Not really, SW actually benefits more than any region in the whole of Nigeria.
here are some of the projects embarked on by this current administrator in southwestern part of Nigeria.

1. Rehabilitation and Expansion of Lagos-Ibadan Expressway: The project is now being funded by the Presidential Infrastructure Development Fund (PIDF) established by President Buhari in 2018 to fund critical infrastructure projects (ongoing and 87% completed)

8. Construction of US$10 million Cancer Treatment Center at the Lagos University Teaching Hospital (LUTH) (ongoing)
9. A $21 million project funded by the Japan International Cooperation Agency (JICA) — will stabilize power supply to more than 200,000 people in and around Apapa in Lagos State. The contract was signed between the Japanese and Nigerian Governments in November 2018.
10. Sukuk is an Islamic funding option for projects of any kind, as long as such do not violate the tenets of Sharia. It became imperative for the Nigerian government to adopt, following the need to bridge the massive infrastructure gap, in the light of dwindling oil revenues in recent times. With the endorsement of the scheme by Mohamed Rufai with reference to the Kano Maiduguri Road, the Sukuk scheme could not have enjoyed better commendation.
