I have noticed that in Nigeria, many tenants pack into apartments without any tenancy agreement provided by either the landlord or so-called lawyers managing such buildings.
This has caused so many unnecessary rifts between tenants and property owners. A document containing conditions that are expected to be fulfilled by both tenants and landlords is very necessary before a tenant pays for an apartment. Issues such as whose duty it is to fix facilities in the building when they breakdown should be clearly stated so that it won't result to fights and arguments or quarrels.
If a document is issued before a tenant pays to stay in an apartment, it will afford the tenant the opportunity to know if he/she can cope with the conditions/rules of the house or not.
If tenants are not expected to use generator beyond a particular time, it should be stated. If tenants are not allowed into the building beyond a particular time, it should be stated also.
In Enugu and some other places I have visited, greedy landlords, lawyers and property agents milk prospective tenants dry by collecting all sort of outrageous fees; agreement fee 50k, caution fee 50k, management fee 50k, agent fee 100k. All these evil fees are for a small one-room self contain that costs 150k. How can someone pay 250k service fee for a house that costs 150k?
The federal government and state governments in Nigeria should enact strict laws that take of these problems. Agencies should also be set up to punish people who do abide by the provisions of enacted laws.

A Pennsylvania man who tried to shoot a pastor during a sermon that was being livestreamed earlier this week has been additionally charged with homicide, accused of fatally shooting his cousin the same day.
Bernard Junior Polite, 26, of Braddock, was arrested Sunday afternoon after he pointed a gun at Pastor Glenn Germany at Jesus Dwelling Place Church in the 400 block of Lobinger Avenue in Allegheny County, about 10 miles east of downtown Pittsburgh, just after 1 p.m.
The terrifying confrontation was captured on the church's livestream, but the gun appeared to have jammed and “failed to discharge,” Pennsylvania State Police said.
Polite was pinned down and disarmed by the church’s deacon and the pastor until police arrived and arrested him.
After family members saw reports of that church incident, they went to his residence in the 500 block of Stokes Avenue where he lived with his cousin Derek Polite, 56, “to check on his well-being” and found the elder Polite deceased.
The Allegheny County Police Department was called at 8:15 p.m. to the home. Derek Polite had been shot once, Police Superintendent Christopher Kearns said in a news conference Tuesday.
Police believe Polite shot his cousin, then went to the church with that same gun.
Authorities learned through witness interviews that Polite was seen pacing outside the residence Sunday morning and a neighbor later reported hearing “a noise which could have been a gunshot at approximately 10 a.m.,” police said in a release.
In the church attempted shooting, a firearm was recovered by Pennsylvania State Police — that matched the projectile recovered from Derek Polite.
Polite has been further charged with one count of criminal homicide, police said Tuesday.
It’s not clear what motivated the shooting of Derek Polite or the attempted church shooting, Kearns said.
He said that there was no indication of an altercation in the home they shared, and it appeared that the victim was shot as he was walking up the steps from the first floor to the second floor.
He also noted that Polite did not appear to have a relationship with Jesus Dwelling Place Church, and it’s not clear why the gun jammed when he pointed it at the pastor.
He said he believed that Polite was the owner of the firearm recovered from the scene at the church.
Polite is currently being held in Allegheny County Jail pending preliminary arraignment. It's not immediately clear if he has retained a lawyer.
A relative of Polite and Derek Polite, who did not wish to be identified by name, told NBC News on Monday that the shooting has left their family “in total shock.”
The relative said that Polite had moved in with Derek Polite several years ago and has a history of mental illness but that there have been no alarming incidents since he has been in the Pittsburgh area. Allegheny County police also told NBC News on Monday that no one has reported concerns about Polite in recent weeks to the police department.

An 81-year-old Ohio man has been charged in the fatal shooting of an Uber driver he believed was working with a scammer, according to officials who said the victim was sent to the home by the same scammer.
William Brock told investigators he shot Loletha Hall, 61, outside his home March 25 because he thought she was working with a man who called him pretending to be an officer at the local court, Lt. Kristopher Shultz of the Clark County Sheriff's Office said.
"Mr. Brock received some scam call by a person purporting to be someone from our courts who informed him a family member was incarcerated and that he had a bond of a significant amount of money," Shultz said. "The calls turned from 'I'm an officer in the court' to 'We have this subject hostage, this is a ransom demand.'"
The person who called Brock, or an accomplice, requested an Uber ride to his South Charleston home to pick up the money, Shultz said.
"Ms. Hall did not have any idea," he added.
When Hall arrived at the home and approached the front door, Brock confronted her with a gun and asked her who she was working for, Shultz said. He took her cellphone and prevented her from getting in her vehicle and driving away.
“When she tried to get away, he shot her once, then there was more exchange between them," Shultz said. "Mr. Brock was at some point injured to his head, and he shot Ms. Hall a second time. There was more conversation, and then he shot her a third time. Only after he shot her a third time did he then make contact with authorities to report the incident."
Hall did not threaten Brock, have a weapon or assault him, according to the sheriff's office and a complaint filed in Clark County Municipal Court. She was taken to a hospital where she died from her injuries, according to the complaint.
In a statement, Uber said the company had spoken with Hall's family.
"This is a horrific tragedy and our hearts continue to be with Loletha’s loved ones as they grieve," an Uber spokesperson said. "We have been in contact with law enforcement and remain committed to supporting their investigation."
The Uber spokesperson said the account of the person who ordered a car to Brock's house has been banned. Officials have not identified the person who requested the Uber and have not said whether they have made any additional arrests in connection with the case.
In a grand jury presentation Monday, Brock was indicted on three counts of murder, one count of felonious assault and one count of kidnapping, Shultz said. He will be arraigned on those charges later this week.
It was not immediately clear whether he has an attorney.
Brock was originally arraigned on a murder charge in the Municipal Court of Clark County on Wednesday and posted a $200,000 bond. If convicted of that charge, he could be sentenced to 15 years to life in prison or a $15,000 fine.

When you go out of your way to carry out other duties that are not included in your job description, they automatically become part of your job description.
