relevance has taken him overboard in a display of sheer ignorance, lack of coordination and application in his chauvinistic agenda. The video was supposed to be a propaganda aimed at projecting the readiness of Kanu and his IPOB agitators to enforce the Biafra dream, by applying force where necessary. The BSS is supposed to be the vital component of the Biafran Armed Forces, with the mandate to muster military options in enforcing the realization of Biafran. However, what we saw was indeed an eyesore, an insult on the intelligence and versatility of Ndigbo. It dashed the hope of anyone who thinks Kanu may have genuine intentions and organized plans afterall. First, members of the BSS looked hungry, unaware, and are largely illiterate who were apparently detached from the show of shame even though they were the objects of manipulation. The BSS Parade Commander hardly made a coherent statement. He tried to rehearse a script while making disjointed parade commands. Even when the Nnamdi Kanu inspected the parade, it was another shenanigan for the camera. My thoughts are clear and simple. Kanu will continue to pursue his acts of deception against the sensibilities of Ndigbo, as long as those WHO MUST speak continue to maintain a cold silence or total indifference. I know without equivocation that we the Ndigbo remain the target of Kanu's exploitation. He knows our passion for self actualization, so he will continue to exploit his caricature campaigns at the detriment of our collective will. No wonder members of the BSS lack any form of originality. They played parade songs of the Nigerian military, while the acclaimed leader of the Biafra movement inspected the parade. They even sang an Hausa song (....wayo wayo wayo,......wayoyo....) commonly used by the Nigeria military and para-military outfits during training and road walks. Even the “general salute” which Kanu acknowledged and the accompanying trumpet sounds is copycat of the Nigerian Army. It is therefore obvious to all who can see that Kanu has nothing different to offer. He wants to lead the Ndigbo by faith or by force. With his BSS, he is only primed to take his thuggery to Anambra State where he has vowed to disrupt the forthcoming gubernatorial election in the State. The US State Department has finally approved the sale of A-29 Super Tucano Attack planes with associated parts and training facilities worth $593 million to Nigeria, years after refusing to do so due to alleged human rights violations. According to the News Agency of Nigeria, the Defense Security Cooperation Agency (DSCA) on Wednesday delivered their certification of the foreign military sale to the US Congress as required by law. The report hinted that the decision to sell the military hardware to Nigeria was because the USCA reasoned that US security interest is served by assisting Nigeria to effectively combat insurgency. The Agency further held that the A-29 sale will not significantly alter military balance in the region. The twelve Super Tucano planes when delivered will assist the Nigerian Military in the fight against Boko Haram, Piracy and militancy particularly in the North East and the Niger Delta region. The contract will now require the US Government or authorized private security contractors to provide training and support to the Nigerian Military on the use of the new equipment in order to prevent civilian casualties. Efforts by the previous administration to procure attack planes and other military hardware from the United States and South Africa among others were blocked by the US following allegations that the military was violating human rights as well as engaging in alleged extra-judicial killings. Facts have emerged on why President Muhammadu Buhari is reluctant to remove the Acting Chairman of the Economic and Financial Crime Commission (EFCC), Ibrahim Magu following the rejection of his nomination by the Nigerian Senate. A source in the Presidency who craved anonymity because of the sensitive nature of the issue disclosed to Vigil360 that the President, Muhammadu Buhari has no confidence in the Police. He said security reports on some of the nominees submitted to him by the Inspector General of Police (IGP) were discouraging and their appointment could derail his intention in the war against corruption. The source added that though the President knows that the intelligence report on which the Senate based Magu's disqualification had an element of truth, he was caught in a dilemma. He hinted that the President may consider the appointment of an Acting Chairman from another agency upon his return is the issue rears its ugly head in the Senate. This according to him would pacify the Senate and douse the already heightened tension. Recall that Magu was rejected by the Senate after the Department of State Services (DSS) wrote that he could constitute a liability to the administration's quest to fight corruption headlong. The DSS claimed that its position was based on Magu's antecedents as well as some recent corrupt practices. Magu failed to defend himself when he appeared before the Senate for confirmation, a development that gave more credence to the intelligence report. Under his watch, several high profile corruption cases have been thrown out by court due to perceived incompetence. The release of Nnamdi Kanu from detention by a federal high court sitting in Abuja was widely celebrated in the South East. His release followed sustained protest by members of Indigenous People of Biafra (IPOB) and intervention by some well-meaning Nigerians across the country. Shortly after his release, the leader of IPOB commenced an unusual political rally across the South East, albeit in flagrant disregard of his bail conditions. His bail was based on 12 stringent conditions including "refraining from making an appearance in a crowd of more than 10 people". At most of these rallies, the leader of IPOB made scathing remarks about some leaders including the President, former Presidents, Governors in the South East and members of Ohaneze Ndigbo, a socio-cultural organization in the region. He also exploited such forum to reiterate his call for a referendum that will culminate in the secession of the region. In a bid to further test his popularity, Kanu has called on Anambrarians to boycott the forthcoming governorship election billed to take place in November. This call has been widely condemned by some leaders especially in the region. They include the governor, Willie Obiano, the Obi of Onitsha and Ohaneze Ndigbo among others. Undoubtedly, Kanu has demonstrated that he is an emerging political figure in the region. This draws from the number of people that attend his rallies, kneel for his blessings and practically worship him. However, Kanu's insistence that the Anambra gubernatorial elections would be boycotted may be the beginning of his end. This is because his position would ultimately pitch him against South East leaders who are currently struggling to reassert their political relevance and security agencies that have the mandate of protecting the nation's constitution. In other climes, Kanu could have built on his rising political profile by fielding a candidate in the Anambra election, defeat the incumbent and build a lasting political dynasty in the region. Recall that recently, the Acting President held a crucial meeting with leaders in the region. Kanu was excluded because he was not considered as one of the leaders of thought in the region. By participating and winning the Anambra election, Kanu could consolidate his grip on the region, effect the removal of leaders in the region who are not advancing the interest of Igbos and ultimately become the rallying point when South East affairs are on the table. Bola Tinubu in the South West started with a relatively regional party in Lagos and within 8 years he had built a political structure capable of dictating events in the region. Today the rest is history. Instead of insisting on boycotting the election and exposing misguided youths to dangers (currently some of them are confronting security operatives along highways and having their ways), he should galvanize his supporters and work out modalities to become a force to reckon with in Igbo land. Emerging reports indicate that the Acting Chairman of the Economic and Financial Commission (EFCC), Ibrahim Magu may soon be sanctioned by the Presidency over alleged attempts to shield corrupt ex-governors and Senators from justice. According to the Special Adviser to the President on Prosecution, Chief Okoi Obono-Obla, the Attorney General of the Federation, Abubakar Malami (SAN) has perfected plans to report Magu to the Presidency for insubordination and refusal to release case files of suspected ex-governors and Senators to enable him commence prosecution. He explained that the AGF requested for the files since July 2016, yet nothing has been done in that regard. “You remember that former EFCC chairman, Nuhu Ribadu, had told the National Assembly at a time that 32 former governors were being investigated by the commission. So, we demanded the reports so that we could file criminal proceedings against those ex-governors indicted in those reports. I also made a similar application to the ICPC, but they refused to comply. Most important, we asked them to give us the files of senators under investigation. We wanted to, after getting those files, file an order of interim attachment of properties belonging to the suspects under investigation. This is because under Section 28.4 of the EFCC Act, when suspects are arrested, the commission attaches all the properties acquired under that financial crime. So, we wanted to really wage a war, get those files and carry out those attachments so that Nigerians will know we are really serious about this war on corruption. And disappointedly, they refused to hand over those files and have refused to work with the AGF. The AGF is the chief prosecutor of the country and I see no reason why agencies under his supervision should not cooperate with him. The AGF is bothered and he may likely take a definite position. What the bosses of the agencies have done amounts to insubordination under the public service rule because the AGF is a chief legal officer and the agencies under him are to respect him. The AGF’s position may be to report the heads to the Presidency” he added Some of the files requested for include those on Sen. The Nigerian Senate has resumed confirmation of Nominees forwarded by the President after the exercise was suspended two weeks ago. The Senate after yesterday's executive session resumed the consideration of matters relating to the confirmation of nominees forwarded by the President when the Senate's INEC Committee submitted its report on the screening of 12 nominees for the position of Resident Electoral Commissioners. The Chairman of the Committee, Sen. Suleiman Nazif presented the report. Recall that on July 4, the Senate suspended further hearing on the confirmation of nominees forwarded by the Executive. The move followed a reported statement credited to the Acting President that the President has powers to make certain appointment without subjecting same to Senate confirmation. The statement followed controversy surrounding the refusal of the Presidency to remove Ibrahim Magu as the Acting Chairman of the EFCC after his nomination was rejected by the Senate. Following Senate's decision, stakeholders including the leadership of the All Progressive Congress (APC) held closed door sessions with the leadership of the Senate as well as the Acting President with a view to resolving the matter. The Senate President also met with the Acting President on the matter. The Nigerian Senate has raised alarm over the continued sale and consumption of over 42 Anti-malaria drugs that have been banned in Europe and other countries. On Tuesday, Sen. T. Orji who raised a motion on the matter lamented that the delay or outright refusal by the Ministry of Health to enforce similar ban in the country was exposing Nigerians to grave danger. The Senate after brief deliberation mandated the Senate Committee on Health to investigate the matter and submit its report for further necessary action. The Department of State Services (DSS) has warned impersonators especially operatives of other security agencies to desist from conducting illegal operations in the name of the Service. The Nation's Secret Police issued the warning on Thursday morning in a statement signed by Tony Opuiyo. The Service dissociated itself from the recent raid at the residence of the former Vice President, Namadi Sambo stressing that efforts were in top gear to bring the unwholesome practice to an end. It urged the general public to be wary the ugly trend and report such suspicious operations to the Service. The statement reads in full The Department of State Services (DSS) has noted, with dismay and total condemnation, the activities of impostors including some security agencies who have continually engaged in illegal security operations, allegedly in the name of the Service, in parts of the country. These impersonators, in some instances, try to mimic the Service’s operational tactics by using its symbols and paraphernalia, especially operational dress codes. The aim, according to information available to the Service, is to accord semblance of legitimacy to their operations and as well leave impressions that the DSS was, in fact, involved. An instance was the recent search which the DSS was falsely accused to have carried out at the Kaduna residence of the former Vice President, His Excellency, Namadi SAMBO. Another was the one executed at No.165, Ademola Adetokunbo, Wuse II, Abuja, belonging to Sahara Energy Company. Consequently, the public is hereby alerted to be wary of these ugly trends and also informed that not all operatives in black uniforms are personnel of the DSS. The Service is indeed not sparing any efforts to ensure that this is brought to a complete stop.
