Despite the dogged fight against corruption by the President Muhammadu Buhari-led Federal Government, the country has been suspended by an international anti-corruption organisation, Egmont Group of Financial Intelligence Units.

The country was suspended at the organisation’s meeting early July, in China and the suspension is until January 2018, after which the country may be completely expelled if it fails to put things rights as demanded by its membership.

The organisation had criticised the country’s anti-corruption strategy as “cock and shoot,” renewing concerns over the fitness of Acting Chairman of EFCC, Ibrahim Magu to lead the anti-graft war. The DSS had warned in March, 2017 that Magu "will eventually constitute a liability to the anti-corruption drive of the present administration."

The EGMONT Group of Financial Intelligence Units comprises about 152 countries of the world, who cooperate and engage in financial intelligence sharing among members.

This intelligence gathering and sharing are crucial to the universal and domestic war against corruption, money laundering and terrorism financing by various member countries.

For example, if Nigeria needs financial report on a suspect of economic and sundry crimes, it can approach the EGMONT group for assistance and could have access to records of all the bank accounts of the suspect wherever they are located in the world.

The Nigeria’s Financial Intelligence Unit (NFIU) enjoys those and other benefits by virtue of our membership of EGMONT Group.

The NFIU, therefore, supplies all the firepower and financial intelligence report to the nation’s Economic and Financial Crimes Commission (EFCC) to fight corruption. Without the NFIU, the EFCC would struggle to carry out its statutory functions effectively.

However, being a member of EGMONT comes with certain rules and standards which must be complied with by each member nation. Among them is to domicile the NFIU within any government agency but on the condition that it must have operational autonomy from undue interference or excessive control by such agency, individual, or politicians.

Magu, sources said, has continuously interfered and violated all the applicable standards of ensuring rule of law and integrity of the NFIU by transferring, core and experienced, highly trained workers out of the unit, while bringing untrained police officers amongst other offences.

It was revealed that repeated warnings from EGMONT Group were not heeded until the body got fed up and finally suspended Nigeria on July 5.
Last month, at its pre-convention preparations, EGMONT Group condemned Nigeria for what they referred to as “cock and shoot” style of fighting corruption.

A source said: “all our efforts to join the Financial Action Task Force (FATF) where we already secured an observer status is down the drain unless we get it right before January 2018. This is a devastating blow really.

“The NFIU is domiciled within the EFCC. That’s why the leadership of the agency is now being accused of corruptly and endlessly interfering in the operation of the Unit contrary to, and in manifest violation of internationally acceptable standards,” said a reliable source.

The Peoples Democratic Party (PDP) may have perfected plans to expel the ousted National Chairman of the party, Sen. Ali Modu Sheriff and some members of his National Executive Committee especially the former National Secretary, Prof. Wale Oladipo, the Deputy National Chairman, Dr. Cairo Ojougboh, and the acting National Publicity Secretary, Mr. Bernard Mikko for the role they played in the leadership crisis that rocked the party.


Yesterday, the National Executive Committee of the party held a crucial meeting to deliberate on the various resolutions reached at the enlarged National Caucus and the Board of Trustees meetings. During the meeting, the Committee agreed to set up a disciplinary committee as well as a reconciliatory committee to explore the possibility of bringing back members of the party that have defected or resigned their membership of the party.


Although the disciplinary committee issue was fiercely debated, it was agreed that Sheriff and his gang must be made to face the Committee for the role he played in the 14-month crisis that almost destroyed the party.


The Publicity Secretary of the Party who confirmed the report stated that “People know that this party was rocked by very terrible disciplinary issues which nearly brought the party down completely. NEC decided to set up standing Disciplinary and Reconciliation committees; and the National Caretaker Committee has been directed to establish and inaugurate these committees immediately” he added


Vigil360 authoritatively gathered that the PDP have concluded plans to expel Sen. Sheriff from the party. The proponents of this plan claim that Sheriff may be a member of the All Progressives Congress (APC) planted to destabilize the party. The source added that "despite several attempts to resolve the matter out of court, Sheriff stood his ground, a development that gave everyone the impression that he was up to something". He said only God can save Sheriff from expulsion.

Meanwhile, the party is perfecting arrangements to hold its special non-elective national convention on August 12. The Convention will enable the congress to elongate the tenure of the National Caretaker Committee. The Committee will remain in office till October 2017 when the elective national convention will be held

Amidst ongoing horse-trading between the Senate and the Presidency over the non-confirmation of Ibrahim Magu as the EFCC Chairman, some Legislators are now caught in the mix.

Senator Godswill Akpabio is believed to be behind Global Peace Campaign, an international Non-Governmental Organization (NGO) which has concluded plans to stage a protest in defense of Magu.

It is not yet clear why the Senator will betray his colleagues; but it appears the Senator is desperate to have the EFCC drop the corruption charges against him. Magu has obviously intimidated the Senator to a corner, thereby making the ongoing war against corruption a business venture for every dig and harry.

It is unclear how many Senators are secretly romancing with the “unwanted” anti-corruption czar.

The Presidency has taken steps to end the recurring clandestine recruitment into Federal Ministries, Departments and Agencies (MDAs). This followed series of reports that some Ministers, Permanent Secretaries and heads of Agencies were secretly recruiting children or candidates of cronies without due authorization.


On July 11, 2017, the Office of the Secretary to the Government of the Federation (OSGF) issued a circular titled "Streamlining Procedures for Recruitment into the Federal Agencies" to relevant MDAs. The circular stated that "the attention of the President has been drawn to reports of massive and indiscriminate clandestine recruitments in MDAs in flagrant disregard of rules and established procedures for recruitment in the Public Service".

It further lamented that the development has "created negative effects on Government activities and efforts in the ongoing reform of the payroll and personnel cost management as it has only created ghost workers in the payroll who receive fraudulent and erroneous salaries but has also perpetuated nepotism and regional imbalance in the public service"


The circular warned that henceforth, recruitment by relevant MDAs must be "approved by the Office of the Head of Civil Service of the Federation (OHCSF), with appropriate budgetary provisions to accommodate the proposed recruitment."
Also, it stated that "a letter of approval from the Federal Character Commission for the distribution of vacancies for the proposed recruitment must be obtained to ensure equitable distribution of vacancies". It added that such recruitment exercise must be monitored by officials of the OHCSF and Federal Civil Service Commission as the case may be.

Recall that recently, the some MDAs including the Federal Inland Revenue Service (FIRS), the Economic and Financial Crimes Commission (EFCC), the Central Bank of Nigeria (CBN), Corporate Affairs Commission (CAC) and the Nigerian Communication Commission (NCC) were accused of engaging in clandestine recruitment with some Civil Society Organizations protesting against the illegality.

The recent visit of Acting President Yemi Osinbajo to London to see his ailing boss, President Muhammadu (GCFR), has been likened to the “Raid on Entebe” by the Israeli security forces in 1976. Nobody saw it coming, not even a leak in the media. When the news eventually filtered in, the gallant Acting President was already airborne back to Nigeria.

The amiable Acting President arrived safely and briefed the nation on the state of health of Mr. President. Indeed it was a great relief.

According to Osinbajo, “I went to see him, Buhari, to check up on him and know how he is doing...I thought it will be a good thing to go and see him and brief him on developments back at home....We had a very good time and spoke over a wide range of issues, he is in a very good spirit, recuperating very quickly and he is doing very well....We spoke for over an hour and his humour is all there, he is doing well..... I think we should be expecting him back very shortly, he is recuperating very fast.....I’m not in a position to say exactly (when the President will return to Nigeria) because I don’t have a date in mind but I’m sure very soon.”


This was a great relief to all Nigerians; because men of cruel intentions, the jackals and hyenas, who now run the animal kingdom of hate and false news, have fed us with lies, propaganda and deception. Exploiting Saharareporters and other willing tools, they have anticipated the demise of Mr. President. In the name of patriotism, they continue to exhibit such callousness and cruelty that tend to inflate public emotions for their own selfish gain.

But thank God for the Acting President, a reputed man of the clergy and bar; a man of conscience, integrity and honour. A man of few but absolutely true words Nigerians can count on. Coming from him that Mr. President will soon return home has indeed set the zoo kingdom ablaze.

The jackals and hyenas are now wolfing. Fayose would want Nigerians to believe his imaginary photos of Mr. President than what the Acting President has to say. The attention seeker Fani Kayode, would want us to believe that he of all people is nobler than our Acting President, by demanding for a video of the visit.

These only prove one fact, that the jackals and hyenas, Fayose and Fani-Kayode inclusive, are self-serving ambassadors of fake news, which they deploy to coerce the people into believing a lie. They think by repeating their lines of utter deception the country will once more sink into the courtyard of despair and misery.

But I have good news for Nigerians and bad news for the Jackals and Hyenas, the President and Commander-in-Chief of the Armed Forces, Muhammadu Buhari (GCFR) will soon return home to continue the reigns of governance. Let the jackals bear this in mind that their days in the zoo kingdom are numbered as the lion king prepares to take his rightful place.

The Acting President has done well. Nigerians will remain resolute in their prayers irrespective of the propaganda. Together, the jackals and hyenas will fade into oblivion as we recover our nation from the hands of those who have continued to exploit our collective vulnerability for personal gain.

The bribe scandal rocking the Kano State House of Assembly has taken a new twist as emerging facts suggest the involvement of other parties in the melee; of note is ongoing desperate measures by the Emir of Kano, Muhammad Sanusi II, to finally “kill” the matter.
The news of the resignation of the Speaker of the Kano State House of Assembly, Kabiru Alhassan Rurum, last Monday, came to many as a surprise. The Speaker resigned amid allegations that he received N100 million from Aliko Dangote to subdue investigation into allegations of financial impropriety against the Emir.

Although Dangote has since debunked reports linking him to the bribe scandal, information reaching Vigil360 indicates that it was Emir Muhammad Sanusi II who actually released the huge sums of money used to bribe the Speaker instead. The embattled Emir, in a bid to scuttle the investigation, had enlisted the support of the Speaker, who he gave the sum of N100 million to share amongst members of the House.

The Speaker being a funny fellow quietly pocketed the money upon the insider knowledge that President Muhammadu Buhari had already intervened in the matter by prevailing on Governor Abdullahi Ganduje to give the Emir a respite. This saved the Emir and his throne from an embarrassment of eternal proportion.

According to one legislator who spoke to Vigil360 on condition of anonymity, the Speaker got into troubled waters when he thought the matter was over, and that the House members will never know the truth.

However, sources within the Kano Emirate Council believe that the Emir is not yet done in putting a final stop to the investigation. He has reportedly reached out to the Ag. Chairman of the EFCC to tie loose-ends from the outcome of the anti-graft agency’s investigation into the matter.

Our sources revealed that Magu has offered to cooperate with the Emir, and is willing to expunge facts of the investigation from EFCC records to ensure that Emir Sanusi, the “almighty crusader” is left permanently off the hook.

Meanwhile, the Kano Emirate is jittery as this drama continues to unfold. Already some interest groups within Kano and beyond have resolved to ensure that the EFCC does not cover this up again.

Some electorates in Kogi, have approached a Federal High Court in Abuja to declare the return and swearing-in of Alhaji Yahaya Bello as the Governor of Kogi as null and void. The suit, number FHC/ABJ/C3/535/ /2017, was filed on June 16 before Justice John Tsoho of the Federal High Court 3, Abuja.

According to documents made available to Vigil360 the aggrieved electorates are led by Michael Elokun, Ibrahim Sule and Hawa Adamu, all registered voters in Kogi. They claim to be suing Governor Bello on behalf of over 1.2 million registered voters in the state. Other defendants in the suit are: the All Progressives Party (APC), Peoples Democratic Party (PDP), Independent National Electoral Commission (INEC) as well as the Minister of Justice and the Attorney-General of the Federation.


In the originating summon supported by a 19-paragraph affidavit, the petitioners are asking the court to remove the governor on grounds that he is not a registered voter in Kogi. The petitioners also urged the court to remove Bello on the grounds that he was not validly nominated in writing to contest the 2015 governorship election by any registered voter in the state. They contended that this was in accordance with Section 32 of the 2010 Electoral Act as amended.


Elokun, Sule and Adamu want the court to affirm that since Bello was not a registered voter in Kogi, he could not be nominated for any elective position or be voted for by the electorate in the state. On this premise, the petitioners are asking the court to declare as null and void the declaration of Bello as the winner of the governorship election held in the state in 2015 by the INEC. No date had been fixed to hear the suit.

Dino Melaye for me appears to be one of the most vibrant senators in the National Assembly. Last year he was awarded the best Senator of the year.

Recently, he prevailed on the FCT minister to take some development projects to his constituency. When it generated reactions, he reminded all that cared to listen that FCT ministry was federal in character.

He is also one of the few voices in the APC that can tell the government the truth.

The recent terrorist attacks in Manchester, London, Germany and France indicate that global terrorism is still on the rise.

Since previous celebrations including Christmas, Easter, and Sallah have been exploited by terrorist elements to cause mayhem, the need for personal security and safety has become all important.


The Following tips could prevent you from possible terror attack

1. Avoid crowded places during this period. If you must be in such places like parks, cinemas, and markets, malls and even prayer grounds, endeavour to be vigilant at all times and draw the attention of people around you and where available security agencies to any suspicious movement or behaviours.

2 The recent terror attacks in London and Paris were perpetrated by terrorists who used large trucks to ram at people in crowded areas. So be very conscious of this pattern and avoid areas which could easily be exploited by terror elements using large trucks or vehicles.

3 You can have in your bag, pocket or car pepper spray. In the case of knife attack as witnessed in London, a snippet of pepper spray may be all you need to escape from the hands of the terrorist.

4 Encourage security awareness in your family and discuss what to do if there is a security threat.

5 Make sure to memorize important emergency phone numbers that can help you reach the police and other security agencies in times of emergency.

6 Make it a point to keep your mobile phone charged and topped up with credit at all times. You don't want to be running out of phone charge or money in an emergency.

7 Do not travel into areas that are expected terrorist targets.

8 Draw the attention of the police or other security agencies to vehicles parked or abandoned by suspicious persons. Do not allow unknown persons to drop or abandon bags, boxes, cartons or any wrapped or sealed containers around your premises.

9 Operators of public places such as parks, shopping mall, gardens, cinemas, markets, churches, Mosques and schools must reinforce access control and other physical security measures especially illumination, installation of CCTV Cameras.

10 Hotels and other hospitality establishments should always screen their guests properly and ensure that they obtain accurate details about them.

The Acting President, Professor Yemi Osinbanjo, has approved the redeployment of some permanent secretaries in the Federal Civil Service. The Head of the Civil Service of the Federation, Winifred Oyo- Ita made this known in a circular published on Wednesday.


According to the circular which was sighted by Vigil360, Mohammad Bukar who until now served in the Office of the Secretary to the Government of the Federation has been redeployed to the Federal Ministry of Works and Housing.


Dr Roy Ugo who was the Chief Administrative Officer, Office of the Secretary to the Government of the Federation, has been deployed to the General Services Office (GSO), in the same office.


Meanwhile, Engr. Abubakar G. Magaji, was deployed from the Ministry Works & Housing to the Ministry of Interior.


The circular directed the affected officials to conclude the handover process on or before Friday 30th June 2017.
