States can only be created by the National Assembly, and if you read the procedure to create a new state, you will know that it is almost impossible to do

Do you know that before a new states can be created in Nigeria, all 36 states must vote on it, and two this must support it?

They can't create an additional state without the approval of the President who will pay allocations and distribute federal revenues to the state.
