Sheriff was arrested by the commission in June last year for alleged embezzlement of public funds during his eight years as governor of Borno State but was granted bail.

His government was said to have received over N300bn from the Federation Account between 2003 and 2011, an amount alleged to have been mismanaged by Sheriff.

The ex-governor of Borno State was subsequently detained from June 3 to June 4, 2015 and released on administrative bail without being charged to court.

The EFCC spokesman, Mr. Wilson Uwujaren, had said at the time, “We can ask him to come back anytime we need him.”

Speaking with our correspondent on Monday during a telephone interview, Uwujaren said, “Sheriff is still under investigation.”

When asked to explain how far the commission had gone in the probe, Uwujaren said, “I cannot disclose the details of the investigations for now but the matter is already in the public domain.”

A reliable source within the anti-graft agency told one of our correspondents that Sheriff’s probe was not a witch-hunt but a normal criminal investigation.

He said, “Criminal matters do not have statutes of limitation. If a crime took place 30 years ago, we can re-open it at any point in time and that is what is happening.”

Meanwhile, the EFCC has arraigned one Valentine Orji, the Managing Director of Naxpro Energy & Shipping Company Limited before Justice A. A. Onojovwo of the Delta State High Court, sitting in Warri, on six counts bordering on issuance of dud cheque to the tune of N60m.

According to a statement by the commission on Monday, the petitioner, ARC Marine & Civil Construction Company Limited, alleged that sometime in September, 2013, Orji approached it along with one Mr. Bimbo, requesting to buy a vessel, MV DOLA, marked IMO H. 6826793.

After the negotiations, the parties agreed on the sum of N140m.

The two parties reportedly agreed that the vessel would be handed over to Orji’s company after the sum of N80m was deposited for the vessel and issuance of post-dated cheque, covering the balance sum of N60m.

Upon the payment of the initial amount, the vessel was handed over to the defendant’s company and it was agreed that if by April 1, 2014, he failed to pay the balance, the vessel should be returned.

However, on presentation of Orji’s cheque at the bank, it was dishonoured on the grounds of insufficient funds.

Efforts made to recover the vessel or money, the commission stated, proved abortive.

However, when the charges were read to him, Orji pleaded not guilty.

Prosecuting counsel, M. T. Iko, urged the court to fix a date to commence trial.

The defence counsel, Erikefe, prayed the court to grant the accused person bail.

Justice Onojovwo granted the accused person bail in the sum of N5m and two sureties in like sum.

The judge said the sureties must be resident in the Warri or Effurun jurisdiction with a landed property to be verified by the court bailiff.

The judge ordered Orji to be remanded in prison pending the perfection of his bail.

The matter was adjourned till March 22, 2016, for the commencement of trial.

Meanwhile, Sheriff, on Monday, dared his opponents, who had called for his resignation, to perish the thought as he was not ready to vacate office or step down.

The former governor of Borno State, who spoke with journalists shortly after taking over from the Acting National Chairman of the party, Prince Uche Secondus, at the party’s national secretariat in Abuja, said those calling for his resignation were not as popular as himself.

He specifically mentioned a former Governor of the old Gongola State, Mr. Wilberforce Juta, who asked him to resign from office immediately.

Juta was the arrowhead of a group known as the PDP Rescue Group, who had asked him to leave.

Some prominent members of this group include a former President of the Senate, Adolphus Wabara, and a former Deputy Governor of Sokoto State, Alhaji Muktar Shagari.

Sheriff said Juta presented himself for the selection process and wondered why someone, he said he defeated, would turn to the media and demand his resignation.

He said, “I saw the person who was reading the press statement, Amb. Wilberforce Juta. He submitted himself to the National Working Committee of this party, aspiring to be the chairman.

“Mohammed Wakil that you saw on the television also submitted himself to the working committee, to be appointed chairman.

“And votes had been cast. The man that was reading the press statement got one vote and he’s asking me to resign. Therefore, I will not resign.”

He said he would only tender his resignation letter if he was asked to leave by members of the National Executive Committee of the party.

Sheriff said, “The leadership of this party, in their wisdom, asked me to lead. If the NEC of this party collectively asks me to leave, I will leave; but not somebody who contested an election and got one vote. I think if there is morality, he should not even go to the television.

“In the midst of everybody, you got one vote and you go outside and asked the chairman to resign. My brother, where is the credibility? Where is the justice?

“I would have listened to him better if he did not aspire to be one. Therefore, I did not plan to resign, I will not resign, I will reposition this party and take it to election within a time frame decided by the leaders of this party to conduct a credible, effective congress that will stand the test of time.”

He nevertheless asked his traducers to forgive him and join hands with him to build the party.

On those accusing him of being a sponsor of terror group, Boko Haram, Sheriff said it was wrong to tag him as either a sponsor or the creator of the sect.

Sheriff said, “No one has ever accused me of supporting Boko Haram, no court of competent jurisdiction has ever linked me with Boko Haram.

“I will do one thing this time round. People like Femi Fani-Kayode will not go scot-free this time round. Now that I have been given the opportunity to talk, let me say that I have nothing to do with Boko Haram.

“They killed my brother, same mother and same father. They said they were going to kill me because I refused to allow them to Islamise northern Nigeria.

“Boko Haram (members) are criminals. My friends are all over the world. The real sponsors of Boko Haram will be caught and I have nothing to do with Boko Haram.”

He however said he didn’t know when his tenure would end as the national chairman of the main opposition party.

Sheriff, who was responding to questions on his tenure, some having claimed that he was asked to serve the remaining tenure of the former National Chairman of the party, Alhaji Adamu Mu’azu, said he was not told when his tenure would end.

By the party’s constitution, his tenure and other members of the National Working Committee ends in March.

But he said, “I am here to rebuild the party. What time we need to do this job will be determined by the leaders and owners of the party when they sit down collectively to discuss.

“For me, taking over office today, I cannot tell you when I am leaving. I will only tell you when the party leaders sit down and see what is the immediate time to do this job; if they decide, I am ready for it.”

But the Board of Trustees of the PDP on Monday joined some members of the party to demand the resignation of Sheriff, saying the new party chairman was not credible enough to lead the party.

Also, a former Minister of Transport and member of the BoT, Ojo Maduekwe, said he had never expressed opinion anywhere to leave the party.

The BoT said Sheriff was not an option to lead the party.

The Acting Chairman of the BoT, Senator Walid Jibril, stated the position of the board at a press briefing after its meeting in Abuja.

Walid added, “We, as the conscience of the party, are still of the strong view that Senator Ali Modu Sheriff is not an option to be the national chairman of the party.”

The BoT acting Chairman, who declined any further comment, said members of the board were still consulting amongst themselves.

Also speaking with journalists on the occasion, Maduekwe said he would not leave the PDP.

He explained that the PDP made some mistakes, and that it did not build on its success in the past.

The party, he added, also did not check impunity, which eventually led to the its downfall.

He said, “This is not the time to leave the party. This is the time to regain the trust of Nigerians. All we need to do is to reorganise the party.”

The most remarkable thing about meeting Bill Gates in person is beholding his mental map of the world — how advances in technology, the well-being of humanity, and the fate of our world are all intertwined.

Tech Insider met with Gates on Monday to talk about his 2016 annual letter, in which he discusses the balance of bringing electricity to the billion people who don't have it and finding power sources that don't kill the earth.

The head of the Bill & Melinda Gates Foundation spoke about how to make an energy miracle happen, the stakes of climate change, and what the role of the world's billionaires is in all of this.

Interview edited for clarity and length.

Drake Baer: What are the most exciting things happening right now in clean energy?

Bill Gates: A lot of it is pretty early stage. The most straightforward path would be if we could bring the cost of solar electric and wind down by another factor of say, three, and then have some miraculous storage solution, so that not only over the 24-hour day but over long periods of time where the wind doesn't blow, you have reliable energy. That's a path. But energy storage is hard. That's not a guaranteed path.

In fact, batteries haven't improved over the last 100 years as much as they would need to in order to make that happen. So I'm invested in a lot of battery companies — and there's a lot that exists I'm not in. They're all having a tough time achieving it. We need to look at less obvious paths, things like the wind in the jet stream, which is very high up. The material science of what type of kite string you would need to connect up to that. That's still at the basic research level.

That's the part where the governments have a unique role, and then when it progresses well enough, then existing companies or new startup companies should take it. In the $3 trillion a year energy market, the rewards will be quite fantastic.

At some point, that risk-taking private capital can take over, and have patents and trade secrets and things that let them lead the way, which happened with the steam engine and some other things, although with energy, the time of adoption is a lot longer than it is with, say, IT products or even medical advances, like drugs and vaccines.

Other paths would include making nuclear fission cheap enough and safe enough that people broadly embrace it, so that could be scaled up. Or, if you really could take the CO2, when you burn hydrocarbons — coal, for example — if you could really capture the carbon and sequester it — they call it CCS — if the extra capital cost, energy cost, and storage costs over time didn't make it super expensive, then that's another path that you could go down.

I could name about a dozen paths, and you'd like to have a whole bunch of research on all those paths, and then, eventually, at least four to five companies with really significant financing try and get to big scale, going down and really trying to prove it out.

It's the same way that when the car got going, people thought it would be an electric car, people thought it would be a steam car. Actually, the dark horse in that race was internal combustion, but because of the energy density of gasoline and discovery of oil in large amounts at that point in first Pennsylvania and then Texas, it won out over those other two, to the point that those other two are actually viewed as obscure footnotes in history.

Baer: Was there a moment for you when the light bulb went off, and you realized how important energy was to the world?

Gates: When I was trying to figure out why lives have improved so much in the last 300 years, where we've gone from a third of kids dying before 5 to — by 1990 it was down to 10% — now it's down to 5%. And saying why, over all history, there were smart people, but that number didn't change. Average life span didn't change. What's magical about what's been deemed the Industrial Revolution? It's really energy intensity.

When I was high school I had a vague sense of it. When I was in college I had a vague sense of it. I'd say that I didn't really start to understand it fully until I started reading Vaclav Smil, who has written a lot about this. David Christian, in "Big History," writes about this. It's energy intensification, where we essentially have, through our light bulbs and cars, the manpower of [hundreds of] people working on our behalf, helping our food being created, helping our materials like steel and plastic and wood and paper be created. Our lifestyles are incredibly energy intense.

Recently I've been studying how quickly we can get energy out to the poor countries — a lot of which are in Africa — and how little progress we've made there. There's no more electricity today in sub-Saharan Africa per person than there was 20 years ago.

The world is very disparate, in terms of the US using the most energy per person, and then the other rich countries — Europe, Japan, New Zealand — using about half of what we do, and then the world average being about a fifth of what we use, with China just now surpassing the world average.

My broad sense of this is that authors like Smil really paint the clear picture, and once you see that, it's kind of Oh, of course. That's such a primal thing to all these physical services that we take for granted.

Baer: In your letter you say you expect an energy miracle in the next 15 years. When I read that, I was like, Wow, that's bold. What are you expecting?

Gates: When I say "miracle" I mean a kind of thing like a computer on a chip, or the internet, or the cellphone, that are really quite miraculous. Most people would not have predicted them, and their effect has been very, very dramatic. In medicine, we've had a lot of miracles, and I think all of us expect and count on more.

In the next 30 years, I really do think cancer will largely be a solved problem. I think most of the infectious diseases like malaria — our foundation is very involved — once we're finishing polio eradication, then starting up this malaria eradication, and getting that done as fast as we can.

So on the demand side [for energy], there have been a variety of policies that globally have been way over $50 billion a year of tax credits, raising the price of electricity through things like renewable portfolio standards, so the total amount of money that's gone into sending a price signal to push up demand versus what would happen without it has been gigantic.

On the supply side, for innovation, you'd say, go look at those R& budgets, and they haven't moved in the last 20 years. In the case of the US — which is the majority of R& funding across every category you can name: health, energy, whatever — it's been about $5 billion a year from the Department of Energy.

It was kind of a milestone to get this commitment from Paris to get 20 countries, including all of the big ones — US, India, China, France Germany, the UK, Japan — to double their energy R& budgets over a five-year period.

Finally, assuming that many of those are fulfilled, which won't be easy in tight budget times, we're taking the supply side at the basic research level, because that's where government is absolutely fundamental.

How much further beyond basic research the role of the government should be, you could have a really good debate about it. Almost nobody would say it's zero. But that's where at least we need the private sector to play a big role. That's why we paired this announcement of the R& [commitment] with the so-called Breakthrough Energy Coalition, which is 27 [major investors] saying, "Hey, we'll put significant money into [energy innovations] when they're ready to spin out probably into startup companies."

When I say "an energy miracle," I mean that there will be some form of energy whose 24 hour cost really is competitive with hydrocarbons given, say, 20 years of learning curve. You invent it, then you look at how much its costs go down over the next 20 years, that it really beats hydrocarbons. You might say, well, aren't people saying that about wind and solar today? Not really. Only in the super-narrow sense that the capital costs per output, when the wind is blowing, is slightly lower.

But the reason it still needs subsidies, and it can't go above a certain percentage, is this intermittency [in availability for wind and solar] — it changes the economics, particularly this requirement that the power company at all times be able to require power. That's large. At the end of the day, natural-gas peakers sit back there and get financed so that the Midwest corridor can have a huge [period] of four to five days of no wind. The peakers are running big time to make that up, because that is the swing piece that can always be turned on. (Editor's note: Natural gas peakers are power plants that run when there's a big, or "peak," demand for energy.)

Baer: You've said it will be the world's poorest who are most affected by climate change. Can you paint a picture of what that will be like?

Gates: We need to get a broader awareness. People say climate change is really bad, but painting that picture of what you're putting at risk.

First of all, there are ecosystems like coral reefs [at risk] through ocean acidification. Those are valuable things that we should protect. But humans — the first big effects will be farmers that live on the edge. Today's weather, they barely get by. Their kids, a high percentage are malnourished, and so if you impose more variable weather and more heat, you're getting more floods, more droughts, and during the germination time, the high heat, most crops...do poorly when there's more heat.

Maize, rice, wheat — all have heat sensitivity. Sorghum is kind of unusual. It can go to very high heats, but it's not as productive in most environments as maize is. So we need to help those poor farmers out.

On Monday, Caprina Harris posted a video of a little girl who burst into tears when learning that President Obama is in his final year in office and that, come next January, he has to ride off into the sunset (or at least out of the White House).

But Obama wasn't going to let this girl's tears be the final word. Instead, he took to the comments of the Facebook post on Saturday, offering some words of condolence for the young lady, telling her, "I'm not going anywhere."

Caprina, tell her to dry her tears, because I'm not going anywhere. Once I leave the White House, I'll still be a citizen just like her. And when she grows up, she can get involved right alongside me. In the meantime, I'll keep an eye out for her letter, and we'll always get to celebrate our birthdays together!

Lagos (AFP) - When Nigerian President Muhammadu Buhari finally swore in his cabinet in November, nearly six months after taking office, he hoped to shake off his nickname "Baba Go Slow".

But troubling errors in the budget of Africa's largest economy and the continuing free fall of the naira on the black market have both Nigerians and investors worried that Buhari still isn't moving fast enough to address a deepening economic crisis.

Since its peak in 2014, the global price of oil -- which accounted for two-thirds of the Nigerian government's revenue -- has plunged by 70 percent, decimating economic growth and the naira.

In response, Buhari announced a record 6 trillion-naira ($30-billion, 27 billion-euro) budget promising to triple investment to stimulate growth.

Yet his budget proposal was pockmarked with mistakes, repetitions and, given the circumstances, extravagant demands.

The errors include the same purchases for vehicles, computers and furniture that are duplicated 24 times, totalling 46.5 billion naira.

This opens the door for graft, according to Oluseun Onigbinde, co-founder of BudgIT, a Nigerian transparency group.

"It clearly showed there was foul play," said Onigbinde said.

"Nigerians are in a crisis period with the price of oil dipping below 30 dollars, so there should be a budget in line with the mood of the time," he added.

Buhari on Monday sacked the director-general of the budget office and appointed former banker Tijjani Abdullahi to take the helm.

Now there are serious revisions to be made before Buhari can sign off on the budget and inject Nigeria's sputtering economy with much-needed cash. It's a process likely to take months.

"We need more speed on this thing," Onigbinde said, "he (Buhari) should have moved faster when he got into power."

- Policy paralysis -

The budget confusion is yet another deterrent for investors already reluctant to invest in the country as a result of Buhari's monetary policies, which have caused a severe dollar shortage and the naira to hit unprecedented lows of 340 against the dollar on the black market.

Nigeria has frozen the naira at 197-199 to the dollar for almost a year in a bid to protect the poor, while the government has banned a wide range of imports -- including toothpicks and shovels -- to conserve foreign exchange reserves.

The policy has been criticised by international investors, who say pegging the currency and restricting imports is futile and only serves to suffocate growth.

Recent pressure from the International Monetary Fund to devalue the currency appears to have been rebuffed by Buhari, who declared last month "I won't kill the naira" and promised the country's economy will "stabilise soon".

"Investors aren't confident because there isn't a clear path forward," Rand Merchant Bank Africa analyst Nema Ramkhelawan-Bhana told AFP.

"As long as those budget delays are happening it means that the central bank is going to have to do the heavy lifting for the economy," she said, speaking from Johannesburg.

"The worst case scenario is policy paralysis, particularly what we've been seeing with the central bank and foreign exchange policy."

- Stoking inflation -

Instead of protecting the poor, the policy vacuum is stoking inflation on the streets of Lagos, Nigeria's commercial hub, where people bemoan the price of previously affordable staples.

"A plate of rice that was sold for 200 naira in December is now 350 naira. Customers are complaining because they don't get the same ration like before," street food vendor Mary Idowu told AFP.

A 50 kilogram (110 pound) bag of rice that used to cost 9,000 naira now costs 13,000, while a bag of beans has gone up from 12,000 naira to 15,000, she said.

"Whenever I try to explain why prices are high, they flare up," Idowu said about her customers.

Rising food costs pushed the inflation rate to 9.6 in January -- above the bank's target range -- with no sign the pressure will ease anytime soon.

"Prices are rising, despite attempts to keep the official Nigerian naira exchange rate unchanged," said Standard Chartered Bank economist Razia Khan.

"It is unfortunate that our policy makers are very slow at responding to critical issues," said Lagos Business School political economy professor Pat Utomi.

"The government should realise it cannot continue to defend the naira because it does not have enough reserves to do so," he said.

"Ultimately, the naira will find its true value whether we devalue or not."

Saudi Arabia and Russia agreed to freeze oil output at near-record levels, the first coordinated move by the world’s two largest producers to counter a slump that has pummeled economies, markets and companies.
While the deal is preliminary and doesn’t include Iran, it’s the first significant cooperation between OPEC and non-OPEC producers in 15 years and Saudi Arabia said it’s open to further action. Oil pared gains after the accord was announced, signaling traders see no immediate end to the global supply glut.

The deal to fix production at January levels, which includes Qatar and Venezuela, is the “beginning of a process” that could require “other steps to stabilize and improve the market,” Saudi Oil Minister Ali Al-Naimi said in Doha Tuesday after the talks with Russian Energy Minster Alexander Novak. Qatar and Venezuela also agreed to participate, he said.
Saudi Arabia has resisted making any cuts in output to boost prices from a 12-year low, arguing that it would simply be losing market share unless its rivals also agreed to reduce supplies. Naimi’s comments may continue to feed speculation that the world’s biggest oil producers will take action to revive prices.

“The reason we agreed to a potential freeze of production is simply the beginning of a process” over the next few months, Naimi told reporters. “We don’t want significant gyrations in prices. We don’t want a reduction in supply. We want to meet demand. We want a stable oil price.”

Prices Fall

More than a year since the Organization of Petroleum Exporting Countries decided not to cut production to boost prices, oil remains about 70 percent below its 2014 peak. Supply still exceeds demand and record global oil stockpiles continue to swell, potentially pushing prices below $20 a barrel before the rout is over, Goldman Sachs Group Inc. said last week.
While Novak has said he could consider cuts if other countries joined in, Russia faces significant obstacles to doing so. The freeze is conditional on other nations agreeing to participate, Russia’s Energy Ministry said in a statement.
The group of producers plans to monitor output and prices for four months, Venezuelan Oil Minister Eulogio Del Pino said in an e-mailed statement.

“This is an announcement of a production freeze among countries whose production didn’t even grow recently,” said Eugen Weinberg, head of commodities research at Commerzbank AG in Frankfurt. “If Iran and Iraq are not a part of the agreement, it’s not worth much -- and even then there is still a question of compliance.”

Anja Ringgren Lovén, an aid worker from Denmark, shared the photos to Facebook, saying, “Thousands of children are being accused of being witches and we’ve both seen torture of children, dead children and frightened children.

“This footage shows why I fight. Why I sold everything I own.”

After adding that Hope was in hospital and that donations were being accepted to help his recovery, over 1 million Danish kroner (around £103,000) was donated in two days.

The full story of what happened to Hope is not clear, but it seems that he is one of many young children in the country who are accused of being witches, then tortured, cast out or killed as a result.

Hope is now stable in hospital. Anja added: “He is a strong little boy. To see him sit and play with my own son is without a doubt the greatest experience of my life.

"I simply do not know how to describe it in words. This is what makes life so beautiful and valuable and I will let the pictures here speak for themselves.
