The Taliban have chosen the late Supreme Leader Mullah Omar’s longtime deputy to replace him as the ‘king’. The question is: “What lies behind his dark glasses?" Very little is known about the new Taliban king. As with all others before him, the Islamic fundamentalist political movement is shrouded in secrecy, and intelligence information obtained is always classified. Five keys have been gathered, details that tend to bring one up, close and ‘personal’ with the man who will now head the Afghan Taliban fighting the US-backed government in Kabul. 1. He is faceless The new Supreme Leader Mullah Mansour is believed to be in his forties and from southern Afghanistan near Kandahar, the province where Mullah Omar first started the Taliban in the anarchic years that followed the pull-out of the Soviet Union after a grisly decade of fighting with the mujaheddin. Like Omar, not a lot is known about Mansour and there are no confirmed pictures of him. However, his presence is well-known in the Taliban hierarchy and in the Quetta Shura council based in the lawless border regions of Pakistan and Afghanistan. 2. The pragmatist Mansour has been the author of a number of statements issued in the terrorist group’s name, including the recent message addressed to Islamic State (ISIS) leader and self-declared caliph Abu Bakr al-Baghdadi. He is believed to favour peace – hence his reputation as a pragmatist. But experts say he will now need to convince the sceptics. According to IB Times, the last time Mansour was linked with peace talks, the affair ended in farce, when it emerged the man claiming to be the deputy Taliban leader was in fact an imposter. Reports say that the imposter made away with a significant amount of money and was never seen again. Meanwhile, since 2010, it has been Mullah Mansour and some other key figure, Abdul Qayum Zakir, who have personally supervised Taliban contacts with US and European officials, one of which led to the opening of a Taliban office in Doha, Qatar, in 2013. The Daily Beast reports that in 2012, Abdul Qayum Zakir, challenged Mansour’s authority, but Mansour was able to have Zakir sidelined and silenced, ultimately firing him from the position of the head of the Taliban military council. According to a research by the Washington Foundation , Mansour and Zakir were rivals, but their competition now seemed to be contained. 3. Natural devoted leader Mullah Akhtar Mohammad Mansour served as the minister of civil aviation under the Taliban when it ruled Afghanistan from 1996 until the US-led invasion in 2001, a rather underwhelming title for a man with his capabilities. Sami Yousafza, The Daily Beast’s correspondent in Pakistan and Afghanistan, in an article titled “Up Close With the Taliban’s Next King” wrote: “ Mansour in his days as student at the madrasa in the camp, was poring over the holy texts during the day, and sleeping in a room in the mosque at night. “Even then, he stood out among the other Taliban, which means “students” after all. He seemed a natural leader.” It is impressive to note that Mansour became a leader in Harkat Islami, a jihadi students’ union, but when Mullah Omar started the Taliban movement in 1994, he was not one of the first to join. He was picked by Mullah Omar as the Taliban minister of civil aviation and put in charge of the airports all over Afghanistan. Mansour has been said to have the attribute of a tribal elder, neither conspicuously silent nor overly talkative, a man who weighs his words, reasonable and eloquent. 4. He is generous A story is told of Mullah Akhtar Mohammad Mansour, when once in the stifling heat of July in Pakistan, Mansour carried dozens of Pepsi bottles to his class to kill the thirst of his fellow students. According to journalist Sami Yousafza, the simple gesture showed him to be rich, by comparison with others, and generous. 5. He is sound and smart Mullah Mansour was the same man who kept the death of the Taliban Supreme Leader Mullah Omar a secret for more than a year. A Taliban member explained that Mansour hid the death of Mullah Omar so he could handle the transition to his authority with no apparent vacuum in leadership. “By keeping the death of Mullah Omar secret for a year he made a fool of the CIA and made everyone else look unintelligent.” Mansour’s friend told to the Daily Beast correspondent. “That is a brilliant entry in his ledger. He got the responsibilities of the leadership while the Taliban were in crisis and there was in fact a void. He built up strong resistance (to government forces) and was in contact with commanders on the ground.” On Wednesday, July 29, the Afghani government finally confirmed the rumors that Mullah Omar was dead. The Afghani president’s spokesman stated: “The government of the Islamic Republic of Afghanistan, based on credible information, confirms that Mullah Mohammad Omar, leader of the Taliban died in April 2013 in Pakistan. The government of Afghanistan believes that grounds for the Afghan peace talks are more paved now than before, and thus calls on all armed opposition groups to seize the opportunity and join the peace process.” It was also noted that Omar had died more than two years before. The question now becomes: “What will become of the Afghan Taliban now, under Mansour?” Most members seem to believe Mansour has firm control over their movement, but it would be odd, many of them say, to call him the leader of the faithful. That is a title, finally, that has to be earned, and whether he aims finally to achieve it through war or through peace is, at this point, impossible to tell. Holding the Taliban together as it turns its back on two decades of violence and potentially strikes a deal with the Afghan government will be an enormous challenge, not least at a time when ISIS is taking violent insurgency and terrorism to whole new levels of brutality. www.naij.com/503585-things-know-new-taliban-king.html |

Nigerian Army has uncovered Boko Haram
bomb-making factory at abandoned chemistry
laboratory at Dikwa college of education in
Borno state.
The military said the factory was operating till
troops have retaken the town last week.
Sani Usman, the army spokesman made this
known saying that troops from the 7 division
exposed the laboratory during a mop-up
operation in the area.
Usman, a colonel, added that some equipment
comprising a welding machine and a mine
detector were found at the improvised
factory.
Also discovered from the operation were four
Toyota Hilux pick ups.
“The gallant troops are in a very high spirit and
more determined to further pursue the fleeing
terrorists to all known enclaves and
sanctuaries, ” army spokesperson said.
The army on July 24 claimed to have gained
control on Dikwa town in restive northeastern
Borno state, once held by suspected Boko
Haram insurgents.
The air strike sealed way for the soldiers to
move in and reseize the town with less
resistance, while the search operations are
ongoing.
The deadly Boko Haram sect has claimed
thousands of lives, abducted hundreds of
people and displaced close to half a million in
the northeastern part of Nigeria, one of the

President Muhammadu Buhari is under pressure from Nigerians, who are itching to know the names of the oil thieves. Several Western countries comprising the United Kingdom and France are also said to have reached out to Buhari not to waste time in bringing the suspects’ names to the public knowledge. It would be recalled that Nigerian leader, addressing Nigerians during his recently concluded trip to the USA, had announced that Washington gave him the list of the names. Buhari said that some members of the ex- president Goodluck Jonathan Federal Executive Council stole as much as 250000 barrels of crude every day. A group of prominent Nigerians say the president should make the names public immediately and defend against them. Professor Itse Sagay , front line lawyer, told journalists that he shocked by the magnitude of the stealing. He said: “ Before this fresh revelation, one was very disturbed when Okonjo Iweala, raised the alarm that about 400, 000 barrels were being stolen every day. To hear that the quantity is as much as one million barrel per day is something else. “It shows the country went into a total rot under the last regime of President Goodluck Jonathan. They would have looted the country to bankruptcy within a year if they were not removed from office. We should be grateful that a disciplined and upright man has taken over to clean the mess and save the country. “The punishments are not farfetched. They are already enshrined in our law books. “We may ultimately have to resort to special court with specific time frame to decide the cases. The situation is very grave and we need to deal with it in an exceptional way.” Also shocked by the disclosure is Chief Ladi Williams (SAN) who said: “ The President should make public everything about it because the oil they stole belongs to the good people of Nigeria. The people have the right to know what is happening. “Some schools of thought have suggested that the Chinese option should be applied in dealing with the suspects. It is a common knowledge that corrupt public officers in China always end up being executed. But here in Nigeria, we have the criminal and penal code. The suspects should be tried. “The National Assembly has the power to establish a tribunal to try the suspects because the courts have too many cases already. From the tribunal, the next step should be Supreme Court because many of us are not happy with the way the Appeal Court has discharged itself. The Supreme Court has discharged itself creditably well. “The suspects should be made to produce the money they realised from the sales of the stolen products. Any of them that parts with a substantial part of the money should be leniently dealt with.” Tanko Yakassai, elder statesman, who was also speaking on the development said: “The president should not only tell us about the crime, he should go a step further to list the names of those involved in the criminal act and the amount involved. He should get them arrested and prosecuted. The truth is that these atrocities didn’t start today. They started way back when Obasanjo was the head of state. “Key figures during that regime became instant multi-millionaires. There is not going to be any solution to the atrocities except the perpetrators are brought to book. I want to appeal to President Muhhamadu Buhari not to limit the probe to the Jonathan administration. If he really wants to get to the root of the problem, he should go back to the days of Obasanjo as military head of state.” Enechi Onyia, Second Republic politician, added that the suspects should be made to face the anger of the law. “The government should not stop at that. They should also do everything possible to retrieve the full value of the money that the country ought to realize from the product from the suspects. The government should not be swayed by sentiments that people are likely to express about its position or action plan because in everything that happens in life, people would always express sentiments,” Onyia said. Festus Keyamio, Lagos attorney, called for prosecution of everyone found guilty in the crime, saying: “ The effort of the President in fighting corruption in the country is highly commendable. This is what Nigerians looked forward to when they voted for him and I am glad that he is living up to his electioneering promises. I want to do everything possible to make sure that the perpetrators do not escape justice.” Abubakar Tsav , ex-commissioner of police in Lagos state, was surprised by the disclosure. He said: “ If the president’s statement is true, then, it is a serious matter. How can one person steal such quantity of crude oil? What are they using the money for when many people are hungry, homeless and sleeping under the bridge? “ The crime is capable of collapsing an economy of a developing country. The perpetrators don’t mean well for the country and should be severely dealt with. “I don’t support death penalty, but the offence is worth it. I will suggest that they should be sent to 25 years or life imprisonment. If the suspects are not fished out and dealt with, there would be a big challenge if Buhari is not re-elected after four years. If Buhari is not elected and another government that is worse than Jonathan’s come tom power, the country would be worse for it. “If I were Jonathan, I would be ashamed of myself and refrain from making any comment. I think he should also be probed because it was before his very eyes that all this rots was taking place and he did nothing to stop it.” Joe Igbokwe, the All Progressives Congress (APC) spokesman in Lagos state, said more sad insights of the activities of government officials in the Jonathan’s government are coming. “What Nigerians are hearing and seeing now will be a child’s play when the full story of how Nigeria was pillaged and plundered under Jonathan is told, ” he said. “In the fullness of time Nigerians will get to find out that former President Jonathan’s tenure was a systematic regime of heists. I am believing God that President Buhari will have the energy, strength and power to go the whole hog in repositioning Nigeria in the comity of civilized nations. The crisis rocking the Peoples Democratic Party (PDP) in Ekiti State took a violent turn on Friday, July 31, as there was a shootout at the party secretariat in Ado Ekiti. A factional secretary of the party, Dr Tope Aluko was injured during the shootout, while passersby, commuters and motorists scampered for safety, The Nation reports. Aluko was said to have been shot when he led members of the Tunde Olatunde faction to take over the party’s secretariat not long after the Idowu Faleye faction announced the suspension of four members of the State Working Committee (SWC) led by Olatunde and left the building. While Olatunde is the acting chairman of a faction that has 11 out of 14 SWC members, Faleye is the chairman of the faction recognized by Governor Ayo Fayose. In a telephone conversation, Aluko said: “ I was shot at close range by policemen. As I was parking, they opened fire on me at about 3.40 pm. I went there and the policemen were waiting for me and what followed was shooting. My cloth was drenched in blood and I am receiving treatment as you speak with me. I went to the party secretariat because that is my office as the PDP secretary in the state .” According to him, Governor Fayose should be told that the war has just begun and he cannot intimidate them. “ We will never leave the party for Fayose or any other person. Tell him that the war has started and we are battle- ready and the people of the state will know the real members of the party,” he added. Speaking on the matter, the spokesman of Ekiti police command, Alberto Adeyemi, said no complaint has been made at the station by anybody that he was shot or that any shooting incident took place. “Our men were there until they (members of Faleye faction) left and we are not aware of any other meeting held after they had left,” he said. Yesterday, Faleye’s faction had announced the suspension of four exco members over alleged anti-party activities.. The affected officers are; Dr.Tope Aluko, (State Secretary), Hon.Tunde Olatunde, Hon. Mrs Busola Ayobode (State Women Leader), and Hon. Olanrewaju (State Auditor). Speaking on Friday, July 31, in Abuja, President Muhammadu Buhari explained why Nigeria now had increased capacity to fight Boko Haram insurgency. PM News reports that the president delivered his point during the meeting with Mohammed Ibn Chambas, the UN Secretary-General’s Special Representative and Head of the United Nations Office for West Africa. Nigeiria’s number one politician expressed confidence that with the formation and full activation of the Multi National Joint Task Force (MNJTF), terrorism would soon become the thing of the past. President Buhari also noted that after the command control center had been redeployed to Maduguri, the morale of the troops on the battlefield substantially improved. “You can tell the Secretary-General that we are doing our best and our best will be good enough for the nation and the sub-region.” Regarding the upcoming elections in Cote D’Ivoire, Guinea and Burkina Faso, the Nigerian leader urged the UN to assist African countries in implementing new technologies to ensure the effective and credible process. He referred to the experience of his country’s electoral body which used smart card readers in the general polls held earlier this year. Buhari noted that other African countries might need support and assistance from the international community in order to implement modern technologies for the elections conduct. “When citizens recognize that their votes count, it will boost their confidence in democracy and their countries’ electoral systems.” Mr Chambas, on his part, praised President Buhari, for his commitment to fighting against insurgency in the northeast and for his recent claims in Cameroon concerning peaceful resolution of all border issues with the neighbour . The National Assembly Election Petition
Tribunal sitting in Makurdi, the Benue State
capital, has admitted four exhibits from the
subpoenaed Independent National Electoral
Commission’s (INEC’s) witnesses in a
petition by Mr Daniel Onjeh of the All
Progressives Congress (APC) challenging the
return of Senator David Mark by the INEC.
The former Senate president was declared
winner of the Benue South election held on
March 28, having defeated Mr Daniel Onjeh.
Mr Yakubu Nachamada one of the witnesses
from INEC, could identify five documents,
which Onjeh sought to tender, but the
Peoples Democratic Party’s (PDP’s) counsel
Chris Alechenu, objected to the permissibility
of one of them
The document in question is a letter dated
July 27, authorising the INEC worker to be a
witness in the suit which did not originate
from the party.
Alechenu said the letter could only be
tendered in evidence either through the INEC
chairman, the resident electoral commissioner
or the writer of the letter which the witness
was not.
“The witness is not the writer, addressee and is
not even copied in the letter. So, the letter
cannot be tendered through him.”
Mr. Kenneth Ikoni, counsel to Mark, also
concurred with the views of the PDP counsel
and admonished the court not to accept the
letter as an exhibit.
Onjeh’s counsel, Tunji Oso, while urging the
court to discountenance the objections raised
by the respondents’ counsel, said the
document can be linked to the witness as
there are relevant and sufficient evidence
suggesting this.
He cited the Nigerian Weekly Law Report , page
17 (G-H) saying that “a document linking a
witness to an evidence can be tendered with or
without the consent of the writer or addressee.
The Chairman of the tribunal, Justice
Mosunmola Dipeolu, however, ruled that the
document was vital to the appearance of the
witness in court and admitted the document
in evidence as Exhibit PA.
The Card Reader Accreditation Data was also
admitted in evidence. The Card Reader
Accreditation Data that concerned elections in
the senatorial district reflecting the polling
units were generated from the INEC website
and was presented in court by Mr Yakubu
Nachamada.
The receipt for the certification of documents
was also admitted in evidence.
Oso saw his application to tender the
subpoena by the tribunal for the two
witnesses from INEC to testify in court turned
down.
Counsel to the PDP had pleaded with the
court to reject the admissibility of the order
on the grounds that it was already the
document of the court, stressing that the
court does not need it as an evidence.
The tribunal’s chairman, Justice Dipeolu
concurred with the respondents’ counsel and
rejected the ruled in favour of the PDP’s
counsel and adjourned the case for the

Femi Gbajabiamila, the Majority Leader of the House of Representatives, has revealed that President Muhammadu Buhari and the leadership of the All Progressive Congress (APC) insisted that he must vie for the leadership position in the House, otherwise he would have dropped out. Addressing journalists at an interactive session in Abuja, today, Gbajabiamila said he would not describe the “loyalists in the House as aggressors but protectors of the interest of the party.” He explained that a long time ago before the crisis heated up he had met with the President and the party explaining to them that issue had been framed to be about him which was not adding that he was willing to part with any position for the sake of the President, country and the House. “A lot of people don’t know this, long-time ago, I saw the president, I saw my party I explained to them I told the President I said listen this thing has been framed to be about me, was never about me and that is what my members believe and I told Mr. President and I told the party that I wanted to withdraw from this thing, so for the sake of the president, for the sake of the House for the sake of the country. “I told the governors at the meeting 4 weeks ago it was not about office and I told them that I would leave this thing in a heart beat without thinking of it. “I wouldn’t even think twice about it and I will go and sit on the floor of the House without even accepting anything even a chairmanship. “I have never been a chairman of the committee in this house and never been a deputy chairman and I made it clear to them that I have turned down things in the past, I have been offered National Honours and I turned it down, I was meant to be a Deputy to Aminu Tambuwal we turned it down before Emeka Ihedioha took over and there have been many other things in the past, “ the house leader said. He continued, “For me it was not about me, it was not about office, it’s not the office that makes you a legislator, the legislator makes the office. It’s not vice versa and I made it clear that I will leave it but on principle but my members refused. “When I told the President to allow me leave, he did not accept it, he was reluctant my party did not accept it and I thank God for that they did have that kind of confidence in me to be able to deliver the goods for the party, who am I to say no?” Meanwhile, the Speaker of the House of Representatives, Honourable Yakubu Dogara, has assured the South east region that they will be adequately compensated in the leadership structure in the lower house. Dogara was elected Speaker of the House of Reps on June 9 against the wishes of his party . The House of Representatives has demanded that President Muhammadu Buhari reopen investigations into unresolved cases of high profile political and extra judicial killings in Nigeria. According to Premium Times, the essence of the charge to the Federal Government, the House resolved, is to bring the culprits to justice. This demand was raised in a motion titled, ‘Need To Undertake Further Investigations Into Cases Of Extra Judicial Killings And Other High Profile Murders’. This motion was raised by Kingsley Chinda, he noted that the extra judicial killings were allegedly being carried out by men of the Nigerian Police Force, and personnel of some other security agencies and unknown gunmen. Chinda, while charging the Nigerian Police Force to be more alive to its responsibilities in the prevention and proper investigation, the lawmaker also expressed fears that the efforts of previous governments in curbing the problem of extra judicial and other high profile killings have largely been futile and short of peoples’ expectations as some have continued unabated and as a result, people now live in fear and despair. Chinda enunciated on the issue, stating that several cases of extra judicial and unsolved killings in the country included some traders at Apo (popularly known as Apo Six), invasion by mobile policemen and armed soldiers of Ogoni land, the invasion of Odi community in Bayelsa, the killings of Dele Giwa, Alfred Rewane, Bola Ige and Funso Williams amongst others. The Premium Time report states that the motion was unanimously agreed on by the House, and was referred to the Committees on Police Affairs, Public Safety and National Security (when constituted) by the Speaker, Yakubu Dogara, to monitor the investigations of the cases and present an interim report to the House within four weeks for further legislative action. In some other development, President Muhammadu Buhari, on July 29, Wednesday, vowed to abide to the International Court of Justice (ICJ) ruling ceding the oil-rich Bakassi peninsula to Cameroon. Femi Adesina, the presidential aide, revealed Buhari’s position on his Twitter handle. Former Vice President Atiku Abubakar has
applauded President Muhammadu Buhari for
the fatherly role he played in the resolution of
the National Assembly crisis.
The emergence of Bukola Saraki as Senate
President and Yakubu Dogara as Speaker of
the House of Representatives had resulted in
crisis which until now had bogged down the
activities in the National Assembly.
In a statement released by his media office in
Abuja on Wednesday, July 29, Atiku
commended the peaceful resolution of the
crisis, PM News reports.
The former vice president explained how he
was troubled by the crisis and its effect on
the change agenda of the APC administration.
According to him, the warring factions have
demonstrated maturity, wisdom and sense of
patriotism by finally reaching a compromise.
He added that both the executive and
legislative arms of government should be
united by the common goal of offering
efficient service delivery to Nigerians and
therefore, no rivalry should exist between
them.
“ As a stakeholder, I am committed to promoting
harmonious working relationship between the
two branches of government. I was once in
government, and I knew why harmony and
cooperation are essential in the success of
presidential system of government,” Atiku said.

The planned financial intervention of the
presidency to bailout states in distress would
be fully implemented in a couple of weeks,
the presidency says.
In a statement issued by the Senior Special
Assistant to the Vice President on Media and
Publicity, Laolu Akande, the presidency
said meetings are being held between
members of the Federation Account
Allocation Committee (FAAC) and the Central
Bank of Nigeria (CBN), and also between CBN
and commercial banks.
According to the statement, the meetings
were meant to determine the details of the
special intervention fund and the debt relief
programme of the President for states.
The meetings were also reviewing loan
profiles of the states, addressing issues
weaved around restructuring of existing loans
including time span, and reconciling the
figures.
“Already, it has been agreed that existing state
loans be restructured for 20 years, and
regarding the bond option, the rates to be
applied will be market-based but with a cap to
make it affordable.
“Within weeks from now, the states are expected
to start benefitting from two other parts of the
presidential intervention,’’ the statement added.
The presidential intervention would make
available more funds to the state
governments which otherwise would have
been removed at source by the banks,
Vanguard reports.
Akande, explained that so far, the states have
drawn from the Nigeria Liquefied Natural Gas
taxes and dividends which amounts to 2.1
billion dollars in addition to the N518 billion
federation account allocation shared last
week.
He also recalled that during the last National
Economic Council (NEC) meeting, the states
were encouraged to take certain steps to
avert similar financial distress in future.
The steps include making the payment of
salaries a first-line charge; increasing their
internally-generated revenue; cleaning up their
payroll to eliminate “ghost workers’’ and
opening fully-functional Debt Management
Offices.

A mild drama plays out at the Defence
Industrial Corporation of Nigeria (DICON)
when the outgoing director-general, Major
General E.R. Chioba refuses to hand over to
the newly appointed director-general of the
corporation, Brigadier General Augustine
Odidi, Leadership reports.
It was gathered that when the new DG,
Brigadier General Odidi went to Kaduna, the
headquarters of DICON, to take over from
Major General Chioba who was appointed DG
in February 2013, he was amazed that Chioba
reportedly told him that he was not going to
handover to him.
According to Sources, Chioba refusal to hand
over to his successor is hinged on the order
to put on hold all recent postings done in the
Nigerian Army on the eve of the exit of the
former Chief of Army Staff, COAS, Lieutenant
General Kenneth Minimah, other sources
maintained that the outgoing DG may be
afraid of handing over to Odidi who is known
to be a straightforward and no-nonsense
officer.
Odidi was appointed as the new DG by
President Muhammadu Buhari in a letter
signed by the Military Secretary, Army (MSA)
Major General I.I. Abbas and was expected to
resume duty on July 20, 2015.
He was born on March 4, 1961 in Kano and a
native of Agenebode in Etsako East Local
Government of Edo State, Odidi joined the
prestigious Nigerian Defence Academy (NDA),
Kaduna, as a member of the 27th Regular
Combatant Course in 1980 and won the best
graduating Army Cadet Silver Medal which
was awarded to him by the then President
Shehu Shagari. He was commissioned as
second lieutenant and posted as member of
the Nigerian Army Electrical and Mechanical
Corps (NAEME).
Prior this appointment, Odidi who was
promoted Brigadier General on 4 January
2008, was the deputy director, Production,
Department of Logistics, Defence
