He said that INEC was already planning to print double of the total number of ballot papers required for the first ballot, should in case there was rerun election. He explained that the preparations were always made alone the first because the commission had just 21 days to conduct the rerun or run-off election. The national commissioner said that before candidate could be declared winner of the presidential election, he or she must have the highest number of votes cast and secure a quarter of the votes cast in two-thirds of the states of the federation and the FCT. He said where the threshold is not met by any candidate, the constitution stated that second election should be conducted for two of the candidates with highest and majority votes in line with the provisions of the constitution. “Section 134 subsection 2 of the Constitution of the Federal Republic of Nigeria, which is the fundamental law of the land, makes it mandatory that before anyone is deemed to have been elected as a president of the Federal Republic of Nigeria, that candidate must secure the highest number of votes cast at the election. “ He must also secure a quarter of the votes cast in two-thirds of all the states of the federation and the Federal Capital Territory. That is mandatory.
“Now, if no candidate secures this highest number of votes and the mandatory threshold, the Constitution says we must have a second election within a period of 21 days. |

Aformer Managing Director (MD) of the Transmission Company of Nigeria (TCN) and former employee of the African Development Bank (AfDB), Dr Usman Gur Mohammad has explained why the administrations of Olusegun Obasanjo, Umar Musa Yar’Adua, Goodluck Jonathan, and Muhammadu Buhari could not solve the problems in Nigeria's power sector over the last 23 years.
Obasanjo was Nigeria's president from 1999 to 2007; Yar'Adua took over in 2007 but died in 2010. Jonathan, who was Yar'Adua's Deputy, took over from the late leader and was president till 2015 when he lost to Buhari in the presidential election of that year. Buhari will leave the position on May 29, 2023 after spending two terms in office.
Dr Mohammadu who stated this during an interview on Trust TV’s 30 Minutes X-rays, narrated how the National Integrated Power Project (NIPP) carried out by Obasanjo’s government could not succeed despite huge public funds spent on the project.
He said, “Under the Obasanjo regime they passed the power sector reform into law and they unbundled the power sector into 11 companies and handed over all. They never embarked on privatisation; they stopped there.
“But the biggest investment that Obasanjo did in the power sector was the National Integrated Power Project (NIPP). We embarked on that project without adequate study, we were convinced by some foreign companies that they were going to supply gas turbines to us, and then they said they were not even going to be doing the installation; that they would hand it over to a Nigerian that was working with them who would take the responsibility of the installation.
“So, what we did basically was that, it’s like you want to build a house and you award a contract to somebody to build the house for you and he does the roof and keeps it for you when you have not started the civil works; that is exactly what we did with the NIPP.
“They brought this gas turbine under FOB, and some of them stayed for more than four years in Port Harcourt, with no road even to carry them; the bridges were not tested to see whether they could be carried. So, we didn’t even clear the place where we were going to install the gas turbines and there was no gas supply to the locations.
“This is exactly what happened with transmission also. We awarded so many contracts that we didn’t carry out the studies. Some of those contracts actually failed completely and some of them were completed with a lot of inadequacies.

“Jonathan discarded that report and completely took a decision to privatise the entire network – distribution and generation.
“Meanwhile, there were certain studies that they were supposed to carry out to do the privatisation. For the DisCos, anybody who is taking over a DisCo, a company that is experienced will insist that you have to give them the aggregate, technical and commercial laws determined scientifically. This was not done.
“We assumed a 25 per cent loss, so when we went to a road show all over the world, everybody told us, all the companies that have experience told us, please go and determine the studies, determine scientifically the aggregate technical commercial, we are not ready to do that."
“We eventually knew nobody was going to come. So, we lowered the qualification criteria to allow Nigerian companies to take over those companies. That was how all the DisCos were taken over by companies that have no experience,” he added.
He continued, "What the Buhari administration took over from Jonathan is the completely privatised power sector with a transmission company under the government, but it was given to Manitoba Hydro International to manage on behalf of the government.
"The government has taken over what you call the Single Buyer Model where the bulk trader is the one buying all the electricity and they sell to the DisCos.
"Yes! This single-buyer model in electricity has never worked anywhere in the world; it has never worked. I don’t know how they advised us to do this. It has never worked, because it makes the DisCos to be not accountable to anybody; it makes the GenCos to be lazy.
"Because you have somebody who is taking the responsibility and taking the cost, meaning, if the DisCos don’t generate enough money to put into the sector, the shortfall that is supposed to go to transmission and go to generation is going to be paid by the government.
"It is a subsidy. It’s supposed to be a transitional arrangement of five years, but now we have spent more than 10 years and it is still existing.
"Under the arrangement, the government of President Buhari has pumped close to N2trn into the power sector to finance this kind of subsidy and at the end of the day that money has not translated to a single megawatt increase because it’s just financing consumption. We are just financing the failure of the power sector reform; that is how it is."
Meanwhile, SaharaReporters had reported that Usman Mohammed, during his tenure as Managing Director/Chief Executive Officer, Transmission Company of Nigeria in 2019, said that before the country can have stable electricity, grid power distribution companies have to recapitalise.
The electricity sector in Nigeria generates, transmits and distributes megawatts(MW) of electric power that is significantly less than what is needed to meet basic household and industrial needs.

Get it right. Russia is not banking with the US. The US technically owes Russia money through US bonds. It's like me owing you money and them you say because I beat my wife, you are not going to pay me. Meanwhile I have given a bank cheque (draft) to my debtors and you are the MD of my bank. I will just tell my debtors to still cash the cheque I have them shikena. Now it is between you and my debtors, no longer my concern. It's like owing and then the bank, CBN or EFCC had already frozen your account but then you tell your debtor "I have the money but can't touch it because it is frozen. However, I have written a cheque, now it is up to the CBN or EFCC (to unfreeze my account in order for my debt to be made) and they should be held responsible if my debt is not cleared."

It's a two way street. Both will lose. The western companies will lose a lot since they have invested much. Militarily, Russia might be a match for the west, but when it comes to economic warfare like sanctions, Russia stands no chance. There are many sanctions that can still be applied, but you might be mindful of how it affects the ordinary innocent people in Russia.
I hope you know that the foreign companies leaving Russia because of these sanctions employed millions of Russian citizens, and as they go, so also their Russian workers become jobless. This is not the intention of those that place the sanctions.
The lifeline of Russia is its oil and gas, once that is restricted, it's all over for Putin, the only fear is what will he do then? Mind you he has got lots of Nuclear warheads. |
