The bolded can be true depending on what aspects you're looking at.
For instance, let's try casablanca,
For casablanca, it has nice streets and short iconic low rise buildings same to Tunis and Windhoek.
Those city are small of course hence things like human development will speak volume, talk of electricity supply, basic amenities like water supply., education e.t.c is not a big deal.
Countries with skyscrapers will always dominate others with low-rise structures with some pathetic section of that city, talk of slums, dapidated roads e. T. C usually means a lot.
For instance, Lagos dominates Windhoek with their low-rise structures, why.?
Windhoek is not that perfect city with low rise structures.
In a nutshell, lowrise buildings should be perfect so as to compare with those having skyscrapers.
