South Africa on Friday rejected a claim by multibillionaire Elon Musk that his Starlink satellite company could not operate in the country because he is not Black, and its telecoms regulator said Starlink had not applied for a licence.
In his latest rebuke of the country where he was born and went to school, Musk wrote on X, which he also owns: "Starlink is not allowed to operate in South Africa, because I'm not black".
Clayson Monyela, a senior official at the foreign affairs department, responded emphatically on the social media platform.
"Sir, that's NOT true & you know it! It's got nothing to do with your skin colour. Starlink is welcome to operate in South Africa provided there's compliance with local laws," Monyela wrote. "This is a global international trade & investment principle."
Musk appeared to be taking a swipe at local Black Economic Empowerment rules that foreign-owned telecommunications licensees sell 30% of the equity in their local subsidiaries to historically disadvantaged groups.
South African technology news website TechCentral has reported that Starlink's parent company SpaceX wrote to telecommunications regulator ICASA telling it that it should rethink the 30% ownership requirement for licensees.
An ICASA spokesperson said without elaborating: "ICASA has not received any application from Starlink or SpaceX."
Communications minister Solly Malatsi did not answer a phone call seeking comment.
TechCentral has reported that Malatsi has asked ICASA to consider "equity equivalents" like skills development to allow companies like SpaceX to operate locally.
Starlink operates in many African countries, but in addition to South Africa it has faced obstacles in places like Cameroon and Namibia due to licensing disputes.

The state department has ordered an immediate pause on most US foreign assistance to South Africa, according to a cable seen by the Guardian, officially implementing a contentious executive order by Donald Trump.
The directive, issued on Thursday, implements Executive Order 14204 targeting what the administration called “egregious actions” by South Africa. It orders all state department entities to immediately suspend aid disbursements, with minimal exceptions.
"To effectively implement EO 14204, all bureaus, offices and missions shall pause all obligations and/or dispersion of aid or assistance to South Africa,” reads the cable, signed by the secretary of state, Marco Rubio.
The cable follows the 7 February order, amid a broader reassessment of US foreign aid which paused certain foreign assistance pending review.
The order specifically cites “unjust racial discrimination” against white Afrikaners – descendants of Dutch colonizers who implemented the segregationist regime that denied basic rights to the Black majority until 1994.
The South African-born billionaire Elon Musk, a Trump super-ally who heads the administration’s government efficiency team and has condemned his homeland for “openly racist policies”, is widely seen as influencing the administration’s stance toward a country where white South Africans, just 7% of the population, still disproportionately control most wealth and land.
According to the cable, Rubio has delegated authority to Pete Marocco, a Trump loyalist who presided over the administration’s evisceration of foreign aid programs at USAid and the state department, to determine whether specific aid programs should continue. The guidance emphasizes there is “a very high bar for such requests”.
Only Pepfar, the US global HIV/Aids program that provides life-saving treatment to millions of South Africans, will proceed without additional review, according to the cable. All other assistance programs require special permission, even those that had received prior exceptions under the January foreign aid pause.
This is the latest sign of escalating tensions between the two generally friendly nations, starting when President Trump accused South Africa of using its new land law to discriminate against white citizens – claims the South African president, Cyril Ramaphosa, rejected as misinformation.
The bill in question controversially permits government acquisition of private land without compensation in certain circumstances, though its supporters say such seizures would be rare and subject to judicial review.
Trump has also criticized South Africa’s leading role in its genocide case against Israel at the international court of justice, while also offering refugee status to wealthy white Afrikaners who wanted to relocate to the United States, further incensing the country.
The aid freeze also follows South Africa’s recent announcement that it is preparing a new trade proposal for the Trump administration, as officials anticipate the possible end of the African Growth and Opportunity Act – which has allowed billions in duty-free exports to the United States.
Earlier on Thursday, South Africa issued a statement acknowledging the US withdrawal from the Just Energy Transition Partnership (Jetp), which has canceled previously funded climate projects following Trump’s revocation of international climate finance initiatives.
The state department did not respond to a request for comment.

South African prisoners have voiced their dissatisfaction after the Department of Correctional Services announced that beef and chicken would be reduced from their meal plan in favour of cheaper alternatives.
Some have even claimed that they have been left “starving” by smaller portions of food.
The department is headed by Minister Pieter Groenewald, who has facilitated a crackdown on unlawful practices behind bars.
This week, the Department of Correctional Services, they have introduced a new meal plan to prisoners.
This includes less red meat, chicken, and fish and more “cheaper alternatives” like soya products.
According to reports, the department spends around 500 rands (41,000 naira) a day for each prisoner’s expenses.
Department spokesperson Singabhako Nxumalo told eNCA: “It is more than just a matter of costs involved, but it’s about flexibility so at least there is a variety than having to consume the same items”.
Nxumalo emphasised that the new meal plan had “nutritional value.”
According to the 12-day meal plan, the following reductions will be made:
4 Beef servings to 1 beef serving 3 Chicken servings to 1 chicken serving 2 Fish servings to 1 fish serving No tea and coffee
Prisoners will be introduced to “cheaper alternatives” like beans, eggs, soya, and chicken giblets.
According to the report, prisoners have voiced their dissatisfaction with the new meal plan.
Whether she is in custody or out on bail, the fact remains she in the country illegally. These were the assertions by magistrate Sadiqah Guendouz, who on Wednesday granted Chidimma Adetshina's mother, Anabela Rungo, 10,000 rands bail (810,000 naira).
Rungo faces charges related to flouting the Immigration Act and Identification Act after she was arrested on February 15 in Summer Greens, Cape Town, where she was living despite her ID being revoked.
She was found to have committed identity fraud to obtain South African citizenship.
Rungo, 46, appeared in the Cape Town magistrate's court for judgment of her bail application and after a long-awaited order, she was tearful and relieved, including family and friends who were in the gallery.
“The South African taxpayer should be wary that holding Ms Rungo in custody while this matter is finalised still means that she will be in SA illegally while this matter is finalised, whether she is in custody or not. It is the South African taxpayer who is responsible for her maintenance — putting the roof over her head and food in her stomach,” said Guendouz.
Earlier on Wednesday, there were delays with the delivery of the judgment as the prosecutor, Jacques du Plessis, wanted magistrate Guendouz to recuse herself from the case, citing bias. However, the state's recusal bid failed.
The state's contentions stem from remarks Guendouz made on Friday when she slammed the state for presenting what she labelled as a “half-baked” case despite having prior knowledge of it.
Guendouz said the state should have been better prepared for the case, as they knew as far back as August 7 2024 when the department of home affairs issued a statement saying there was a prima facie case against the accused. She was responding to the state asking the court for another postponement on Friday, as the prosecutor said he still needed to finalise his closing arguments.
Guendouz didn't take to that request kindly, saying Rungo had already been in custody for a while and the state should have better prepared for the case.
Rungo's attorney Ben Mathewson argued there is no suggestion that Rungo presents a risk of violence or would interfere with the administration of justice or the pending investigation (if any).
Du Plessis argued that Rungo’s release would disturb public order and that she is a flight risk. However, Guendouz said regardless of personal views on what should have to happen to legal or illegal foreign nationals, the courts must take into account such injustices by people who replace apartheid racism with xenophobic racism.
The magistrate, however, granted Rungo R10,000 bail, with strict conditions that she:
1. will remain under house arrest and can only leave to attend court or consult a legal representative; 2. is barred from attempting to send any other person to any embassy or consulate, including but not limited to the Mozambique or Nigerian embassy; 3. and is not to apply for any travel documents while the matter is pending but is allowed to visit home affairs should they require her attendance.
The case was postponed to May 8 for further investigation.
“Thank you, Jesus,” Rungo sighed in relief after the court granted her bail.
