Most of the current animated movies we watch these days are animations.
Cartoons are basically hand drawn and it necessarily doesn't have to be a movie. It could be pictures in Newspapers, tabloids and all.
Most times if they are movies, they are usually very short and always aimed at making people laugh. Animations are mostly acted, though some are hand drawn too.
Again, Cartoons are majorly in 2D unlike animations that come in 2 and 3D.

Anime is simply Japanese.
What is animation to us and the western world is Anime to them. Since it's Japanese, they have some Asian touches in them and it makes their works different from the usual general animated movies.
So people just choose to address theirs as anime. So basically, anime is the Japanese version of animations
