[size=14pt]CBN to Categorise Banks[/size] CBN to Categorise Banks By Emele Onu, 01.12.2010 Add To Favorites Print This Article Post Comment The Central Bank of Nigeria (CBN) is to categorise banks along markets, regions and sectors of intervention among others, to enhance their intermediation role on the economy. CBN Governor Sanusi Lamido Sanusi made the disclosure in Lagos yesterday at the Economist magazine Conference. Sanusi said relevant departments and committees of the apex bank were currently reviewing the operations of the banking system to find out how better the banks could be structured to serve the economy better. According to him, “The CBN might eventually come up with banks that will address just the middle markets, the country’s regions, specific sectors of the economy such as agriculture or just operating as investment banks, Islamic banks or specialist financial institutions.” The governor, who fielded questions from panelists at the forum with the theme “The Future of Banking and Finance in Nigeria”, pointed out that the categorisation would entail different operational guidelines as well as authorised capital for the banking industry. He added that the prevailing N25 billion capital would remain just for universal banking. The apex bank, he said, would be meeting with shareholders of the rescued banks by the end of this week to fast-track the recapitalisation exercise. He said a number of local and foreign investors had indicated interest in the banks, adding that the CBN was at the stage of technical assessment of the investors prior to short listing a few. Sanusi assured the audience, which included foreigners that, “The CBN will not stand in the way of any foreign investor but is not looking for a foreign investor with short-term in mind.” The CBN, he further said, was determined to unlock all the structural bottlenecks that could stand in the way of the sustainability of the banks as business concerns and as lending institutions. Along that line, the monetary authority had met with members of the National Assembly and was looking forward to having the Assets Management Company (AMC) bill passed within the next six weeks, the governor said. He pointed out that after the AMC might have bought the bad assets of the rescued banks, they would just require additional amount of between N300 billion and N400 billion to properly position their operations. The rescued banks whose top managements have since been changed after the CBN injected N620 billion are Afribank Nigeria Plc, FinBank Plc, Intercontinental Bank Plc, Oceanic Bank International Plc, Union Bank of Nigeria Plc, BankPHB Plc, Spring Bank Plc and Equitorial Trust Bank Plc. Wema Bank Plc also benefited from CBN largesse but its management was not changed. The governor disclosed that the monetary authority was targeting a lending rate of between 14 and 15 per cent this year, but said the realisation would depend on improved lending environment for the banks. “The CBN will never force the banks to lend to anyone or order banks to lend at a particular rate. What we have to do is facilitate a competitive environment that will enhance credit and at reasonable rate. A bank can only lend long-term if it gets long term deposits,” Sanusi said. He said harsh business environment makes it difficult for most businesses to thrive - a development that affects their credit worthiness. According to him, “the CBN and the banks are collaborating with other institutions with responsibility for fiscal policy to provide infrastructure that will make the country’s business environment competitive.” On banks’ supervision, the governor said the CBN had signed a memorandum of understanding (MOU) with the apex banks of other countries to ensure its cross border supervision was properly implemented. Speaking earlier at the conference, Lagos State Governor Babatunde Fashola stated that the state government was poised to develop infrastructure with a view to enhance the investment climate. Fashola said that desire had seen the government invest substantially in roads, transportation, water and fast moving into power generation. He disclosed that about 60 per cent of the annual budgets of the state had been devoted to building infrastructure. US Senate Invites Mutallab Senior The on-going trial of Umar Farouk Abdul-Mutallab, the 23-year old Nigerian accused of plotting to blow up a US airliner on Christmas day took a new twist at the weekend as the United States Senate Committee on Foreign Relations invited his father, 70-year-old banker, Alhaji Umar Mutallab to appear before it on January 20. Also in the US Senate, 20 Senators who are members of the Republican Party are collecting signatures from their colleagues in support of a letter to President Barack Obama objecting to the administration’s decision to try the suspect, Abdul-Mutallab in a civilian court. The Senators want the trial transferred to a military court, a development which will elevate the offence to the status of an attempt to levy war against the United States. The US Senate’s invitation to Alhaji Mutallab dated January 7 was signed by its Chairman, Senator John Kerry who was the Democratic Presidential candidate in the 2004 elections. The letter was addressed to Nigeria’s acting ambassador in Washington, Babagana Wakil. The letter which requested the former Chairman of First Bank to testify before it stated that: “The United State Senate Committee on Foreign Relations would like to extend an invitation to Mr. Farouk Abdulmut-allab, former Chief Executive Officer of the First Bank of Nigeria, to testify before the Committee on the morning of January 20,2009 (wrongly dated). “Mr. Abdulmutallab acted in a heroic fashion by informing US authorities of his concerns about his son’s whereabouts and activities and by seeking to disrupt what he believed could have been a dangerous situation. We would like to afford him the opportunity to discuss his experience with his son and to provide his recommendations on the process by which he worked with US authorities. “I would also note that Mr. Abdulmutallab’s appearance would allow him to correct the negative press to which Nigeria has been unfairly subjected over the past two weeks. “The Committee is happy to pay for Mr. Abdulmutallab’s travel to the United States, hotel accommodations in Washington, and return to Nigeria. He noted that Senator Kerry’s letter vindicates Nigeria as a nation which abhors terrorism and that Farouk’s unfortunate action cannot be used to stigmatise the entire citzenry. However, agency reports stated that the letter prepared by the Republican Senators asking President Obama to transfer Abdulmutallab’s trial to a military court was still circulating among Senate offices for signatures as at weekend. Initial signatory included senior Republicans on the Senate Judiciary, Intelligence and Armed Services committees. The sponsors of the letter argued that critical questions such as whether Abdul-mutallab obtained money for the operation, and if so, from whom; the identities of all the people who assisted him; and how he trained for the attempted bombing remained unanswered. The Republicans were said to have written the letter the same day Abdulmutallab pleaded not guilty in a federal court in Detroit. A US grand jury on Wednesday indicted him on six counts in the alleged plot, including attempted use of a weapon of mass destruction, which carries a penalty of up to life in prison, attempted murder, and wilful attempt to destroy or wreck an aircraft. His next appearance in court was not set Friday. Abdulmutallab allegedly attempted to detonate a bomb made from explosives PETN and TATP as Northwest Delta Airline Flight 253 was descending into Detroit en route from Amsterdam. There were 279 passengers and 11 crew members on board. The flight landed safely after passengers and crew subdued him.
