There's little to no sense in what you're saying. The kidnappers could kill the kidnapped person if you don't pay the ransom. Even you talking would pay for your loved ones to get them out. Meanwhile, highway robbery is still on course. It hasn't stopped. Blame your government for insecurities in the country. Don't try coming up with some weak solutions that can't work.

To implement the block feature better, I suggest you limit the number of characters that can be quoted. That way, others don't get to read the comment of someone they blocked.
