No fewer than 62,066 Permanent Voters’ Cards (PVCs) have been confirmed uncollected in Katsina State as a result of death, transfer or relocation of their owners.

The Resident Electoral Commissioner (REC) in the state, Jubril Ibrahim Zarewa, who made this known to newsmen yesterday in Katsina, said about 2,555 people had collected their PVCs in the state since the on-going Continued Voters’ Registration (CVR) commenced last April.

He said studies have shown that a large number of the uncollected PVCs were for students who had since completed their studies and may have moved to another state or some workers transferred outside the state or some residents of the state who had since changed their places of abode after the 2011 voters registration exercise.

“If it is only one person that did not collect his PVC, he is of concern to us because that person cannot perform his civic responsibility. We don’t want that person to be denied his right to vote,” said Zarewa.

Zarewa also revealed that a total of 167,112 persons had been registered since the CVR exercise began in April, 2017, adding that more than half of the figure was registered in the past six weeks since the on-going exercise began.

The outstanding performance in the exercise, according to him, started after the state INEC office received 18 additional state of the art data capturing machines and an approval to move the registration centres from one ward to another to stem the challenges faced by prospective voters.

President Muhammadu Buhari has said his response to the Dapchi abductions was a departure from Goodluck Jonathan’s insensitivity to the Chibok girls’ abduction, Punch reports.

Buhari said this during his visit to Daphi, Yobe State, where 110 girls were abducted by islamic sect Boko Haram.

Buhari was hosted to a stakeholders meeting by the state governor Ibrahim Gaidam.

The president described the Jonathan-administration’s response as insensitive, adding that due to the present administration’s commitment, over 100 Chibok girls have been rescued. He said:

The Federal Government’s response to the unfortunate abduction of the schoolgirls is a clear departure from the insensitivity of the past administration which looked the other way while the Chibok girls were taken away in 2014 and held in captivity for over three years.

Due to our commitment, over 100 Chibok girls have been rescued and reunited with their families, sent back to school and empowered with requisite skills.

You may recall that recently, our negotiation efforts led to the release of abducted University of Maiduguri lecturers, some women police personnel, students and even an NYSC member.

We, therefore, have no doubt that the Dapchi girls will be rescued or released. I can assure parents, Nigerians and the international community that we will do all that is within our power to make sure that the girls are brought back safely to their families.

The World Bank on Wednesday warned Nigerians about a fraudulent multi-purpose co-operative scheme being advertised in some local communities in the country.

The warning is contained in a statement by the spokesperson of the World Bank Group in Nigeria, Olufunke Olufon.


Olufon said those behind the scheme have been promising unsuspecting members of the public huge ‘bottom-up’ grants.

“Several correspondences targeting innocent citizens are being circulated falsely, claiming that the World Bank is giving out money to individuals to do business and demanding processing fees of N1000 from prospective awardees.

“Please note that the World Bank is not behind this multi-purpose scheme and ‘bottom-up’ grant.

“The World Bank does not request for personal financial information for applicants to its programmes,” she added.

The House of Representatives has said it will override President Muhammadu Buhari’s veto on the Peace Corps Bill he had earlier rejected.

The implication of this is that the lawmakers will pass the bill into law without Buhari’s assent if the Upper Chamber of the National Assembly tread the same path with the House.

The Chairman, House Committee on Media and Public Affairs, Mr. Abdulrazak Namdas, who said this on Wednesday, added that the House would override Buhari on nine other bills.

He said the National Assembly had begun the process of overriding Buhari’s veto on the 10 bills.

According to Namdas, apart from the Peace Corps Bill, a Bill for an Act to Establish the Chartered Institute of Treasury Management; a Bill for an Act to Establish the Nigerian Council for Social Work; and a Bill for an Act to Amend the Currency Conversation of Prison Orders are some of the bills.

Others are “A Bill for an Act to Establish Police Procurement Fund, a Bill for an Act to Amend the Environmental Health Officers Registration, a Bill for an Act to Establish the Chartered Institute of Loan and Risk Management of Nigeria and a Bill for an Act to Establish the Chartered Institute of Public Management of Nigeria.”

This will, however, require securing two-thirds majority vote of both chambers to pass the bills.

This means that at least 72 senators and 240 Reps must vote to override the President.

The procedure for overriding the President’s veto on a bill is spelt out in Section 58 of the constitution, particularly 58 (5).

Section 58 (5) reads, “Where a bill is presented to the President for assent, he shall within thirty days thereof signify that he assents or that he withholds assent.

“(5) Where the President withholds his assent and the bill is again passed by each House by two-thirds majority, the bill shall become law and the assent of the President shall not be required.”

The House, Namdas added, insisted that it would override the President’s veto in the controversial electoral bill to ensure that the 2019 presidential poll would be conducted last in the sequence by the Independent National Electoral Commission.

It gave clear signals to override the President’s veto by saying that the electoral bill would be sent to Buhari again for his signature.

However, this will come after two of the three reasons Buhari gave for withholding his assent would have been deleted from the bill and passed afresh.

Namdas, who spoke on the latest decision of the legislature, explained that the lawmakers had accepted two of the reasons advanced by Buhari for rejecting the bill.

He said those accepted were the second and third reasons given by the President.

Namdas, a member of the All Progressives Congress from Adamawa State, said, “We agreed with the first one that the amendment of Section 138 of the Principal Act (Electoral Act) to delay crucial grounds upon which an election may be challenged by a candidate, unduly limits the right of candidates in election to a free and fair electoral review process. This, we have agreed with the President.

“We have also agreed with the reason advanced that the amendment of Section 152 of the Principal Act raises constitutional issues over the competence of the National Assembly to legislate over local government elections.

“This too, we have agreed with the President. So, it is true that we don’t have powers on the two.”

But, on the first reason, which was on the reordering of the elections, Namdas said the legislature insisted that it retained the power under the 1999 Constitution to decide the order of elections and not INEC.

He noted that Section 4 of the constitution empowered the National Assembly to legislate over elections, particularly item 22 of the provision.

Namdas added, “It means that we have the power to work on the order of elections as it is stated. INEC has the power to fix electoral dates in accordance with the Electoral Act. The entire Electoral Act talks about organising elections. If we do not have powers on how to organise elections, that means we do not even have the power to even pass the Electoral Act itself. That means it’s an illegal thing (Act) because it was passed by the National Assembly.”

Namdas disclosed that the National Assembly stood by the new bill that the presidential poll would be held last, but excluding the two reasons it was in agreement with Buhari.

He stated that the National Assembly would expunge the two portions from the bill, pass it again and send it to Buhari for his assent on the reordered elections sequence.

“In view of this, we will re-gazette the Electoral Act (amendment bill) and expunge the areas that we are in agreement with the President. In line with the constitution, we will bring it back for debate and follow the procedure of first and second reading, pass it and re-transmit it to the President for his assent.”

The implication is that the bill will begin a fresh journey of first, second and third reading before it is sent to Buhari again for his assent.

President Muhammadu Buhari said yesterday his administration will invest all necessary resources in developing military might to crush Boko Haram insurgency.

The president who paid a sympathy visit to the parents of abducted schoolgirls at Government Girls Science and Technical College Dapchi, said the insurgents would pay dearly for the abduction of schoolgirls in Chibok in 2014 and now Dapchi.

He said he had read a comprehensive report on what the Federal Government was doing to rescue the schoolgirls in good health.

“We’ll not spare Boko Haram. We’ll use our military might to crush them and provide a lasting peace in the country. We have deployed police, including those in plain clothes, soldiers, Army, Navy and Air Force and other security operatives to continue searching until they rescue our children in good health,” he said.

Asserting that much had been achieved against Boko Haram already, Buhari said,

“The insurgents were before now controlling some areas in Borno and some parts of Yobe but they have now been reduced to brainwashing of little children to commit suicide bombing in mosques, churches and other public places.”

The president said during a stakeholders meeting in Damaturu that he would negotiate for the unconditional release of the Dapchi schoolgirls.

“I am here in Yobe State to express my sincere sympathy with the parents, government and all the people of Yobe whose daughters were abducted by the un-repented terrorists. I want to reiterate our resolve to negotiate for the unconditional release of the girls,” he said.

He pledged that any agency, person or group found to be negligent in the process that led to the abduction of the girls would be punished.

Earlier welcoming the president at the Government House, Damaturu, Governor Ibrahim Gaidam expressed his appreciation to the federal government for its efforts for the state. He said, “I wish to express my deepest appreciation to Mr. President for the show of fatherly concern. So far Yobe State government has received four federal government delegations since the unfortunate incident, which shows that it has concern for its citizens.”

Gaidam pledged the support of the people of Yobe state for the federal government in its efforts to rescue the abducted girls.

The president visited the Government Girls Science and Technical College Dapchi, where he had face to face meeting with parents and students.

The Chairman of Dapchi abducted schoolgirls parents, Bashir Manzo, said the prompt response by the president and his visit had renewed their hope that government was willing to reunite them with their children.

The Niger State Police Command and the Nigerian Security and Civil Defence Corps (NSCDC) have deployed over 3,500 officers and men to beef up security during today’s visit to the state by President Muhammad Buhari.

The President is billed to commission the multi-million sugar factory constructed by Nigeria Flour Mill in Sunti, Mokwa local government area today.

According to the statistics of the deployment by the two security agencies, the police would release 2000 men for the visit while the NSCDC would commit 1500 to maintain order during the one-day visit.

Police Command’s Public Relations Officer, Muhammad Abubakar told newsmen yesterday that the state commands of Kebbi, Kaduna and Kwara would deploy officers and men to complement those of Niger to ensure a hitch-free visit.

Also the Nigerian Security and Civil Defence Corps Commandant in the state, Mr Philip Ayuba, said his command had made security arrangements with the sister agencies for a hitch-free visit by the president.

A Nigerian has emerged as the Vice President of the International Transport Federation and the Chairman of the African region of the federation.
He is Najeem Yasin, the President of the National Union Road Transport Workers (NURTW).

The NURTW president paid the kwara state Governor a courtesy visit. NURTW Lagos was led by the state chairman Balogun of Agege land. Alhaji Tajudeen Agbede.

During a visit to Governor AbdulFatah Ahmed of Kwara state in Ilorin, Yasin disclosed that he was elected at the International Transport Federation conference held last week.

The International Transport Federation is an international trade union with membership cutting across 750 affiliates of aviation, maritime and road transport workers unions across 145 countries.

Three people have been reportedly murdered in two separate attacks by suspected herdsmen at Tse-Oragbo Nyiev council ward and Yelwata both in Guma local government area of Benue State.

The Senate has summoned the National Security Adviser, Gen. Babagana Monguno (retd.); and the Minister of Justice and Attorney General of the Federation, Abubakar Malami (SAN), over a vigilante group recently created by the Kogi State Government.

The Senate specifically asked its committees on National Security and Intelligence, and Judiciary, Human Rights and Legal Matters to invite the officials “with a view to disbanding this unconstitutional body.”

Lawmaker representing Kogi West Senatorial District, Senator Dino Melaye, at the plenary on Wednesday, had moved a motion seeking the intervention of the Senate on the legalisation of an armed ‘Vigilante Service Group’ in Kogi, alleging that it was an attempt to introduce state police “through the back door.”

Melaye, who read from a copy of the law establishing the group, emphasised Section 15 of the law which empowers the group to carry “dane guns, hunter’s gun and other light weapons” that are commensurate with their duties and responsibilities.

According to him, it was similar to how ‘Maitasine’ started in Kano which was not contained and became damaging.

“This is how Boko Haram started. This is how Sarasuka started. The Senate will not fold its arms and close its eyes, where a state government is equipping militia groups to wreck havoc on innocent citizens.

“This group is already killing in every part of Kogi State,” Melaye alleged.

He stated that the establishment of the VSG in Kogi was in conflict with the Constitution.

He alleged that the functions of the group was in conflict with those of the Nigeria Police Force as stipulated in Section 214 of the Constitution.

The National Coordinator of the Centre for Disease Control, Dr Chikwe Ihekweazu, has revealed plans by the centre to establish a laboratory for carrying out diagnostic tests for infections in Ondo state, within the next one year.

Dr Ihekweazu made this known while inspecting the facilities at the Federal Medical Centre, Owo, Ondo State.

According to him, it is due to the high prevalence of Lassa fever in Ondo State, especially around Owo.

He added that the at the beginning of this year, there were only two laboratories for diagnosis of Lassa fever in Nigeria, while the third one had just been added and the fourth one is in the pipeline.

He informed that the state and federal government and the management of the Federal Medical Centre, Owo will work together to establish a laboratory at the hospital.

Also speaking, the Chief Medical Director of the Federal Medical Center, Owo, Dr Iliasu Ahmed disclosed that there are 91 confirmed cases and 23 deaths of Lassa fever in Ondo State.

He noted that the number of cases has reduced significantly to five as at present.

Dr Ahmed said a committee is in place that is responsible for effectively handling the outbreak of Lassa fever.

With more universities opening across the country in the last decade, the number of students gaining admissions into specialised and competitive degree courses has steadily grown.
But when it comes to Medicine, four states have dominated admission trends for at least five years, consistently trouncing the other 32 states and the Federal Capital Territory.
The states are Imo, Anambra, Delta and Enugu.
Between 2011 and 2015, these states had more students gaining admission to study Medicine than any other state, data from the Joint Admission and Matriculation Board (JAMB) show.

The Governor of Ekiti State, Mr. Ayodele Fayose, on Wednesday boasted that the victory of his deputy, Prof Kolapo Olusola in the July 14 governorship poll will be the easiest in the history of the country.

Fayose said his strong political ties with Ekiti electorate and his performance as a governor would make the victory easy for the candidate of the Peoples Democratic Party (PDP).

The governor also said his government had achieved so much in the area of education owing to the fact that all critical stakeholders in the sector were in collaboration with government, assuring that Olusola would not deviate from the policies he had instituted in the sector.

Though, the PDP has not conducted its primary, the governor has anointed Olusola as his preferred candidate, which had pitted him against the Minister of Works, Dayo Adeyeye, Senator Biodun Olujimi and other contenders in the party.

Fayose spoke in Ado Ekiti during an interaction with stakeholders in education sector, which included Parents Teachers’ Association (PTA), teachers and the workers in the Ministry of education.

At the occasion, Fayose was invested as the Grand Patron of National Parent Teachers’ Association of Nigeria, Ekiti chapter.

Fayose, who officially presented Olusola to the stakeholders said: “Deputy governor Olusola’s victory will be easiest in the country’s political history, because I have not deviated from the ideals that people considered to bring me back in 2014.”

He said Ekiti was ranked 35th when he came in NECO in 2014 and that he has been able to bring the result to first position in 2016 and 2017 through series of motivations for teachers.

“But let me say this, your victory is not in the hands of politicians, I have even told those around me. It is in the hands of Ekiti people, I mean the electorate.

Assuring his deputy that the victory had become a task accomplished, Fayose said: “Don’t worry yourself about your victory, you had already
won.”

“What you should concern yourself with is how to lead this people the way I have been doing”, he said.

Fayose advised the federal government to forget about shame and partisanship and come to Ekiti and learn how he had been able to overcome the menace of herdsmen and how the state had been coming first in public examinations like NECO.

“These APC government is devilish. They said they have routed Boko Haram but they kept killing people on daily basis. They should forget about enmity and come to Ekiti and learn the proper art of governance”, he said.

Earlier, the PTA Chairman in Ekiti State, Mr Samuel Adeola Osadare, promised that all the stakeholders will continue to partner with the government to make Ekiti the cynosure of all eyes in the education sector.

Senator Dino Melaye (Kogi West), yesterday alleged that Governor Yahaya Bello of Kogi State had introduced state police “through the back door.”

Speaking on the floor of the Senate, Melaye claimed the vigilante service law that had already been signed by the governor was an affront to the constitution.

The Senator alleged that the law was in conflict with Section 214 of the Constitution that established the Nigerian Police Force, saying “I bring to the Senate a plan by Kogi State government to introduce state police through the back door.

“This morning (yesterday), I bring to the Senate a law passed by Kogi State Assembly and signed into law by the governor that talks about the establishment service.

“I heard that it is a law of the government and when I went through this law, this law is in conflict with the constitution of Nigeria. This alters the law of the Nigerian police as stipulated in Section 214 of the constitution.

“It is a fact that states can make laws through the state House of Assembly. But the law they make must not be in conflict with the constitution.

“A section of the law passed by Kogi State government reads: ‘the vigilante group will be involved in the prevention and detection of crimes, apprehension of criminals, preserving law and order, protection of lives and properties and will assist other paramilitary agencies in the discharge of their duty’.

“The affront to the constitution is in Section 15 of that law ‘that this service can carry Dane guns and other light weapons that is commensurate with their duties’.”
He added that this was how the Maitatsine crisis started in Kano.

On his part, Senator Emmanuel Bwacha (Taraba South) said the security situation in the country must be addressed, lamenting that “if we do not stop everything and address this matter, we will wake up one day and the country will not be here.”

Thereafter, the Senate mandated its committee on intelligence to liaise with the office of the National Security Adviser, NSA, to assess the law.

In less than a year, the Senatorial and House of Rep elections shall be coming up across the federation. I've seen a couple of online posters of aspirants to the National Assembly. Where are the youths? When on the 24th of July 2017 I declared to run for the office of the President of the Federal republic of Nigeria, I encouraged young people to do same, by running for offices across board. Young people should show interest in running for Local Govt Chairmanship, Counsellorship, House of Assembly membership, Governorship, Senate, House of Rep. Many have shown interest in running for the office of the President. We need many more to show interest in running for other offices. Not every young person is worthy of taking up leadership position. Leadership is for those who have prepared themselves over time and have shown leadership qualities in their environment. That one is young is not the yardstick to seek electoral office. This is where you come in. Look around you. Seek out that young person who has leadership qualities and encourage him/her to run for elective office. He/she may not have the money to fund the campaign. Most young people don't anyway. It's our responsibility to rally around them, donate our widow's mite and give their aspiration a lease of life. If Nigeria will ever make progress and be counted among the committee of nobles, credible, visionary,selfless young people must arise to take our country back! This is a clarion call.

Tens of thousands of students across the country — many chanting “Enough is Enough” — walked out of their schools Wednesday to protest Congressional failure to directly address gun violence.

The protests began at 10 in the morning local time at about 3,000 schools. Most lasted for 17 minutes — one minute for each massacre victim at Marjory Stoneman Douglas High School in Parkland, Florida — one month ago Wednesday.

Some students held up signs reading “Our Blood, Your Hands,” condemning the National Rifle Association.

Other students wondered aloud if they would be the next victims of a mass school shooting and told reporters they were simply sick of it.

There were also protests outside the U.S. Capitol — where demonstrators were welcomed by Democratic House Minority Leader Nancy Pelosi — and at the White House, where students turned their backs to the executive mansion in silence. President Donald Trump was not inside.
Many teachers, parents and school administrators took part in the global walkout. But some school officials warned students they would be suspended for leaving their classrooms without authorization.

Alleged Florida gunman Nikolas Cruz was arraigned during a brief court hearing Wednesday. Cruz looked down and did not speak during the hearing. The judge entered a not guilty plea on his behalf. Cruz is charged with 17 counts of premeditated murder. HIs attorney said Cruz would plead guilty if prosecutors sought 17 consecutive life sentences instead of the death penalty.

Also on Wednesday, acting FBI Deputy Director David Bowdich told lawmakers in Washington that agents got what he called a “very explicit” tip five weeks before the attack that Cruz may have been planning the high school massacre.

For reasons unknown, the FBI did not pass the information on to local police. Authorities previously said they had other warning signs about Cruz but did not act on them.

Cruz was a well-known troublemaker at Stoneman Douglas high school, disrupting classes and threatening other students, before he was expelled.
Meanwhile on Wednesday, the House of Representatives overwhelmingly passed a bill increasing funding for school safety. The bill includes more money for training school officials and police to recognize mental health problems in students, an anonymous tip line for reporting school threats, and money for security measures such as metal detectors.

The Senate has yet to take up the measure which Trump said he would sign.

The House bill does not address the issue that led students to walk out of their classrooms — tighter gun laws, including a federal ban on assault-style weapons, like the one Cruz allegedly used.

President Trump initially came out in favor of raising the minimum age for buying a gun from 18 to 21, but has since backed away. The NRA opposes the measure and plans to sue Florida for passing an age limit.

Trump has also said he supports arming specially qualified and trained teachers and school personnel as a deterrent to a potential school shooter. But many teachers’ groups and police oppose the idea.

Worried by the recurring strike actions by medical doctors and other workers in the health sector, the Edo State government said work on a holistic plan for workers in the sector has reached advanced stage.

Special Adviser to Governor Godwin Obaseki on Media and Communication Strategy, Mr Crusoe Osagie, said the health sector is a major pillar of the government’s overall policy framework for the state and appealed to the striking workers to be patient with the state government.

Osagie said: “The Edo State Government is adopting a holistic approach to the reform of the health sector in the state. We urge the health professionals to exercise some patience as hasty and tokenistic efforts cannot produce the high standard of healthcare which the Obaseki-led government has envisioned for Edo people.

“The plans have been made and partners are being sourced, and in good time, the results will manifest.”

He added that the governor has tremendous respect for health workers and will not turn a deaf ear to issues that affect their welfare.

“As you are aware, Governor Obaseki is passionate about getting the health sector to contribute significantly to his administration’s overall goal. This informs his personal involvement in health care programmes, from immunisation to the distribution of long lasting insecticidal nets and the commitment to the construction of primary health care centres across the state.”

The governor’s aide assured that the health sector will receive more than the usual attention in the months that will follow the unveiling of the reforms for the sector.
