Actually it is application for visa that needs the 28days duration. Most school, at least from what i have heard, can just ask you for two weeks statement or even a week statement

Are you a September intake? If yes go ahead and pay your school fees deposit then send the telex to them to show your seriousness about the admission. Also send an email to let them know the POF is yet to mature.
It takes some schools a few weeks to confirm telex payments anyway so while they are working on that, your POF days will be counting as well and you can send it to the school once it’s matured.

Using the oanda rate of 523, you need about 11.4m. With the exchange rate fluctuations, you need to have atleast 12m or 12.5m in your account as POF.
