Temptee101: Nigeria: Den of Rogues
These criminals at the helm of affairs have always initiated policies that are anti-people in order to inflict more pain and frustration to the already saturated populace. What concerns car end users with import duty??
I hate this country especially her selfish leaders
We are cursed as a people. The only time these heartless crooks flex their muscles is when its targeted at the masses. Please note that I'm not trying toehold brief for Customs or support their inadequacies but why will any end user purchase a vehicle without physical proof of custom duty documents or vehicle registration number. I was just advising a client yesterday about a car he wanted to purchase and he was like " the car is too cheap and clean" but I kept advising him not to buy unless the former owner produced the documents. He doesn't know that "cheap and neat" might turn into a serious migraine after purchase and we have hundreds of end users just like him. I've always told people, if it's too cheap, get your mechanic and also check the duty papers, you'll be saving yourself a lot of headache later on but people will not listen until they fall into the trap. If a dealer tells you that his/her papers are lost, tell them to provide new papers or bargain and share the cost of new papes. |

HAH: Thank you the detailed explanation, however I still believe the website should be configured to accept VIN in full and also make it hack proof like banks website, so that people can sit in their home and verify their cars without any hazzles.
By the way how do you confirm the duty of a car bought brand new from companies like elizad, PAN or coscharis, cos the last time we bought cars no duty papers was given to us only receipts Brand new vehicles are alwa exempted as long as you buy from dealers like elizade or PAN. The same issue that banks have, in a situation where you can't check a teller number in the website is also the same they've. Their portal was been managed by civilians but they had issues with them and hacking was one of the problems. That was why officers where trained to take over and access to the server became restricted. |

AkumahTalk: I'll give you 5 reasons why it won't work: 1. The infinite number of defaulters you have to deal with in all 36 states will overwhelm the Customs agency. How many are they sef? 2. The expectation that every driver will carry custom duty papers alongside vehicle licence, road worthiness , Insurance and have it at all times. 3. Who will enforce it? The same corrupt Custom officers or the ever corrupt Police. 4. The usual single point(s) of payment and very limited manpower will create a bottle neck that will overwhelm the Customs and make deadlines sound like APC election promises 5. NIGERIANS ARE STUBBORN PEOPLE. Also, they better be ready to create exceptions for commercial drivers.
Up till date, I still drive my car with the old plate number and the very first tinted permit I did when the vehicle was purchased in 2010. In this country, we still haven't learnt how the world works. Sir, your vehicle is safe if you've solid proof that it has spent seven years or more. About the check, Ali is a stubborn man, he'll go and with the programme and wow betide any officer he catches. Some officers are currently facing his wrath because they helped some fraudulent agents register some smuggled Cotonou cars as lagos cleared vehicles around January. He has is men planted in every office and although there's still corruption but it's now low-key. Also, they can't be overwhelmed because it's been done with the cooperations of agents, agents do the bulk of the work, there job is just to enter it into the database and if you've ever seen an assycuda, you'll know they've many officers in it. There's a ready form, all they need to do is just check what the DTI has captured, check against the hard copy,if they details are correct, they exit it in their system. |

HAH: What should be my business with import duty papers or any c number, the vin number should be OK for any verification, no two cars have same vin so why confuse people with another number.
This 3k you mentioned is an extortion and should be fought, there should be a website where everyone can verify his duty payment via his vin free of charge If I may quote you sir/ma, the server is configured to recognise what we call a C-number ( customs reference number) . Customs use the last six digits when entering your details into the server and so many cars can have the same last six digits (Pls note that entering seventeen digits can be cumbersome when you've hundreds of vehicles awaiting entry) , that was why the c-number was introduced. It's just like when you purchase a recharge card and you've mistakenly scratched out two OR three recharge digits from the card. The Customer Care will only refund you when you quote your serial number because that is what will differentiate your card from another card. The same way the custom server is also built. About the website, even we as agents don't have access to the website because their website and the server is inter-connected, the server can only be opened by an officer called the T.S and each CAC has it's own TS, he/she is the direct link between ABUJA - CAC - DTI - AGENTS - IMPORTER ,if anything goes wrong during capturing or there's any alert from Abuja concerning a vehicle or ETLS, he's the first person that gets the alert before any other officer or agent, even low ranking officers in the same office with him can't assess the server if he hasnt logged in. If the server is made public, there are fears that it may be hacked, which may disrupt services throughout every land border, airports, sea ports, banks etc and it may take days/weeks to rectify. The one month programme from what we presume is just a step in opening land borders and also syncing the NCS with other agencies like the FRSC, VIO etc like it is in some countries. Let's assume your car is stolen and you've a system that is synced, after you make a report to the police, police can make reports to all other agencies and the immediately print your details in their respective offices because you've been captured in the system, the can also start a search for the car immediately. That will prevent cross border theft, I've a personal experience about this issue and by the type we could track the car, it was already on its way across the border. It will also enable customs know the routes smugglers use for smuggling and the officers involved, if you want to get a plate number for a smuggled car, FRSC will arrest you and hand you over to customs, customs will investigate and get all the officers on the route you used arrested and they'll face the law. There are other things to be gained in the synergy but it can't be achieved if all vehicles present in the country aren't captured in the database. ***/// KINDLY NOTE THAT ALL IVE STATED ARE JUST MY OPINION AS AN AGENT, ANYONE CAN HAVE CONTRARY OPINIONS WHICH ARE WELCOME, THANKS AND I HOPE YOU'LL HAVE A HAPPY AND BLESSED WEEKEND. |

AutoReportNG2: In response to public complaints and suggestions, the Comptroller-General of Customs, Col. Hameed Ibrahim Ali (Rtd) has approved the adjustment of points of payment and 60% rebate across the board from 2015 downward to ease the process and encourage all motor dealers in the position of uncustomed vehicles to come forward and pay duty.
2. While the grace period remains Monday 13th March to Wednesday 12th April, the points of payments with the exception of Lagos and Port Harcourt will now be the nearest Customs Area Command.
3. Motor dealers in Lagos are to pay their duties at Zone ‘A’ Headquarters, No. 1 Harvey Road, Yaba and Federal Operations Unit, Zone ‘A’, Ikeja. While in Port Harcourt, auto duty payment will be at Zone ‘C’ Headquarters, Nigeria Ports Authority.
4. In the same vein, private vehicle owners who know that duty has not been paid on their vehicles could take advantage of this grace period to do so, therefore owners of such vehicles or their representatives are expected to go to the nearest pay-point for assessment and payment. It should however be noted that the 60% rebate applies only within the grace period.
5. For the avoidance of doubt, the decision to grant a grace period for auto duty payment was not a sudden and arbitrary one, but a product of consultations and long standing engagement with Leadership of Association of Motor Dealers of Nigeria (AMDON) who pleaded for a “window” to pay duty on all uncustomed vehicles within the Country before the ban on vehicle importation through land borders.
6. Noteworthy also is the ongoing collaboration with the Federal Inland Revenue Service (FIRS), Federal Road Safety Commission (FRSC), Vehicle Inspection Officers (VIO) and Nigeria Police Force (NPF) in the Vehicles Identification Number (VIN) Project which is another bold step by the Service to boost revenue and enhance national security. The benefit of this collaboration is that those who do not pay duty on their vehicles will not be able to obtain licence and register them in Nigeria. We believe that when all vehicles are properly registered and owners’ identities tied to them, National Security will be enhanced.
7. While expecting Motor dealers and indeed private owners of smuggled vehicles within the Country to use this grace period to pay duty, it should be noted that the Service will intensify its statutory functions of anti-smuggling operation with a view to seizing and prosecuting owners of uncustomed vehicles and other goods.

For the umpteenth time stop contacting or mention me but focus on growing your business. Healthy competition breeds quality service, it's a win win situation for providers of quality service and the customers they serve.

My business has grown more than you can imagine for more than six years and it's still growing more than you can ever imagine. I'm not getting in your way if you think this is a business you can reap millions. The same way people like you destroyed business across the border by claiming to be agents when you aren't even registered with the apex body at the border, only to disappear into thin air when FG stopped importation across the border. Do you even know what it takes to be a licensed and registered agent, I doubt it but I leave you to your antics. Just don't bring your rubbish to my thread. It shows glaringly that you dont even know of what it takes to do what the job entails, you wouldn't have even bothered to advertise in another person's thread or in a wrong section in nairaland but anyway, I leave you to your antics, your types know where they're now. |

saintjoel: So many questions are been asked about this signal from the Nigerian custom service and how it affects Nigerians.
One, those boys in grey don't care about how many years your vehicle has spent in Nigeria. Once it's not more than seven years, they can still enforce the law and you have to pay regardless of how many years you've used it
Two, we've not heard about "60% " reduction in duty by NCS. Some people have called about it and we've asked for links to the story and till now, nobody has been able to come up with it.
Three, the Senate ruled that the exercise must stop but we at jelad ventures will still advice you to regularise your papers. The same Senate that couldn't order the re-opening of the border now wants to enforce the stoppage of duty checks. Customs have been given a target of N1.1T and in a few weeks time, they'll launch aggressive revenue drive and you wouldn't want your vehicle fall short of expectations. The Four Zonal Offices of the Nigeria Customs Service are: Zone A Headquarters, No. 1 Harvey Road, Yaba, Lagos; Zone B Headquarters, Kabala Doki, Kaduna; Zone C Headquarters, Nigeria Ports Authority, Port Harcourt and Zone D Headquarters, Yelwa Tudu Road, Bauchi State. The CGC therefore calls on all persons in possession of such vehicles to take advantage of the grace period to pay appropriate duties on them, as there will be an aggressive anti-smuggling operation to seize as well as prosecute owners of such smuggled vehicles after the deadline of Wednesday 12th April, 2017. diportivo: There are numerous threads here to guide u...search!
Better still,summon saintjoel
He can help u I'm here sir. https://www.nairaland.com/2208157/verify-custom-duty-papers-rectifyIf you go through this thread, you'll see where it's stated that you need to run checks on a car before purchase. Has the car been seized, if they've seized it, insist that you want to see their CAC (area controller) or let your lawyer write a letter to them that you want to pay the duty, although it might cost you money but that will be the only way. Also, make sure that it's not a command like Ore-Benin command where they do outright seizure. |

saintjoel: Never assume all is well when buying a Nigerian used car.
OYO may be your case if you don’t sight and verify all the vehicle documents before you part with your money..
Some have fallen victim.. and the car they bought ended up being stolen or smuggled vehicles. To prevent future occurrence, I have come up with this list that will prevent you from buying an undocumented vehicle..
These are the 8 Documents you should ask for when buying a Nigerian used car:
1. Custom documents fully stamped and check whether all things correspond like name and model of car, VIN and all payments were made. Mostly like 6 or more papers.. could be photocopy if multiple cars were cleared by one dealer. But make sure it is a clear crisp document not faded crap.. and don’t take the nobody will ask you for customer paper crap . It could spell doom or stolen vehicle.
2. CMR (Computerized Motor Registration) original copy
3. Current insurance (original copy)
4. Vehicle licence (original copy)
5. Road worthiness certificate (original copy)
6. Plate number allocation (original copy)
7. Original proof of ownership fully stamped
8. You will collect two printed and signed documents: a. Change of ownership document b. Receipt of purchase from previous owner
There are some other documents you may need like a. Tinted permit doc b. police report/doc of change of ownership/plate number/engine number/ chassis number (which we call vin)
Make sure you see the change of ownership letter given to the buyer duly signed when he first bought it as Nigerian used.. except the car was bought as tokunbo then you may not need this.
Once the car doesn’t have custom doc.. except it’s a beetle and the documents have expired years ago, I suggest you stay away from such ride.
If you have any further questions, don’t forget to drop it .
T Another fake paper just discovered. 2008 Highlander bought with papers originally meant for a Ford Edge.
