Obviously India refiners bring oil from all over - and sell refine oil. There is no way to know if oil came from Russian or not. But ever since EU discovered some companies were circumventing sanctions - they have warned sanction India refineries - and they impose discount on Russia oil.

The Indian 'laundromat' exposes the 'refined' hypocrisy of Europe

Five countries — China, India, Singapore, Turkey and the UAE — have turned into "laundromats" for European countries that imposed price caps on Russian crude. Western countries that have largely banned the imports of oil from Russia imported EUR 42 billion worth of oil products from countries that have increased imports of Russian crude oil in the 12 month period since Russia’s invasion, says a report by the Finnish non-government agency Centre for Research on Energy & Clean Air.

The report calls these five countries, which have increased purchases of Russian oil and launder it into products shipped to countries having sanctioned Russian oil, the laundromat countries.
However, the phenomenon exposes the hypocrisy of the Western price-cap coalition against Russia instead of any wrongdoing by India and the other four laundromat countries.

India's Oil Ministry has reacted by saying, “As a sovereign country, India is free to import or export goods and commodities within the terms of international law.” It pointed out that India has traditionally been an exporter of refined products.

Though the report shames the five countries by calling them laundromats, it admits it's a legal way of exporting oil products to countries that are imposing sanctions on Russia as the product origin has been changed.
Jaishankar was responding to EU's chief diplomat Josep Borrell who had said, “If diesel or gasoline is entering Europe... coming from India and being produced with Russian oil, that is certainly a circumvention of sanctions and member states have to take measures.”

But a month later, Borrell climbed down from his high ground. “If Indian refiners are selling, that is because European companies are buying, directly or through an intermediary… But who is responsible for this – the seller or the buyer?” Borrell, the EU High Representative for Foreign Affairs and Security Policy, said in a clarification published on the EU diplomatic service website.

When I raised the issue of Indian exports of refined products based on cheaper Russian oil, it was not to criticise the Indian government but to say that we cannot close our eyes to how EU companies themselves are circumventing the sanctions by purchasing refined oil coming originally from Russia,” Borrell said.
