Blame Jonathan! That very ineffective and utterly naive human being!
Under Yaradua and Jonathan, the plan was for the Niger Delta militants to be integrated into the Army after their renouncement of violence... Jonathan never followed through with that program seriously. It was the best opportunity to raise the quantity of Niger Deltans in the countrys security agencies.

Fast forward to 2015, Buhari came in and seized his opportunity. Pretending to be offering amnesty to Boko Haram militants, he did not just create a North East development commission with statutory obligation to take 3% from that national budget every year before distribution, dude also flooded the whole Army with Northerners. So much so, that if a Southerner takes over today, he's most probably going to totally depend on Northern officers for his security and you know what that means..
