By Mariam Sanni, Abuja The Director General of the National Lottery Regulatory Commission, NLRC Lanre Gbajabiamila has been alleged of misappropriating over N140billion of the commission’s revenue. A petition by a civil society organisation, Growth and Development Monitoring Initiative, made available to AljazirahNigeria, stated that the commission’s boss has swindled billions of Naira, issuing unauthorised waivers to his cronies, creating fictitious contracts, inflating contract costs and assets acquisition by over 100%. The petition alleged that the aides of the DG earn a whopping sum of N450,000 monthly at a time the salaries of the staff of the commission are at the least salary structure in any government agency. According to the petition, “his nefarious activities in addition to his ineffectiveness have cost the nation to lose over N100b yearly. The initiative has called for the dismissal, prosecution and outright reinvigoration of the agency for optimal performance. AljazirahNigeria learnt that BetNaija earns not less than N1b daily, while Baba Ijebu Lotto earns between N500m to N600m daily, of which 20%, what should have come into the federal coffers would have translated into N400m daily. If N400m is multiplied by 365 days, a total of not less than N146b should have been generated and remitted into government coffers. This means that, aside crude oil and trillions of Naira raked in by the Federal Inland Revenue Service, Nigeria Lottery Regulatory Commission should be earning next to FIRS if the commission is managed by a more proficient, patriotic, professional and selfless DG. Further investigation by AljazirahNigeria revealed that the DG uses his personal account to receive revenues meant for the government from Lottery Operators from where he diverts same to his cronies and godfathers. Under the current DG, Mr. Gbajabiamila, Nigeria Lottery Regulation Commission has been relegated to an institution which its operations and earnings are shrouded in secrecy. It has become a cult-like institution that does the bidding of the reprehensible Nigerians who feast from the common treasury. This gives a clue of the looting, abnormality, and free-for-few financial grab that happen on a daily basis in a government institution that should have become one of the most veritable revenue earners for the government. The report said the DG leverages on his office to spruce the pockets of his godfathers and cronies using unauthorised waivers, inflated contracts, and fictitious contracts among many other avenues through which hundreds of millions of taxpayers’ money have daily fleeced the nation. AljazirahNigeria investigation further revealed that while the staff of the commission can hardly take out an average living wage as a result of poor remuneration and total absence of incentives that can drive growth, the DG on his part is constantly on spending sprees to his cronies both in government circles and within the political echelon. That included a recent holiday to Italy with some of his cronies. The DG unilaterally approves a remuneration package for his Special Assistant, Olafadeke Akeju who has taken over the everyday running of the office, against government standard rules that SA’s activities should be limited to giving personal assistance to their principals. Information reveals that aside from the fact that the Special Assistant earns a whopping N450,000 monthly, she owns her own sport betting companies and has interest in most of the sports betting companies. Furthermore, the SA is on retainer payroll as Legal Adviser of the Association of Books, being the umbrella body of Sports Betting Companies. The Director General of the Commission is alleged to have opened the treasury of the Federal Government agency to fund friends, relatives, godfathers, parliamentarians and those who hold his back. According to information unveiled exclusively to AljazirahNigeria, the Director General, Lanre Gbajabiamila, pays the Senate Committee Chairman on Sports, Senator Obinna Joseph Ogba the sum of N36,014,400 every month through the Senator’s Special Assistance. Furthermore, investigation carried out revealed that the DG went into this unholy agreement with the Senator and others, including Bola Ahmed Tinubu when his confirmation was stalled by the Senate. A source who spoke to us on condition of anonymity in the office revealed that the office of the DG is desperately striving to cover up and falsifying figures after a query was raised by the office of the Auditor General of the Federation. Findings show that most of these figures are usually hidden under “Oversight function” and paid through a secret account operated by the agency through which cronies of the DG are paid. According to information available to AljazirahNigeria, the Senate Committee chairman on Sports, Senator Ogba and Bola Ahmed Tinubu are among the people who receive slush illegal money from the DG monthly for supporting his bid to emerge as the Director General of NLRC. The group, in a petition to the office of the Secretary to the Government of the Federation OSGF, the Economic and Financial Crimes Commission, EFCC, the Commission herself, and other anti-corruption agencies and pro-good governance Civil Society Organisations, CSOs, obtained by AljazirahNigeria alleged that Mr. Gbajabiamila is on a mission to destroy NLRC with the connivance of his cronies who are shortchanging the Federal Government of billions of Naira in revenue daily. The group described it as saddening that while Lagos State, the home State of Mr. Gbajabiamila is raking in billions of Naira in revenue through the lottery; the Federal Government is losing hundreds of billions of Naira revenue as a result of the DG’s activities, ineptitude and greed. “He is on a mission to destroy a federal agency. He is killing a federal agency in favour of a state agency. We know where his loyalty lies and how he is rewarded by his cronies. We will not allow this to continue. We have our facts and information about this claim. No motivation of staff, no cohesion, no synergy, no defined vision. No creative activities to harness the potentials in that sector. Even the little the agency makes is syphoned to personal pockets using fictitious companies and contracts.” According to the group’s spokesperson who revealed that if no decisive action is taken by the government, they would not hesitate to mobilise ordinary Nigerians and other like-minds to demand the sack of the current DG and a total overhauling of the agency. Recall that the DG himself in 2015, while working as the Chief Executive Officer of Lagos State Lottery Board, during a Sales Agents Reward Ceremony organised by Golden Chance Lottery, described the betting industry as a money-spinning industry that generates over N30billion every month. The question now arises: How much has he generated in a year? Not even N30billion a year. This shows a man who can sweet-tongue one into believing what he cannot deliver after being given the opportunity in a Federal Agency. “Ordinary Nigerians are the ones that bear the brunt of bad leadership and mismanagement of the common treasury of the people. When those saddled with leadership authorities pillage the treasure, it is the ordinary Nigerian that dies in lack, hunger and sickness. It is the ordinary Nigerian that suffers lack of basic amenities. So, our conclusion is that if we do not see any meaningful action on the side of the government and its anti-corruption agencies, then we will start by addressing a world press conference followed by civil actions. We are doing this for the good of Nigeria. Imagine an agency that can generate hundreds of billions of Naira; an agency that should be a major employer of labour, remitting a token to the government. Elsewhere, it is a thing of honour to work in a lottery agency.
