ASUU rejects N600 BILLION offer



Varsity teachers remained adamant last night, saying their strike would go on, despite the government’s shifting of its position. The strike has been on for four months.



More cash has been pledged for projects on the campuses. Besides, the earned allowances due to the teachers have been increased from the initial N30 billion offer, which the Academic Staff Union of Universities (ASUU) rejected. The teachers are insisting on the 2009 agreement, which they say President Goodluck Jonathan was part of. Besides, they say, they do not trust the government.

According to a circular by the Vice Chancellor of the Federal University, Otuoke, Bayelsa State, Prof. Bolaji Aluko, to the staff of the school, quoted yesterday by the news website, Sahara Reporters, the government has pledged to spend N200 billion on the universities in the 2014 budget and the same amount annually for the next three to four years.

This is in addition to the N100 billion already made available this year, but which ASUU has rejected.

The government has also increased to N40 billion, as a first installment, funds for the payment of earned allowances to the striking lecturers – an improvement from the N30 billion previously released.

On the earned allowances, Aluko said: “Government will top it up with further releases once universities are through with the disbursement of this new figure of N40 million. So, Vice-Chancellors are urged to expedite this disbursement within the shortest possible time using guiding templates that have been sent by the CVC,” the circular said.

Aluko said the latest development followed meetings on September 19 and Oct 11 of representatives of the Association of Vice-Chancellors of Nigerian Universities, led by its Chairman, Prof. Hamisu of Abubakar Tafawa Balewa University (ATBU) and ASUU representatives led by its President, Dr.Nasir Fagge, with Vice-President Namadi Sambo and Minister of Education Nyesome Wike.

A source in the Ministry of Education last night also confirmed that the meeting took place.

“But the government decided to leave the announcement of the decision to the ASUU chiefs,” the source said.

It was gathered that Sambo urged ASUU to call off the strike, as he apologised for the “take-it-or-leave-it” comments credited to Minister of Finance Dr. Ngozi Okonjo-Iweala at the beginning of the strike. The Minister did not seem to have been involved in either meeting, perhaps as the government’s way of soothing the feelings of the university teachers.

Other points of agreement at the meetings include:

•Project Prioritisation: Universities will now be allowed to determine their priorities and not be “rail-roaded” into implementing a pre-determined set of projects with respect to the NEEDS assessment. Decisions are not to be centralized;

•TETFund Intervention: The government assured the teachers that the operations of the TETFund will not be impaired, and that the regular TETFund intervention disbursement to universities will continue, unaffected. So the NEEDS assessment capital outlays are in addition to regular TETFund intervention;

•Project Monitoring: A new Implementation Monitoring Committee (IMC) for the NEEDS Assessment intervention for universities has been set up to take over from the Suswam Committee. The new one is under the Federal Ministry of Education and chaired by the Minister of Education. In addition, to build confidence and ensure faithful implementation and prevent any relapse as before, the Vice President will meet quarterly with the implementors to monitor progress.

.Blueprint: ASUU was mandated to submit a blueprint for revitalising the universities to the Vice President.

Prof. Aluko stated that a signed document will soon be issued to itemise the full issues on which the consensus was reached.

But ASUU last night was unimpressed with the new offer. National Treasurer Dr. Ademola Aremu said the offer failed to meet the teachers’ expectations.

He said the offer falls short of the agreement signed with ASUU by the government.

Aremu insisted that ASUU would not end the strike until the 2009 agreement is fully implemented by injecting N500 billion into the universities yearly to shore up the system’s quality.

Aremu, who spoke to our correspondent on the telephone, said any offer below what is contained in the signed agreement, would amount to unilateral repudiation of an agreement the government willingly signed in 2009.

According to the unionist, ASUU is not making any new demand, but a mere implementation of an agreement. He pointed out that the Memorandum of Understanding (MOU) signed by both parties in 2009 stated that the government would commit N1.5 trillion to the system in three years.

He said: “ Even if the Federal Government made that promise, it would be a unilateral repudiation of the 2009 agreement. By now, the government should have injected N500 billion. That amounts to N100 billion in 2012 and N400 billion in the current year.

“As a matter of fact, any new commitment from the Federal Government is belated. Implementation of the agreement ought to have started before this year. I don’t think there is any way we can trust this government, going by its past behaviour on this issue.

“The mandate from our principal as at the last time we met was that we won’t end the strike until the agreement is fully implemented.

“We do not need promises again. What we need now is actual implementation. What if they do not release the funds again after making the promise?

“It was this same Mr President that mid-wifed the agreement in 2009 when he was the Vice President. The MoU was in his custody. He studied the agreement well before asking then President Umaru Yar’Adua to sign it. We can’t trust this government.

Uyi Iredia: Big lie. I was at the Center For Change's lecture throughout and he never mentioned Jonathan. I have a recording of the whole lecture. I might post his opening comments. This news is false. What I can confirm is he made some comments on the conference, the same of Prof. Sagay and Prof Pius who adopted a stance of cautious optimism.

The National Association of Nigerian Students (NANS) has vehemently opposed the lingering strike by the Academic Staff Union of Universities, ASUU.

NANS at a press briefing in Kano affirmed that some of the demands by the union were very “unrealistic and un -implementable”

The National President of the Union, Yinka Gbadebo, had during the press briefing appealed to the striking lecturers to suspend the ongoing strike, while dialogue towards peaceful resolution of the disagreement continues.


Yinka said, “in the history of ASUU strike, no government has ever responded positively the way President Goodluck Jonathan’s administration has done, and I believe strongly this gesture should be reciprocated for the sake of harmony.”

Mr. Gbadebo in company of representatives of student leaders from more than 40 universities from across the country blamed the leadership of ASUU for boycotting a meeting earlier scheduled with the student body(NANS), saying that the meeting would have played a major role towards resolving the ongoing face-off.

“In as much as we sympathise with ASUU over the predicament that resulted into the industrial action, millions of Nigerian students are simply tired of staying at home, hence we appeal that the strike be called off, and negotiations resume immediately,” he affirmed

Convener of the Save Nigeria Group (SNG), Tunde Bakare, has welcomed the proposed national conference with some level of caution but warned that if the nation does not talk before the next general elections, the country might cease to exist.
The pastor of the Latter Rain Assembly gave this remark at the launch and maiden lecture of the Centre for Change in Lagos on Tuesday, where he noted that Nigeria should be a model for not only Africa but the black race.
Mr Bakare who is a stunch critic of President Goodluck Jonathan, subtly endorsed the planned conference at the event which had the theme; retriving the soul of a country in ruins.
The former Vice Presidential aspirant, who noted that the amalgamation of the country was not a mistake and that the things that unite the country and more than those dividing it, said “that is why we must all reason together when we have the chance to talk” adding that “and we must walk the talk.”
Without mentioning his name, Pastor Bakare subtly criticised the national leader of the All Progressive Change (APC),Bola Tinubu, for his stance in opposing the planned national conference.
Referring to the former governor of Lagos state, Pastor Bakare inferred that ”those that have being campaigning for the national conference in the past are now campaigning against it because tables have turned and they have benefitted from the public treasury.”
“If we do not talk before the 2015 elections, we can just kiss Nigeria goodbye,” the clergy predicted.
Mr. Tinubu has repeatedly expressed his objection to the national conference, describing it as a diversion and ill-timed, with about 15 months to the next elections.

KADUNA — A gang of armed robbers, yesterday, attacked Makarfi Divisional Police Station, in  Makarfi, the headquarters of Makarfi Local Government Council of Kaduna State disarming all the policemen at the station.
According to a policeman, who spoke to some reporters, but pleaded for anonymity, the robbers numbered between 25 and 30.
Said he: “I was just about to go in and  check some detainees when I heard gunshots. I rushed out to be face-to-face with bandits in flowing caftans, and some in tattered army uniforms shooting into the air and ordering us to come out and lie down on the road.
“They then started throwing explosives into the police station. The ground was shaking. They later moved to the bank (about 100 metres away) and started shooting and throwing explosives. Some of the robbers were standing over us, while the rest were at the bank.
“I don’t know the time they all left because they left one after the other. They may have been there for an hour. Later, we saw a military vehicle with soldiers and Mobile Policemen. We told them what happened and they drove eastwards, also shooting into the air,” he said.
“As far as I know, no one was injured, though they beat up some of us. I also heard they could not get any money from the bank.

Military, SSS Capture Top Boko Haram ‘Commanders’ In Kaduna

An impeccable military source has confirmed to SaharaReporters that a combined team of Nigerian soldiers, police, and operatives of the State Security Service (SSS) has rounded up top Boko Haram ‘commanders’ after combing several locations in Kaduna State this week.
The source said the captured Boko Haram “commanders” were the brains behind a series of violent attacks carried out in the state in recent weeks. He added that they were caught as they planned to launch new attacks in the town of Kaduna during the Sallah festivities.
The military source stated that security operatives recovered extensive incriminating evidence from the captured leaders of the extremist Islamist leaders. “We got evidence from them to suggest their direct affiliation with Boko Haram and also that they were part and parcel of the recent attacks,” he said.   
The source also disclosed that his combined team also captured several foot soldiers of the Boko Haram sect, adding that they were under interrogation.
The joint military-SSS raid that netted the Boko Haram members was carried out in the Rigasa District in Kaduna State.
“The operations brought us face to face to the reality that we must intensify our operations. We are using patrols and other strategies we will not talk about now to contain any plans by them [Boko Haram] during Sallah festivities,” the military officer said.
Last Sunday, suspected Boko Haram sect members ambushed a policeman. They shot him dead, and then escaped with his rifle.

The NIA is an intelligence agency, nigeria's version of the CIA. As such you would never see any spokesperson from them.

Same thing for the DIA. The defence intelligence agency.

Although the DSS is also an intelligence agency, the reason why they have a spokesperson is because they operate storm-troopers who are heavily involved in different operations across nigeria.

Am a woman too, but wen it comes to national issues with direct bearing on security, am always objective.

D Office of a PRO in any Org is a sensitize one. This is because d office interfaces with the public. Infact, it is d image maker of d org. Whether d org is good or not, d PRO projects it in a positive light. Now, back to D assessement.

Which of these orgs have public acceptance? Which commands respect from the masses? Which of them acts with and sustains integrity and credibility? Or better still, how have these PROs projected their Orgs? For me, d Nig Army and SSS carry d day, that is at d Org level. But in terms of competence, I respect that woman.

Sometimes I want to be like her. Her Comportment, carriage, confidence, command of Language, brilliance, intelligence and the facinating security tips I hear her dole out are quiet impressive. I foresee her becoming great in d nearest future.

It has become glaring that what ASUU is agitating for is their earned allowance. Although the fed govt has released about 130billion to address both infrastructures and d said allowance, and have promised to inject more fund to the education sector, the lecturers appear to be bent on sustaining he industrial action until their full allowances are paid.

We all know that when the strike started, decay in infrastructure was projected to attract public sympathy. Today the story has changed. While all meaning Nigerians would encourage positive transformation in the education sector, actions that tend to masquerade as pro-education yet aimed at destroying d very foundation of d system is worrisome.
Now, is this earned allowance in d best interest of students? What do u think should be done to put an end to d industrial action?

The Federal Government's coordinated war against terrorism and other acts of criminality witnessed a major boost recently with the arrest and detention of a kidnap kingpin, Kelvin Prosper Oniarah (aka Ibruvwe), who is believed to be the mastermind behind all kidnap cases in the South East and South South regions.

Without any doubt, Mr. Oniarah's eventual capture by operatives of the Department of State Services (DSS) in the oil city of Port Hacourt brings to an end the dark days of increasing kidnap cases in the Niger Delta region.

It is gratifying to affirm that even members of the international community are indeed pleased with the successes Nigeria has so far recorded against terrorism.

Nigerians equally woke up within the same period to be greeted with wild claims by the Boko Haram group that its former leader who was believed to have been felled by JTF's bullets sometime in July is still alive!

Discerning Nigerians, especially those who have come to understand the game plan of the Boko Haram sect and its apologists and local collaborators, have since discovered that the video clip released by the group was to divert attention from celebrating the capture of kidnap kingpin, Oniarah by the DSS. Nigerians are too advanced and knowledgeable a people to fall for dummies as presently bandied around by the terror group.

Forget about what President Goodluck Jonathan said about him not knowing whether the man was alive or dead. Probably he was only playing the usual security trick of diverting attention from key events so as not to compromise other efforts of the security agencies.

Nigerians have since realised the obvious fact that the Boko Haram group and other terror groups are their common enemies. These groups have indeed visited mindless terror on Nigerians of different faiths, tribes and ethnicity.

We cannot afford to fall so cheap for this grand plan to divert attention from rejoicing over the capture of Kelvin. Believe you me, the capture of Oniarah and Shekau's concocted video clip should be seen for what they are: a planned coincidence by the terror group to divert attention. This incident further revealed the extent to which these bloodthirsty elements could go in their resolve to make the country ungovernable.

Unfortunately for them, the orchestrated plan has fallen flat on its face. Nigerians have discovered that these terror groups and kidnappers are birds of same feather whose past-time is to instill fear in people. There appears to be between them a coordinated network system through which they communicate and share ideas on ways to perpetrate evil.

Long before now, while suicide bombers visited terror on innocent Nigerians living in the North Eastern part of the country, kidnap groups made life meaningless and miserable for Nigerians in the South-South and South East regions. These twin issues gave government at various levels, especially the Federal Government, cause for concern.

Government obviously was not pleased with the wanton destruction of lives by suicide bombers in the North and rising kidnap cases in the South. A government insider recently said that as a responsible and responsive government, the Federal Government never considered the inglorious option of abandoning Nigerians in the aforementioned regions to their fate.

It stood beside them all through these perilous times. It vowed never to allow criminal elements lay claim to any part of the country. To achieve this feat, it deployed troops to the troubled states as well as going ahead to declare partial state of emergencies in Adamawa, Borno and Yobe states. These wise moves, no doubt, produced immense results.

The arrest of Kelvin calls for celebration and commendation for the DSS .It was gathered that Oniarah was apprehended by a combined team of SSS officials from Abuja and Delta State Command in collaboration with the troops of the Joint Task Force (JTF), in the Niger Delta, Operation Pulo Shields.

This kidnap kingpin is said to be the mastermind of several high profile kidnap cases in different parts of the country. Report says he was responsible for the recent kidnap of a senior lawyer, Chief Mike Ozekhome, in Edo State, during which four policemen were killed. We are also told of how he was said to have maintained operational bases and detention camps in Warri and Kokori communities in Delta State and Ugbokolo community in Benue State.

A highly elated Delta State Commissioner of Police, Mr. Ikechukwu Adaba, who confirmed the arrest to newsmen, described the development as a great achievement in the war against kidnapping and other vices.

Government had earlier declared the kingpin wanted over his involvement in deadly escapades, especially armed banditry and kidnapping in which over 100 persons had been killed in different parts of the Niger Delta. Also on his list of atrocities were the attacks on some high profile personalities in that region. He is also linked to a bloody operation in Warri Federal Prisons, where he allegedly freed some members of his gang, after killing prison wardens.

With the terror acts perpetrated by Mr. Orainah and his gang, especially in the Niger Delta region and the lives and material possessions lost to their attacks, Nigerians, indeed have every reason to celebrate his eventual capture. While it will be rather too premature to roll out the drums for celebration, it is not out of place to congratulate security agencies on this great feat.

With the wide jubilation that greeted the news of the arrest of Kelvin across Nigeria, I am further convinced that Nigerians are more than ever before united against terrorism. Terrorists and kidnappers don't carry out their nefarious acts based on ethnic, religious or political considerations. In fact, these elements tend to be more united in visiting terror on Nigerians.

The million dollar question is "why did Kelvin Oniarah's capture by the DSS coincide with Shekau's claims of being alive?" Don't you think there is some kind of a conspiracy? How come Shekau and his collaborators have remained silent for months only to resurface that day?

Answers to these questions are not far-fetched, in fact, we can find the answers in the questions. It should be seen simply as an orchestrated attempt to divert attention from the arrest of Kelvin.

Ribadu is an inveterate liar, the most corrupt police officer I have ever seen – Okiro

A former Inspector-General of Police and Chariman of Police Service Commission, Sir. Mike Okiro, has replied former EFCC Chairman, Nuhu Ribadu over a recent statement credited to him when he said the former police boss was behind two failed assassination attempts on his life and not Ibori.

Okiro in a statement released in Abuja described Ribadu as an inveterate liar.”

It would be recalled that Ribadu had on Friday in a London court while being cross-examined by both the defence and prosecution during the hearing on the confiscation of assets of former Delta State Governor, Chief James Ibori at the Southwark Crown Court, London. He had described the former IGP as “ a despicable human being; the most corrupt police officer I have ever seen.” Continuing, he said, “He made my life hell. He withdrew my official car and police security.”

Reacting to his assertion, Okiro stated that Ribadu’s allegation that he withdrew his official car and police security was far from the truth.

He said, “Nuhu Ribadu went on a course at the National Institute for Policy and Strategic Studies, NIPSS. He was not posted out of EFCC. His Deputy, Ibrahim Lamorde was acting and holding forth. The vehicle(s) he was using belonged to EFCC where he was Chairman for about six years and could not have been withdrawn by the Police. The policemen he used as his security were those posted permanently to EFCC.

“Therefore the Inspector-General of Police had no role in their internal daily deployment. Thirdly, Nuhu Ribadu was on course as Assistant Inspector-General of Police and statutorily had to maintain his paraphernalia of security details. Nigerians will remember that Nuhu Ribadu once caused a newspaper publication to be made to the effect that he was attacked and shot on his way to NIPSS but was saved because he was driving a bullet proof vehicle and the attackers could not stop him. He said that he suspected a retired Inspector-General of Police who had been monitoring him. I was then serving as IGP.


“ I was angry that a serving Assistant Inspector-General of Police or even any AIG at all or a VIP, for that matter, was shot at and I was not briefed. I called him several times to give me details but he refused to pick my calls. I then sent signals to Commissioners of Police (CP) FCT Abuja, Nasarawa, Kaduna and Plateau, the likely state commands where the incident could have taken place.

They all replied that there was no such incident in their commands. Since I could not reach him, I addressed a press conference where I stated that his claim of attack was false. I took that advantage also to ask him publicly to come up with details of the day and time and where the incident took place. Nuhu Ribadu never came up as directed. For him to turn round now and say that I was involved “in attempts to assassinate him demonstrated the double speak for which he is shamefully known. Lies, lies and lies. He was an Assistant Inspector-General of Police under me. Why must I want to assassinate a subordinate officer?

Reacting to Ribadu’s assertion that he was present when James Ibori nominated Okiro to become IGP, Okiro stated that he was appointed on merit and seniority.

“Two years ago, after my retirement, Nuhu Ribadu told some of his friends that he did not obey my instructions and directives when I was IGP because he had been pencilled to take over as IGP from IGP Sunday Ehindero and he had been factored and positioned for the office when I came and usurped it, as if I appointed myself IGP or as if he himself is God to determine the course of nature.

“He claimed that he regarded me as an interloper who took the position reserved for him and so despised me and whatever I stood for” he added.

Okiro who flayed Ribadu’s allegation said he was the most corrupt police officer he has ever seen and wondered why he should denigrate his senior in such manner, asserting that it shows he was ‘indisciplined

To say the least, the apo incident has generated reactions from several quarters, and every objective analyst may have discovered that sentiment, both ethnic and religious appear to have informed these emerging reactions. I must quickly add that am not a fan of extra-judicial killings and stray bullets commonly associated with the NPF, both this matter is thought provoking.

I will not bore busy nairalanders with details given that all of us have read the reactions with a discerning minds. But the concer raised by the Keke napep chairman is suspicious. Now the following questions are begging for answer

1. Who are these Keke napep operators still at large?
2. Why haven't they joined the association in their renewed call for protest?
3. Are the missing guys insurgents evading arrest?
4. Have they gone into hidings and strategising for an attack?
5. Were they registered? If yes, why are they finding it difficult to locate the fleeing operators?

I have pondered on these questions and come to the conclusion that Musa Ibrahim has only succeeded in validating the position of the security officials. [code][/code]

Why is the chairman of the KEKE NAPEP chairman saying that some of his members are still at large after the incident? Who are they and Where are there? This confirms the claim by the SSS that they are terrorists. Those ones at large are some of the suspect who may have disappeared back to their safe haven

Nigeria is all we have. We may not have arrived at our desired and proffered destination, but we must be optimistic.
I must also add that GEJ is leading us in a good direction. He will achieve more if we support him in the realization of the transformation agenda.

His admin has been a success so far.

Events in recent times have altered d political equation of the country. The infamous walkout and d subsequent formation of a purported new PDP. Recall also that the aggrieved camp led by Atiku has give GEJ conditions for peace to reign. These conditions include 1. That GEJ renounces his 2015 presidential ambition 2.
