Nigerian notion of fatherhood is founded on sperm. Adoption is still considered generally foreign in that country. If a change should happen, it should be a reeducating of people in what fatherhood is, not the banning of DNA tests and stuff like that.

But you can skip all that by simply going back to how it used to be - if you have a child from infancy you're his father and you have an obligation to raise him. And that can be accomplished by simply banning DNA testing of MINORS!
