May God save us from all these leaders. NDE is under Ministry of Labour. So even if the money is for a program to be executed through NDE, It is still the Ministry of Labour that will execute it. Since the program is for each local government, it is the responsibility of the ministry to now direct NDE to send its officials to each local government to do the selection process. But to cut the cost of moving from one local government to another, NDE may make use of people on ground in each local government. |
