Information currently gathered by our outfit indicates that Togolese striker Kossi Kuodagba has died after falling ill with malaria. Reports has it that the striker went back home as a result of the lock-down but got affected with malaria in the process.

Kossi Kuodagba who plays for ASC Kara finished the Togolese season as the top scorer for two solid years in a row helping his club win the league in 2019. He left Kara (Togo) as a result of the suspension of the season due to coronavirus just to be with his family but it went the other way.

Tanzania, Benin, Ivory Coast — within six months, three African nations have revoked the right of individuals and NGOs to sue them before the African Court of Human and Peoples’ Rights (ACHPR). This leaves just six member countries where the court has such jurisdiction.

There were high hopes when 30 countries launched the ACHPR back in 1998. Six years later, the court began its work and its judgments are binding on member states. But today, the Court is no longer a priority for many African governments, or even the African Union (AU).

“Individuals and NGOs are currently the only ones bringing cases to the African humans rights court,” former deputy chairman of the ACHPR, Fatsah Ouguergouz, told DW. “The African Commission on Human and Peoples’ Rights probably no longer has the interest in going to court, nor are the individual states prepared to do so,” he said. In other words, the court will soon simply run out of cases.

Rulings not respected
But the Court doesn’t just face difficulties before a new trial even begins. Some states block any attempts to enforce court decisions.

Take Benin, for example — the opposition politician Sebastien Ajavon appealed to the court after being sentenced to 20 years in prison in 2018. Ajavon argued that he had been excluded from taking part in the local elections as a result.

The court ordered that the vote be suspended while the case was being considered. Nevertheless, it took place as planned on May 17. By then Benin had already withdrawn its voluntary commitment to the court.

On April 28, a court in Ivory Coast imposed a 20-year prison sentence on Guillaume Soro for corruption . The ACHPR had ordered the suspension of the arrest warrant against Soro. In both cases, the government complained of gross interference by the court that threatened the “well-being of the nation.”
The Court is currently attempting to establish binding standards throughout the AU to oblige states to implement the rulings and sentences handed down. So far, the results have been nothing less than disastrous.

“Many of the states against which the court has issued rulings or orders have not complied with them,” Robert Eno, ACHPR’s Registrar told DW.

Up against weak justice systems
Human rights organization Amnesty International warns that many governments not only boycott the ACHPR but also weaken their won country’s local courts.

“The alternative is to tell people to turn to the African Commission on Human and Peoples’ Rights to appeal to the court indirectly,” Fidele Kikan, Amnesty International’s Country Director in Benin, told DW.

However, Fidele says turning to the court has not worked out well in practice. “We know that of the 300 or so cases that have been dealt with before the court, only three have come through the commission. This has not worked very well”, Kikan said. The commission — one of the institutions of the AU — could also impose sanctions on states that ignore court decisions. But it has never made use of this privilege before.

Human rights activists like Kikan are also surprised by the fact that the same heads of state and government authorities who are rebelling in Africa against alleged paternalism by international courts aren’t cooperating when it comes to African jurisdiction.

“It is quite astonishing that heads of state who portray themselves as more or less as populist pan-Africanists are simultaneously working to weaken regional institutions.”

Political will lacking
According to Zimbabwean lawyer Sternford Moyo, the problem does not lie with the ACHPR itself.

“The problem is rather the lack of will among African heads of state to enforce prosecution and end impunity,” Moyo, who previously chaired two judges’ associations in the region — the Law Society of Zimbabwe and the SADC Law Association — told DW.

The fact that courts fall out of favor with African governments as soon as they take up cases that the same governments do not like is not an isolated incident. The International Criminal Court (ICC) has had to struggle with this issue time and again.

When the ICC Chamber launched preliminary investigations into Burundi for possible crimes against humanity which started to occur in April 2015, when the late President Pierre Nkurunziza announced his intention to run for a third controversial term, the East African country unceremoniously submitted its resignation from the Court.

Other countries, such as Kenya, have also considered withdrawing their membership . The ICC has 123 member states globally, but for years, most of its cases have been focused on African countries. This has often been criticized within the continent — but Moyo believes such criticisms are unwarranted : “We should rather celebrate instead of complaining that we get attention from the ICC. It means we are using the court’s resources to end impunity in our region.”

Addis Ababa — The director of Technology, Climate Change and Natural Resources Management at the Economic Commission for Africa (ECA), Jean-Paul Adam, told journalists during a virtual press briefing on 10 June 2020 that Africa contributes less than 1% to the world's digital economy, which accounts for about 15% of global GDP.

He said the continent needs about USD100 billion to achieve universal, affordable and good quality internet access by 2030 (according to the World Bank). Presently, only 17.8% of households in Africa have internet at home and the continent accounts for only 21% of worldwide internet users.

It is estimated that over a quarter of a billion school children in Africa have been affected by COVID-19 and most of them lack the digital tools to continue their education online.

"This is very concerning and conveys a strong message that broadband connectivity is absolutely crucial for educational institutions and businesses to continue to provide essential services," said Mr. Adam, adding "reliable, high-speed internet is key to ensuring that hospitals and medical institutions can access the global information network and resources necessary to fight COVID-19."

He cited affordability as one of the biggest barriers to internet access in Africa, stating "The average cost of 1GB of data on the continent is 7.12 percent of average income, with some countries having rates as high as 20 percent, which is way above the 1 - 2 percent deemed to be affordable."

In terms of bandwidth, Mr. Adam said many African countries still have bandwidth as low as 64 kilobits. He noted that "in certain situations, bandwidths for an entire country is less than what is available to an individual residential subscriber in the USA."

"Data shows that downloading a 5GB movie took 734 minutes in the Democratic Republic of Congo, 788 minutes in Sao Tome, 850 minutes in Ethiopia, 965 minutes in Niger, 1,342 minutes in Equatorial Guinea and only about 11 minutes and 8 seconds in Singapore," said Mr. Adam.

Adding to the issues of access and bandwidth is what Mr. Adam referred to as a "deplorable digital gender gap in Africa" with a 33.8% internet penetration rate for men and only 22.6 % for women in 2019.

Despite the limited connectivity across the continent (with close 40% of the population online), Mr Adam said the digital response to COVID-19 has been great.

He cited Ghana's COVI-19 Tracker App, which traces contacts of persons infected by the virus and shows where they have been in recent times through various telephone-related data. Such persons are then linked to health professionals for urgent action to be taken.

Another positive example is in Nigeria where an ICT company created the COVID-19 Triage Tool, as a free online tool to help users self-assess their coronavirus risks category based on their symptoms and their exposure history.

Mr Adam emphasized that as the world races with implementing digital technologies to accelerate social-economic activities due to a slowdown with COVID-19, there's a need for concerted government action in partnership with the private sector and other stakeholders to be able to achieve universal, affordable and high-quality broadband access.

"While the private sector can drive broadband initiatives, the government can play a crucial role by implementing effective sector regulation, addressing potential market failures, and creating the conditions for an open, competitive broadband sector."

As Africa strives to adapt to the Fourth Industrial Revolution while modernizing and expanding its manufacturing base and broadening economic and trade integration through the African Continental Free Trade Area (AfCFTA), Mr Adam said "we need to harness the potential of the new and emerging technologies including Big Data, Artificial Intelligence and machine learning, etc"

Mr Adam was optimistic that the AfCTA provides a timely gateway way to the future, especially given the impact of COVID-19 on the global supply chain.

Auditory memory is also known as echo memory, in simple words it is when the brain takes and stores oral information and remembers it later. So if you hear your name being called when there is no one around you, it's because your brain calls out the sound of someone calling you in your name and then remembers it at another time.

If you have tried those strategies mentioned above and still couldn't control your urge to engage in the act. Drink very cold iced water and bathe with it too whenever you feel the urge. Your tension will cool down and you will be alright trust me. People did it and it worked for them that's why i am sharing the knowledge with you.

9] Workouts

One of the sure ways to get rid of the act is by engaging yourself in a workout. whenever you feel the urge to do the act, always try to do little workouts like push ups. If you have a thread mill in your house, that will be much better. exercise and take your minds off the act and you will be fine.

10] Go Easy

I know that it is not easy to stop what you are addicted to in a blow. What i will advise you to do is to go easy on yourself. if you are addicted to doing it five times in a day. Reduce it to two times. From there you can reduce it to once in a day, once in two days, once a week, once a month, and so on until you get rid of it totally by using these formulas i have listed above.
