The criteria used are based in tourist reviews,total number of roads accident anually (it's believed that more road accident occurs due to bad roads which is not the case), the commuters obedience to traffic symbols and rules e.t.c and a bunch of other things...

It's not worth ranking one over the others . Good roads is visible beyond paper stats..

Nobody is underestimating port Louis it is a very good city. But based on livability by his indexes Victoria in Seychelles is even better. Windhoek is also up there.
