This law refers to improvement such as painting etc and not kitchen furniture. Even the law states that the landlord is to pay the tenant for the “improvement”.

1) What happens if it wasn’t in writing and the tenant doesn’t want to be compensated. He simply wants to leave with his stuff.

I’m from Edo. Which part of the tenancy law is this stated so I can check it out? The tenancy law in Edo is outdated. Besides, the kitchen cabinets are mobile. You can remove them. Asking her to leave it in the kitchen is like asking a tenant to move out without their furniture.
