Victim’s family tackles mortuary over missing wrist The family of a Lagos-based Togolese, Frank Afanvi, explains to SAMSON FOLARIN how members of the Oodua People’s Congress lured him from a church in November last year and tortured him to death over alleged theft of a car battery Lured from church The family of 38-year-old Frank Afanvi were smarting from his alleged murder by members of the Oodua People’s Congress when they discovered that his wrist had also disappeared from the Lagos Mainland Hospital’s morgue. They said neither the police nor the mortuary attendants provided any answer to the family on the missing body part, arousing suspicions of possible ritual use. The victim’s brother, Peter, lamented that the police at the State Criminal Investigation and Intelligence Department, Yaba, bungled investigations into Frank’s death. He alleged that those behind the killing were released without any charges PUNCH Panorama gathered that Frank, a French teacher, ran out of job due to the COVID-19 pandemic. The Togolese was said to have become a security guard on Abiola Farm Estate, Ayobo, in a desperate bid to fend for his wife and four children. Our correspondent learnt that he was arranging instruments in preparation for a Sunday service in his local church in November 2020 when he received a call to come for his first salary. According to his brother, the excited Frank left his wife and kids in the church, Christ is Able Apostolic Mission, Amule, Ayobo, and ran off to meet his employers. Peter said at the end of the church service, everyone became apprehensive when he did not return. “While we were returning from evangelism, we saw three motorcycles. One of us spotted Frank on one of them; he had been beaten to a coma. We ran after them and demanded what he did wrong. “The OPC man told us that he stole a car battery where he was working. After some minutes, we traced them to their base on Alaja Road, Ayobo. “When we got there, we saw him with the OPC gang and some community members, torturing him. We pleaded that they should leave him and we could negotiate with them. I also quickly sent someone down to the Ayobo Police Station to bring the police. “But while the man was going, it started raining and he could not make it to the station. The OPC leader, Waliu, demanded N150,000 from us for bail, including one carton of beer and some alcoholic drinks,” he added. The victim’s brother said he called their pastor, who asked them to return to raise the money. Frank was, however, taken to another location, where he was allegedly subjected to another round of torture. Peter said by the following day, they were informed that he had been taken to the Ayobo Police Station. “When we got there, the police told us that he was in a hospital. They did not want to break the news of his death to us because of his wife. They later said some OPC members brought his corpse the previous night, alleging that he stole a car battery. “The police said they arrested and detained all of them, including some community leaders and transferred them to the State Criminal Investigation and Intelligence Department, Yaba, on November 29,” he added. ‘Frank was framed’ The brother said some residents informed the family that Frank was framed because the OPC wanted to take over his security job. Peter noted that the OPC in the community believed that they were entitled to the estate he guarded and wondered why “a foreigner” who was also not a member of their group would take their job. He claimed that the battery thief who allegedly framed Frank confessed that the OPC members promised to release him if he mentioned the name of the deceased. Peter expressed shock that despite evidence, the SCIID released the suspects. “The Ayobo Police Station transferred nine suspects to them. But Panti released almost all of them. They connived with a journalist who promised to help us, and the OPC, and released seven of them. “The remaining two that they claimed to have arraigned, I saw one of them, Waliu, two weeks ago on the street. I called ASP Musa, the Investigating Police Officer, and told him to give us details of the case and the court name, but he did not respond,” Peter said. Wrist disappears from morgue Peter also wondered what happened to Frank’s corpse at the morgue. He said during a visit to the morgue in January 2021, he discovered that his wrist was missing. “It was a complete body that we saw the first time. But when we went there with a doctor from LASUTH for the autopsy, his wrist was gone. I challenged the mortuary attendants, but they did not answer me. The doctor was also angry. He told them that if the police brought an incomplete body, they would have indicated that in the form they filled while lodging the body. We need answers,” he added. The police from the SCIID were said to be witnesses of this. The Head of Public Affairs, Lagos State Ministry of Health, Tunbosun Ogunbanwo, said those in charge of the morgue were investigating the missing wrist. He said a response would soon be released on the matter. Frank was hard working – Neighbours PUNCH Panorama gathered that Frank was born in Lagos. While his parents returned to Togo in the early 80s due to the executive order mandating migrants without proper documents to leave the country (Ghana Must Go), he remained in Lagos with his uncle. After his murder, his wife and children were said to have relocated to their village in Togo. Frank’s neighbours testified to his good conduct, saying they could vouch for his hard work and honesty. “I have spent 14 years in this community and not once did I hear that he stole anything. I met him on this street. Instead for him to steal, he would beg. He used to say it that day he would steal, God should kill him. There is no menial job that he would not do to feed his family. “He used to be a teacher, but he became a guard because of COVID-19. His children have become fatherless and his wife, a widow. The people who killed him deserve to die,” a neighbour said. We didn’t torture him, says OPC leader The leader of the OPC, Ogunbayo Waliu, when contacted by our correspondent, insisted that the deceased was a thief. Waliu also claimed that Frank died after falling off a motorcycle, saying he was not tortured. He said, “A car battery thief was caught by landlords. The landlords called the OPC to come into the matter. When the thief was interrogated, he said he (Frank) was the one that gave him the battery. “He (Frank) also confessed to the crime and said they always removed car batteries together. So, we asked him to take us to where he usually sold the batteries. He was taking us to the place when he pushed those on the motorcycle with him. All these are documented at the police station. Nobody tortured him.” The OPC official refused to disclose the circumstance under which he came out of prison custody. However, video and documentary evidence obtained by our correspondent revealed that Frank was beaten to a stupor by a mob suspected to be members of the group. A clip seen by PUNCH Panorama showed moments the mob flogged the deceased, as another kicked his head, while he begged for his life. Surprisingly, the co-accused battery thief was left untouched by the gang. A copy of the autopsy report obtained by our correspondent also indicated that Frank’s death was primarily caused by “16 multiple injuries”, and secondarily by “cervical sharp pain.” The autopsy, dated January 25, 2021, was signed by one Dr O.J. Olayiwola of the Department of Pathology and Forensic Medicine, Lagos State University Teaching Hospital, Ikeja. The Police Public Relations Officer, Muyiwa Adejobi, confirmed the case, adding that two suspects were charged with murder. “After the autopsy, the family came to the police to report that the wrist of the corpse was missing. They were advised to report that to the authorities. It is not an issue for the police to deal with; the mortuary attendants can answer that. But for the suspects, they have been charged to court,” he added. Controversial release Our correspondent obtained a copy of the charge sheet, which indicated that 46-year-old Waliu and one Mukaila Salami, 42, were arraigned before the Yaba Magistrate’s Court for Frank’s murder on December 10, 2020. The Chief Magistrate, Mrs A.O. Adedayo, also ordered that they be remanded till January 12, 2021 pending the release of legal advice from the Directorate of Public Prosecutions. Our correspondent learnt that the men were remanded in the custody of the SCIID, Yaba, pending when their COVID-19 results would be out for their transfer to a custodial centre. When our correspondent contacted the Investigating Police Officer, Assistant Superintendent of Police, Musa Olorode, on how the accused persons got out despite facing murder charges, he declined comment. But an officer aware of the matter expressed surprise at the development, saying it had stirred rumpus at the SCIID. “The two OPC men were charged to court because they were those clearly indicted. The community leaders claimed that they released the suspects to them for handover to the police around 10am, but they held on to the suspects till 8pm. They were charged with murder and remanded. While we were awaiting the DPP advice, we heard that they had been released. I don’t know how it happened,” he added. The senior officer said a statement obtained from Frank’s co-accused showed he admitted to stealing the battery and implicated the deceased. The officer said the 16-year-old battery thief was released because he was a police principal witness and a victim of the torture. PUNCH Panorama contacted the DPP to know if it was aware that the two defendants were released. A senior official of the DPP said the agency never gave such an order. He confided in our correspondent that the legal advice had also not been released because the police did not attach the autopsy report to the case file. “It is what we are waiting for to issue the legal advice. We are communicating with the SCIID about it as we speak,” the source said. Frank’s brother, Peter, said he collected the autopsy result in January, wondering why the police had yet to get it and forward to the DPP. The police spokesperson, Adejobi, said suspects remanded could not be released without a court order. He said, “It’s a murder case; they cannot be released. Once a case has been brought to court, police do not have powers for administrative bail again. Little Risikat Fayomi has been brutalised by her grandmother, identified simply as Ayinke , aka Iya Adijat, on Canaan Land Estate in the Matogun area of Ogun State . The four - year - old victim had been locked up in a room when a passerby heard her groaning with pain . PUNCH Metro learnt that efforts by residents, who besieged the house , to gain entrance were futile , as the doors and windows were locked . It took the intervention of policemen from the Ajuwon division before the doors could be broken and the victim rescued . She was said to have been rushed to Tamara Medical Centre, a private facility on Ajuwon Road , in the Akute area . Our correspondent learnt that nurses and doctors at the hospital battled for three days to save Risikat ’s life as she had been incapacitated by the torture . When our correspondent visited the hospital , he observed Risikat singing in Yoruba . “ Mo dupe mo fiyin foluwa ; a o tori mi raja lowo baba oniposi ; mo dope mo fiyin foluwa ( I give praise to God that nobody patronised the coffin dealer because of me ),” she sang . A doctor at the hospital, who did not want to be identified , said Risikat had been singing the song since she regained her strength . He said , “ She was brought here by the police and people of the community . Then , she was in serious pains and could not walk or talk . Her back , hands and legs were swollen . “ We commenced treatment immediately and after an X - ray, we discovered that she had fractures . It took three days to get the pains to subside. Despite that , she still feels a lot of pain when you touch the arm and leg . “ We have decided to transfer her to the National Orthopaedic Hospital , Igbobi, in Lagos . Since she was brought here on March 3 , we have been spending our money to treat her . ” A nurse at the hospital said Risikat also suffered malnutrition . She explained that the hospital had also been responsible for her feeding , adding that her relatives had not shown any concern . “ Whenever we asked her if she would return home , she would start crying and begging that she did not want to go back home , ” she added . A community leader, Adewunmi Oyebode , explained that Risikat had been beaten for allegedly urinating on a prayer mat . He said , “ The girl is not staying with her parents. Her mother abandoned her with the father when she was barely one year old. Since the girl ’ s father did not have a stable job, he in turn took her to the grandfather. “ The young man ’ s mother is dead and his father has a second wife, who we all call Iya Adijat ( Ayinke ). Iya Adijat is her step grandmother. The woman had been maltreating her . “ Whenever she went for Arabic class and they close at 6 pm, she would not want to return home . If you tell her to go home , she would start crying . “ I learnt that the step grandmother had instructed that whenever they were observing the Islamic prayers , nobody should leave the prayer mat. “ So , the girl became pressed and since she could not leave the mat , she urinated on the mat . After the prayer , she descended on her . ” Oyebode said Ayinke , who is about 47 - year -old, later put Risikat in a room and locked her inside . He explained that a herbalist , who lived close to the house , heard the groan of the victim and raised the alarm . The community leader said residents could not open the door . “ We called the police and they broke down the door and rescued the child. We discovered that her hands and a leg had been fractured . There were stripe marks on her body . When we were taking her to the hospital on a motorcycle , she was groaning with pain ,” he added . He said the hospital was awaiting the payment of its N30 ,000 bill before referring the victim to the Igbobi Orthopaedic Hospital for further treatment . He added that the community had started a manhunt for the suspect, Ayinke . PUNCH Metro learnt that Risikat ’s father, Abass, a 25 - year - old tipper driver , showed up at the hospital on Friday to see his daughter. He could not be reached on his telephone line by our correspondent as of press time. The grandfather, Abiodun , said he had divorced Ayinke , adding that they were not living together . “ Abass took the child to Iya Adijat because they live in the same neighbourhood . Everything is still a mystery to me, ” he added . The Ogun State Police Public Relations Officer , Abimbola Oyeyemi, confirmed the incident . He noted that the state command had launched a manhunt for Ayinke . He said , “ The grandma is alleged to have broken her arm and an X - ray revealed she sustained compound fractures . Although the suspect is still at large , we were told she denied being responsible for the injuries and claimed that the girl fell . Samson Folarin Pandemonium ensued on Thursday in the Oke Kura Prison, Ilorin, Kwara State, after six inmates were reportedly beaten to death by warders. Saturday PUNCH exclusively gathered from a top prison source that 11 other inmates were seriously injured during the fracas which occurred around 2pm. It was learnt that the inmates, who were in the condemned inmates’ cell, had protested the substandard quality of food they were served. They reportedly demanded to see the controller of the prison to address their grievances. The source said the prison authorities shunned the inmates and refused to heed their call. He said, “The demand for improvement in food quality and quantity had been on for the past two months, but nothing was done. “On Thursday, the inmates decided to protest. That was how the warders went and got the arms squad. They entered into the prison and unleashed terror on the inmates, who were in the condemned cell. “Five of them died there and one of the 12 casualties died at the hospital. The incident has caused tension in the prison as I speak with you.” It was learnt that the 11 other casualties were on “danger list” at the hospital where they were receiving treatment. Our source identified the deceased to include one Alhaji Fasisi, Alhaji Yusuf, and Jeunlo. “There is a grand plan to cover up the incident in the prison,” he added. The spokesperson for the Nigeria Prison Service, Francis Enobore, could not be reached on his phone. He had yet to respond to a text message sent to his line as of the time of filing this report. However, the Public Relations Officer of the Ilorin Prison who identified himself simply as Philip, denied the incident. He said, “How is it possible for warders to beat inmates to death? It is not true and no such thing happened. Five men rape pupil for refusing tailor’s advances The police in Lagos State are investigating an alleged rape of a Primary five pupil, Zainab (pseudonym) by a gang of five men in the Bariga area of Lagos State. PUNCH Metro gathered that the police had arrested all the suspects, who were being interrogated at the Bariga Police Division. Zainab, 15, was said to have been lured into an apartment on Opeloyeru Street, where the men took turns to rape her. It was gathered that the victim’s “crime” was that she turned down the advances of one of the men, identified as Femi, who wanted to date her. The victim and her father were said to have first reported the case at the Oworonshoki Police Division, which allegedly dismissed it. A family friend, however, took it up and reported it to an agency of the Lagos State Government. Zainab was subsequently taken to the Mirabel Centre of the Lagos State University Teaching Hospital, Ikeja, for medical tests. The Kwara State indigene, who spoke with our correspondent, said since the incident, people in the community had been avoiding her like a plague. She said, “I am in Primary five, but I am also an apprentice in a hairdressing shop. I was given a piece of cloth by my boss on January 6, and I needed a tailor to sew it for me. Mr. Femi said he would assist me and I gave him the cloth. “But when I went to him to take my clothes, he told me that he wanted to date me. When the pestering did not stop, I let go of the clothes and stopped communicating with him. “On Monday, January 11, around 8pm, our landlord’s son called me that Abidoye, a neighbour, was looking for me. It was not the first time that I would go to the man’s house to run errands for him or his wife, so I thought he wanted to send me on an errand. “But on entering the room, I discovered it was dark and the man was not around. As I turned back to go, a group of five men, led by the tailor, grabbed me and blocked my mouth. They took turns to rape me. The whole thing lasted for about one hour.” It was learnt that Zainab, after the ordeal, started wailing uncontrollably, which caught the attention of her father, identified simply as Adeyemi. Her father, who expressed sorrow over the incident, said he reported at Oworonshoki, but the police threw away the case. He said he later told his friend, who then called the Lagos State Office of the Public Defender. “It is a thing of sorrow for me. How can anybody hear that five men raped my daughter? But we have nobody to help us except God,” the father of three said. The family friend, who spoke on condition of anonymity, urged that justice be done for the victim and the suspects punished to serve as a deterrent to others. “This is evil at its peak. I can’t imagine anybody doing this to my daughter,” he added. Our correspondent learnt that the OPD referred the case to the Ilupeju Police Division, which then issued Zainab a letter to the Mirabel Centre for medical tests. The matter was later taken over by the Bariga Police Station, which went after the suspects. A source said the police arrested six suspects. He said, “The police were working on the girl’s story of five suspects, but after the arrests, the men said there were actually six of them involved in the rape. All of them are currently in detention.” The Public Relations Officer of OPD, Adeoba Adeniji-Adele, said victims of rape should protect evidence by not taking a shower after attack, saying sweat was a piece of evidence. He said, “The rate of rape in our society is becoming alarming. Detectives at the State Department of Criminal Investigation, Yaba, are investigating a 60-year-old landlord, Kareem Ajao, for allegedly killing his tenant, Chukwuyenre Eke. PUNCH Metro learnt that the incident happened on Chief Kenneth Street, Ilogbo, in the Ajangbadi area of Lagos State. Our correspondent learnt that Chukwuyenre, a businessman, and the landlord had been having a running battle over payment of rent. The landlord was said to have asked the Imo State indigene to leave his single room apartment. It was learnt that the victim, whose rent expired in June 2015, was packing out from the house on December 14, 2015, when he had a confrontation with Ajao, who allegedly pushed him. The 42-year-old, who was said to have fallen and hit his head against the ground, died. The matter was reported at the Ilemba Hausa Police Division, leading to the arrest of the suspect. The matter was then transferred to the SDCI pending the conclusion of investigations and the release of autopsy report. The victim’s wife, Chinanu, 23, lamented that she was jobless, adding that the death of her husband had thrown the burden of raising their three children on her shoulders. She said, “We moved into the house three years ago and rented a room for N1,500 per month. But every time our rent expired, the landlord always made trouble with us before we renewed our rent. “Last year, he said he wanted us to leave his house after our rent expired in June. My husband begged him to collect the money, but he said no. He issued us a notice to quit. After much begging, he agreed to give us some time to look for another apartment.” She said the intervening period was filled with scuffles and on one occasion, the police were invited to settle a quarrel between her and the landlady. She said, “I told my husband to allow me go to my brother’s house in November, pending when he will find another house because of the frequent clashes. He also decided to stay with friends until we find another house. “On December 13, my husband called me and said he had found another house. He said he would take a vehicle to our former house to pack our loads. I later got a call that my husband had been killed by the landlord.” It was learnt that the victim had taken a vehicle to the house to pack their property when the landlord came and accused him of packing away without informing him. They were said to have engaged in a scuffle during which the deceased died. Chinanu said she got to the house and met her husband in a pool of blood. Policemen from the Ilemba Hausa Police Division were said to have arrived at the scene and arrested the landlord. The first child of the family, seven-year-old Favour, said his dad promised to buy them special caps and biscuits for Christmas and New Year. “I don’t know what happened to my dad,” he said. When our correspondent approached some tenants in the house where the incident happened, they declined comment and referred our correspondent to the landlady. The landlady, who feigned ignorance, said she was not related to the suspect, adding that no member of the landlord’s family was around. Our correspondent, however, dropped his phone number with her. As our correspondent stepped out of the house and entered a tricycle in which the victim’s wife and children were, the landlady also stepped out of the house and saw Chinanu. Some minutes later, she called our correspondent on the telephone with a hidden number and said, “Is it that woman (Chinanu) that brought you here? She brought you here and decided to dodge us. She is the cause of this trouble. She is the one that killed her husband. “She had two husbands in this house before she left. When they got a notice to quit, she abandoned her husband and followed the second man, who is the father of her last child. “It was the problem that aggravated the man’s health and killed him. It is not true that the landlord pushed him and killed him. DPO gets 10 years for killing subsidy protester A former Divisional Police Officer, Segun Fabunmi, has been sentenced to 10 years in prison for the killing of one Ademola Ade in Lagos during the January 2012 protest against the removal of fuel subsidy by former President Goodluck Jonathan. Ade, a fashion designer, had been shot dead at about 9am on January 9, 2012 by Fabunmi, who was the then DPO in charge of Pen Cinema Police Station, Agege, Lagos. The victim was said to have been shot dead when Fabunmi led a patrol team comprising five junior officers to Yaya-Abatan and Abeokuta Streets around Ogba area of Lagos. Fabunmi, who has since been dismissed from the Nigeria Police Force, was on Monday convicted and sentenced by Justice Olabisi Akinlade of a Lagos State High Court, in Igbosere. The convict was also found guilty of causing grievous bodily harms to three other persons – Alimi Abubakar, Egbujor Samuel and Chizorba Odoh – during the said protest. Justice Akinlade handed Fabunmi another five years imprisonment for the offence. Handing down the sentence on Monday, Akinlade rejected the argument of Fabunmi’s lawyer, Mr. George Oguntade (SAN), that the convict accidentally fired the shot that killed Ade, while struggling to retain the possession of his riffle during a confrontation with a mob. The judge said the prosecution led by the Lagos State Director of Public Prosecutions, Mrs. Idowu Alakija, proved its case beyond reasonable doubts. “The only conclusion that can be drawn is that the defendant recklessly shot his rifle and in the process the bullet hit the deceased. He definitely knew that shooting an AK47 can cause grievous bodily harm to anyone the bullet hit. “The fact that he was on a lawful duty did not mean that he should have shot his gun sporadically,” the judge held. I just bought a TECHNO R7 and I discovered that the phone reboots continously whenever I turned on the WIfi and connect the phone to a network to start browsing. Secondly, the phone connects automatically to Wifi and Mobile network on its own and this has been draining my battery. I have tried to turn off all auto applications, and the problem persists. What do I do, please help.... |
