Truth is that the NDE is NASS channel for awarding contracts to themselves. Constituency projects of this lawmakers are awarded through the NDE to themselves. Anyone who has handled or been involved in carrying out a constituency project will understand why they want NDE to be solely in charge of this 774,000 jobs.

Ministry of Labour is supervising the recruitment process making sure NDE set a fair level playing field for all prospective applicants who are majorly uneducated and highly illiterate. The current process/guideline was agreed upon by the Management of NDE and Keyamo as the representative of the supervising Ministry. NDE is the one carrying out the recruitment process, will be the one to issue contract letters and pay salaries, hence, the cost was inputed into their budget. Ministry of Labour is exercising his constitutional roles through Keyamo but the National Assembly members are not happy that by the standard of current approved recruitment process, they cannot influence the employment in their constituencies/senatorial districts. They are actually looking for a way to manipulate the management of NDE to do "the normal normal".

I don't understand these goats. A ministry cannot supervise a directorate that is under it, but these goats can jump from their dark caves putting their dirty and ugly noses everywhere and issuing resolutions up and down all in the name of playing their supervisory role, abi?

This is the Worst NASS, since time memorial.... there greediness/selfishness is second to none.

May God save us from all these leaders. NDE is under Ministry of Labour. So even if the money is for a program to be executed through NDE, It is still the Ministry of Labour that will execute it. Since the program is for each local government, it is the responsibility of the ministry to now direct NDE to send its officials to each local government to do the selection process. But to cut the cost of moving from one local government to another, NDE may make use of people on ground in each local government.

Whoever is in charge, it is utter wickedness to approve 20,000 monthly salary for 3 months for jobless people. First, it's far below the minimum wage. Second, it's a temporary job. Third, how much will be left after transport and feeding expenses? Is this amount up to their daily expenses? No one should accept that job. Any less than 50,000 Naira is unacceptable. The problem of this country, since our 4th republic has always been the national assembly. OBJ had problem with them until he devised some undemocratic means of dealing with them via 'ghana must go' and 'banana peel' methods.

Under GEJ, the lawmakers had some clashes with the executive to the extent that they accused some ministers for refusing to appear whenever they were invited. Allison Maduekwe was one of the ministers so accused.

Under Buhari, the problem has persisted. Now the question is, why should lawmakers seek to be contractors either by themselves or through proxies. The doctrine of conflict of interests come into mind when people who ought to supervise processes are engaged in the process implementation.

The day our national assembly members shed their primitive inclination to use their positions to amass wealth, that day will sign post the development of this country.

The lawmakers have a great role to play in making sure that the executive arm does the right thing at all times; and to play this role effectively, the lawmakers have to be above board at all times so that they can always go to equity with clean hands.

Your argument makes a lot of sense. Departments and agencies have always operated under the guidance and supervision of the supervising ministries. One wonders what has changed to warrant the ignoble path that the lawmakers (or law breakers) are towing.

I feel that, the lawmakers think that they would find it easier to manipulate the NDE to do their bidding since the ministry of labour is not showing the readiness to play ball.

The job creation scope is the brainwork of Keyamo and there is no how it can be executed properly without having the input of the initiator of the idea...
